REGULAR MEETING
CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:01 p.m. and led the
audience in the Pledge of Allegiance.
ROLL CALL
Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie,
Dennis Robertson, Kate Kruller, Allan Ekberg, Verna Seal, Kathy Hougardy, De'Sean Quinn.
CITY OFFICIALS
Jim Haggerton, Mayor; David Cline, City Administrator; Rachel Turpin, City Attorney; Derek Speck,

SPECIAL PRESENTATIONS
Introduction of new 2015 employees:
• Sandy Garrett, Senior Fiscal Coordinator, Finance Department
Peggy McCarthy, Finance Director, introduced Ms. Garrett to the City Council. She previously worked at
the City of University Place as the Assistant Finance Director for 9 years and the IT Director prior to that
for 7 years. She received her Accounting Degree from PLU (Pacific Lutheran University).
• Mike Sodon, Facilities Maintenance Technician, Public Works
Bob Giberson, Public Works Director, introduced Mike Sodon to the City Council. Mr. Sodon previously
worked in self - employment and for Multi -Care.
• Kevin (KC) Ellis, Senior Plans Examiner, Community Development
Jack Pace, Community Development Director, introduced Kevin (KC) Ellis to the Council. Mr. Ellis has
worked as a contractor and a Building Official for the cities of Maple Valley and Lakewood. He also has a
biochemistry degree from Western Washington University.
• Andrea Cummins, Urban Environmentalist, Community Development
Mr. Pace introduced Andrea Cummins to the City Council. Ms. Cummins has worked previously as a
consultant and for the Army Corps of Engineers.
• James Thompson, Police Officer, Police Department
Police Commander Dennis McOmber introduced James Thompson to the Council. Officer Thompson is a
U.S. Navy veteran and worked for the Department of Public Safety in Texas as a trooper for 9 years.
Mayor Haggerton administered the Oath of Office to Officer Thompson (Badge #224), and Sergeant Mike
Murphy pinned on his badge.

(1) Reappoint Miesa Berry to Position #2 on the Lodging Tax Advisory Committee, with a term
expiring on 12/31/16.

Brandon K4i|aa, Economic Development Liaison, explained that per State statute and City resolution, the
Council is the governing authority as it relates to the composition of the Lodging Tax Advisory Committee
(LTAC). It is his intention to have the Council review the composition of the Committee on an annual
basis.

FISCAL YEAR COMMENCING JANUARY 1, 2016, ON ALL PROPERTY, BOTH REAL AND
PERSONAL, IN SAID CITY, WHICH IS SUBJECT TO TAXATION FOR THE PURPOSE OF
PAYING SUFFICIENT REVENUE TO CARRY ON THE SERVICES OF THE SEVERAL
DEPARTMENTS OF SAID CITY FOR THE ENSUING YEAR, AS REQUIRED BY LAW;

Councilmember Hougardy explained that the 1 % increase in taxes does not mean an exact 1 % increase
for each property; the amount will vary from parcel to parcel. Additionally, discussion at the
Transportation Committee meeting this evening demonstrated the escalating costs of infrastructure has
exceeded 1 %. There is a responsibility to maintain the utilities and roadways in the City.
Councilmember Quinn referenced the budget amendment discussion will be occurring at the Finance and
Safety Committee meeting tomorrow (Tuesday), November 17, 2015.

b. An ordinance approving and authorizing the second amendment to the 223 Andover Park East
Development Agreement with South Center WA, LLC.

REPORTS
a. Mayor
Mayor Haggerton thanked Councilmember Duffie for spearheading the event to honor veterans at the
Tukwila Community Center. The turnout was incredible and enjoyed by all.
Mayor Haggerton acknowledged the Jones family in attendance in the audience.

b. City Council
Councilmember Duffie thanked all those who participated in the event to honor veterans and extended
gratitude to Laurel Humphrey and Joyce Trantina for all their work to make it a success. He expressed
the importance of all departments getting notice of the event and having an opportunity to participate, and
he acknowledged the 45 veterans who are employed by the City.
Councilmember Robertson said the veterans' event was a very positive and personal experience, and he
thanked Councilmember Duffie.
Council President Kruller also enjoyed the veterans' event and said it got many compliments. She also
visited the Museum of Flight on Veterans Day, where they had a presentation entitled "From Beauty to
Duty — A Tribute to Women in Uniform." The presentation focused on the various uniforms worn by
women over the years. Ms. Kruller was honored to be asked to introduce the program. Ms. Kruller also
attended the recent SCA PIC (Sound Cities Association Public Issues Committee) meeting and the last
MPD (Metropolitan Park District) Executive Committee meeting for the Tukwila Pool. The voters
approved the ballot measure that initiates new commissioners for the pool being sworn into office.
Councilmember Ekberg enjoyed the veterans' event and referenced the Council's work session regarding
the RFA (Regional Fire Authority) this past Tuesday. He also attended the TIBAC (Tukwila International
Boulevard Action Committee) and the Tukwila Pool Executive Committee meeting. On November 13,
2015 he attended the Chamber of Commerce luncheon where staff from BNSF spoke regarding rail
safety. He would like copies of the presentation, and Council President Kruller said she had a copy and
would ensure the Councilmembers got copies.
Councilmember Hougardy will be hosting the Council Coffee Chat on Saturday, November 21, 2015 at
Fire Station 51 (444 Andover Park East) from 10:00 a.m. to noon. She said she would be providing an
update on the recent NLC Conference at the next Council meeting.
Councilmember Quinn said he was unable to attend the celebration for the veterans and commended
Councilmember Duffie for his amazing work in recognizing veterans. He referenced his pastor, Reverend
Langford, a veteran, who was the first chaplain in the State of Washington (confirmed by Councilmember
Duffie), Councilmember Quinn shared that he recently learned that Councilmember Duffie knew his
Uncle Grover, who was a marine for 2 tours of duty. We are all connected, and Mr. Quinn emphasized
the importance of seeking out and maintaining those connections.
c. Staff
David Cline, City Administrator, referenced the City Administrator (CA) Report and offered to answer any
questions.
Councilmember Robertson referenced the portion of the report involving the PSRC (Puget Sound
Regional Council) presentation and asked if hard copies were available. Mr. Cline said copies would be
provided to the Councilmembers.

Councilmember Duffie extended compliments to Laurel Humphrey, Council Analyst, and Joyce Trantina,
Mayor's Office Project Manager, for their work on the veterans' event. He also commended Stacia Norris
from the City's Communications Division for the beautiful program she designed for the event.
Mayor Haggerton expressed that the individuals involved in the Presentation of the Colors and Taps did
an amazing job at the event honoring veterans.
Council President Kruller said that the staff at the Museum of Flight have been busy with additions to the
facility, and they expressed to her that they wish to resurrect the Veterans Day event that involves the
Mayor, Councilmember Duffie and others from the City.
