The undersigned City of Tukwila Code Enforcement Officer, hereby certifies and states that:
Violation Location: 10804 47th Ave S., Tukwila, WA File RFA08 219

is declared to be an Unfit Building in violation of Tukwila's Municipal Code (TMC),
TMC Chapter: TMC 8.28.020 International Property Maintenance Code Adopted (IPMC)
Specifically: IPMC 504.1 Plumbing Systems and Fixtures. "All plumbing fixtures shall
be properly installed and maintained in working order... All plumbing
fixtures shall be maintained in a safe, sanitary and functional condition."
"According to the Tukwila Water Dept. there is water service to the property, but there has
been no consumption since December 2007. The kitchen faucet is not hooked up to the
kitchen sink."
Specifically: IPMC 502.1 Dwelling units. Every dwelling unit shall contain its own
bathtub or shower, lavatory, water closet and kitchen sink which shall be
maintained in a sanitary, safe working condition."
"The bathroom zvas closed off and unuseable."
Specifically IPMC 601.2 Responsibility 'The owner of the structure shall provide and
maintain mechanical and electrical facilities and equipment..."
"The only source of heat is an illegal fire unit.
Specifically: IPMC 605.1 Installation "All electrical equipment, wiring and appliances
shall be properly installed and maintained in a safe and approved manner."
"I observed uncovered light switches with wires hanging out."
Specifically: IPMC 308.1 Infestation "All structures shall be kept free from insect and
rodent infestation."
"I observed several empty rat traps set out and a lot of insects inside structure."
Specifically: IPMC 307.1 Accumulation of rubbish or garbage. "All exterior property
and premises, and the interior of every structure, shall be free from any
acumulation of rubbish or garbage."
"I observed piles of garbage stacked inside and outside the structure."
Specifically: IPMC 304.10 Stairways, decks, porches and balconies "Every exterior
stairway, deck, porch and balcony... shall be maintained structurally sound,
in good repair.."
"The stairs and porch appear to be not structurally sound."
You are hereby notified of a Complaint Hearing before the Tukwila Improvement Officer scheduled as follows:

By receipt of this Complaint of Unfit Building, you are required to attend a Hearing before the Tukwila Improvement
Officer at which all parties in interest shall be given the right to appear in person, to bring witnesses, and to give
testimony regarding the complaint. At any time prior to or at the time of the hearing, any party may file an answer to
the Complaint. All rules governing the procedure of such Hearing, are available for public inspection at the Tukwila
Department of Community Development.
Within ten days of the Complaint Hearing, the Improvement Officer shall issue a Determination, Findings of Fact,
and Order stating whether the subject dwelling, building, structure, or premises is unfit for human habitation or
other use, findings of fact supporting the determination, an order specifying the actions necessary to address any
unfitness, and a deadline for completing the actions.
If you fail to comply with the Determination and Order and no appeals have been filed, the Improvement Officer may
order the building to be repaired or demolished. The cost of such action shall be assessed against the subject property
as a tax lien, pursu Chapter 35.80.030, Revised Code of Washington (RCW).
