Tukwila, Washington 98188 September 8, 2015 Jim Haggerton, Mayor The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Ron Johnston, Steve Wheeler and Bruce Paquette. Others in attendance were Police Chief Mike Villa, Interim Fire Chief Chris Flores, Assistant Fire Chief Mike Soss and Kim Gilman, Civil Service Examiner. CALL TO ORDER 5:00 p.m. Chair Ron Johnston called the meeting to order. APPROVAL OF MINUTES The Chair asked if there were any corrections needed for the July 15th Commission Meeting minutes. No corrections were noted. POLICE DEPARTMENT BUSINESS Staffing Update Chief Villa reported that the Police Department is fully staffed with 77 commissioned officers. He noted that there are 2 lateral police candidates currently in the background process. The Department recently filled a Records Specialist and a Records Manager position recently. He noted that there exists a vacancy for the Patrol Administrative Assistant position and that the recruitment for that the Chief's Interviews to fill that position will be occurring later this month based on the eligibility list presented for certification tonight. Certification of Patrol Admin. The Civil Service Examiner presented an eligibility list for Assistant Eligibility List the position of Patrol Administrative Assistant. The list contained 11 names. The Examiner reported that 120 candidates applied. MOVED BY WHEELER, SECONDED BY JOHNSTON THAT THE PATROL ADMINISTRATIVE ASSISTANT ELIGIBILTY LIST BE CERTIFIED. MOTION PASSED UNANIMOUSLY. City of Tukwila 6200 Southcenter Boulevard • Tukwila, Washington 98188 Jim Haggerton, Mayor List Termination: Entry- Chief Villa requested an early termination to the existing e Level Police Officer eligibility list that began on April 10, 2015. The Chief noted that the list had been depleted and only 1 candidate remained on the list of the original 4. The 1 candidate had received a Chief's interview but was not deemed suitable for hire. One candidate had withdrawn from the list. Two of the remaining candidates were backgrounded, of which 1 had been hired. Chief Villa requested that the current list be terminated effective September 8, 2015 so that the Department could begin testing to generate a new list. MOVED BY WHEELER, SECONDED BY PAQUETTE THAT THE EXISTING ENTY -LEVEL POLICE OFFICER ELIGIBILITY LIST BE TERMINATED EFFECTIVE SEPTEMBER 8, 2015 DUE TO LIST DEPLETION. MOTION PASSED Cl�il�i;I�111L�1 '1 NEW BUSINESS Meeting Time At the suggestion of the Examiner, an earlier meeting time during City business hours (between 8:30am- 5:00pm) was discussed. Commissioners had daytime conflicts that would interfere with their ability to meet at an earlier time. Therefore the meeting time remains unchanged. FIRE DEPARTMENT BUSINESS Staffing Update Chief Flores reported that the Department is fully staffed except for 1 out on long -term disability, 1 on light -duty, and 2 entry -level firefighters currently in the Academy. He noted that the 4 most recent graduates will be in EMT school for the next 5 weeks. 2016 Fire Captain Testing Assistant Chief Soss reported on the possibility of holding a joint promotional exam with Kent Fire Regional Fire Authority in 2016. The joint test would benefit both entities if the Fire Department joined the RFA. He explained that each Department would maintain their own individual eligibility lists, but if a merger occurred, the lists could be easily merged as well since the test components and assessors would be identical. Commissioners discussed the idea and asked clarifying questions. RFA Update Chief Flores provided an update to the Commissioners r Regarding the Regional Fire Authority Annexation Investigation. A powerpoint presentation was given. The Chief noted that noted that this investigative work is being done to maintain the high levels of service to the citizens of Tukwila. Providing this level service has become increasingly more expensive. The Chief provided answers to the Commissioners' questions.
