The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Steve Wheeler and Bruce Paquette. Others in attendance were Police
Chief Mike Villa, Interim Fire Chief Chris Flores, Battalion Chief Marty Roberts, IAFF
President Dawn Judkins and Kim Gilman, Civil Service Examiner.
CALL TO ORDER
5:00 p.m. Vice -Chair Steve Wheeler called the meeting to order.
APPROVAL OF MINUTES The Vice -Chair asked if there were any corrections needed
for the September 81h or November 2nd Commission
Meeting minutes. No corrections were noted.
POLICE DEPARTMENT BUSINESS
Staffing Update Chief Villa reported that the Police Department is fully
staffed with 77 commissioned officers. He noted that 1
officer recently retired after 26 years of service. Chief
Villa that it is his hope that the Council will authorize 2

FIRE DEPARTMENT BUSINESS
Staffing Update
full -time COPS Grant positions. This is a matching grant
for the City to hire 2 officers that will work specifically
with Tukwila's refugee /migrant populations. The Chief
explained that the goal of the program is to increase
reporting within this specific population and build trust
between law enforcement and these communities. Chief
Villa also reported that a new lateral officer will start work
on January 261' and that there are currently 3 entry -level
officers in background. The Department currently has 2
officers working light duty.
The Civil Service Examiner presented an eligibility list for
the position of Entry -Level Police Officer. The list
contained 6 names and was certified outside of the regular
meeting due to the cancellation of the October meeting.
Battalion Chief Roberts reported that the Department
currently has 2 firefighters out on disability leave, and that

2 probationary firefighters have completed the Post
Academy.
2016 Fire Captain Testing The Civil Service Examiner presented a draft test plan for
the 2016 Fire Captain promotional test. Tukwila is unable
to engage in a joint test with the Kent Regional Fire
Authority due to differing job requirements. Tukwila will
be participating in the Tactical organized by the Training
Consortium and plans to hold an Assessment Center
facilitated by Ron Hiraki.
NEW BUSINESS
Chairperson Ron Johnston
Dawn Judkins, President of the 1AFF, inquired as to how
seniority was determined for the 4 probationary firefighters
hired on the same day earlier this year. The Civil Service
Examiner confirmed that the seniority was based on the
entry -level score of the candidate in compliance with the
Civil Service Rules. Ms. Judkins then inquired if union
officials would be given future opportunities to assist with
the planning of promotional tests, as other jurisdictions
have done. The Examiner responded that current Civil
Service Rules and the Union Contract do not require the
union to serve in this role and that the City has not
traditionally utilized union officials in this capacity.

Police Department Reorganization
The Police Department recently decided to realign one of the administrative support
positions to a different division within the department. The position being realigned is the
Professional Standards Administrative Specialist to become the Special Services
Administrative Specialist.
The reason the department has decided to conduct this reorganization is due to our
strategic plan in building a high performing organization. Specifically seeking opportunities
to improve our current organizational structure and staffing to best support achieving our
Vision, Mission, Values, and the Strategic Plan. Special Services has demonstrated a need
for additional staffing and this move will aid the division tremendously.
The Special Services Administrative Specialist will perform complex administrative,
analytical and professional assistance work as well as grant management, training
coordination, and providing assistance with complex Public Records Request.

CLASSIFICATION SUMMARY:
This position is responsible for performing complex administrative, analytical, and professional
assistance work to demonstrate the Police Department's compliance with and adherence to standards
established by the Washington Association of Sheriffs and Police Chiefs ( WASPC), as well as grant
management, training coordination, and providing assistance with th
complex Public Records Request.
DISTINGUISHING CHARACTERISTICS:
TASK ESSENTIAL DUTIES:

1 Assists the Police Department in creating and maintaining files in preparation for
WASPC and other professional accreditation audits.
2 Reviews, edits, formats, and submits grant proposals on behalf of the Department.
3 Researches and recommends grant opportunities.
4 Administers grant funding once it is awarded. Maintains files, compiles reports, and
processes and tracks expenditures related to grants.
5 Reviews, edits, and formats policy and procedural draft documents on behalf of the
Department. Distributes adopted policies and procedures.
g Processes and routes

TRAINING, EXPERIENCE AND LICENSING REQUIREMENTS (Position requirements at entry):
Associates degree in Communications, English, or Criminal Justice or 2 year degree in related field and
three years related office support experience in a Law Enforcement agency, or an equivalent
combination of education and experience which provides the knowledge, skills, and abilities to perform
the essential duties of the job.
A valid Washington State driver's license, or the ability to obtain one prior to employment. ACCESS
level I certification required within 6 months of hire.
This position is subject to a comprehensive backgrounding process including: personal background
investigation, polygraph exam, psychological evaluation, and a drug screen.
PHYSICAL ACTIVITY /REQUIREMENTS:
Positions in this class typically require: stooping, kneeling, crouching, reaching, mobility, fingering,
grasping, talking, seeing, hearing, and repetitive motions.
Sedentary work: Exerting up to 10 pounds of force occasionally and /or negligible amount of force
frequently or constantly to lift, carry, push, pull or otherwise move objects, including a human body.
Sedentary work involves sitting, most of the time. Jobs are sedentary if walking and standing are
