HOW TO TESTIFY
If you would like to address the Council, please go to the podium and state your name and address clearly for
the record. Please observe the basic riles of courtesy when speaking and limit your comments to five
minutes. The Council appreciates hearing from citizens but may not be able to take immediate action on
comments received until they are referred to a Committee or discussed under New Business.
COUNCIL MEETINGS
No Council meetings are scheduled on the 5th Monday of the month unless prior public notification is given.
Regular Meetings - The Mayor, elected by the people to a four -year term, presides at all Regular Council
Meetings held on the 1 st and 3rd Mondays of each month at 7:00 p.m. Official Council action in the
form of formal motions, adopting of resolutions and passing of ordinances can only be taken at Regular
Council meetings.
Committee of the Whole Meetings - Council members are elected for a four -year term. The Council
President is elected by the Council members to preside at all Committee of the Whole meetings for a
one -year term. Committee of the Whole meetings are held the 2nd and 4th Mondays at 7:00 p.m.
Issues discussed are forwarded to the Regular Council meeting for official action.
GENERAL INFORMATION
At each Council meeting citizens are given the opportunity to address the Council on items that are not
included on the agenda during CITIZENS COMMENTS. Please limit your comments to 5 minutes.
Special Meetings may be called at any time with proper public notice. Procedures followed are the same as
those used in Regular Council meetings.
Executive Sessions may be called to inform the Council of pending legal action, financial, or personnel
matters.
PUBLIC HEARINGS
Public Hearings are required by law before the Council can take action on matters affecting the public interest
such as land -use laws, annexations, rezone requests, public safety issues, etc. Section 2.04.150 of the
Tukwila Municipal Code states the following guidelines for Public Hearings:
The proponent shall speak first and is allowed 15 minutes for a presentation.
2. The opponent is then allowed 15 minutes to make a presentation.
Each side is then allowed 5 minutes for rebuttal.
4. Citizens who wish to address the Council may speak for 5 minutes each. No one may speak a second
time until everyone wishing to speak has spoken.
5. After each speaker has spoken, the Council may question the speaker. Each speaker can respond to the
question, but may not engage in further debate at this time.
6. After the Public Hearing is closed and during the Council meeting, the Council may choose to discuss
the issue among themselves, or defer the discussion to a future Council meeting, without further public
testimony. Council action may only be taken during Regular or Special Meetings.

SUBJECT: REAPPOINTMENTS TO THE CIVIL SERVICE COMMISSION AND THE
LIBRARY ADVISORY BOARD AND NEW APPOINTMENTS TO THE ARTS
COMMISSION AND THE HUMAN SERVICES ADVISORY BOARD
ISSUE
There are a few positions on our Boards and Commissions whose terms will expire in the near future.
I am recommending reappointment of the existing members as follow:
Civil Service Commission
Position #1: The term of Bruce Paquette will expire December 31, 2015 and I am recommending
that he be reappointed. His new term will expire on December 31, 2021.
Library Advisory Board
Position #3: The term of Marie Parrish will expire December 31, 2015 and I am recommending that
she be reappointed. Her new term will expire on December 31, 2017.
Position #5: The term of Linda McLeod will expire December 31, 2015 and I am recommending that
she be reappointed. Her new term will expire on December 31, 2017.
Arts Commission
Student Representative: I have attached the application of Daniel Humkey for your consideration.
Daniel attends Foster High School and is interested in many different art forms. I am recommending
that Daniel be appointed to the Student Representative position on the Arts Commission. His position
will expire in June, 2016.
Human Services Advisory Board
There are currently several vacancies on the Human Services Advisory Board (HSAB).
Position #5: I have attached the application of Jonathan Joseph for your consideration. Mr. Joseph
works for BECU and is a Tukwila resident. He will bring valuable professional
experience to the HSAB. I am recommending that Mr. Joseph be appointed to Position
#5. His term will expire on April 30, 2017.
RECOMMENDATION
I am recommending the appointments /reappointments as listed above at the January 4, 2016 Council
Meeting.

I am currently involved in Foster High school's National Honor Society (NHS), The
Growler student newspaper, theater tech, and I serve as vice - president of The Dawg
Squad Hip -Hop dance club.
Hobbies /Interests:
I enjoy many visual and expressive forms of art. This includes drawing, painting, and graphic design
along with dancing and creating choreography. I have more recently gained an interest in bettering my
school through service projects.
Qualifications as related to this position:
I have created many graphic designs for Foster High School, including shirt designs, logos, awards, slide
shows, and occasional posters /signs for teachers. I have also planned school art projects at Foster that
have yet to take place. I worked on a commissioned piece for a student - written children's book. As a high'
school student passionate about the arts I can contribute the point of view of a student who will be
affected by some of the choices made in the arts commission.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUKWILA, WASHINGTON, REVISING THE MEETING
SCHEDULE FOR CITY COUNCIL COMMITTEES, AND
REPEALING RESOLUTION NO. 1854.
WHEREAS, RCW 42.30.030 states that all meetings of the governing body of a
public agency shall be open and public; and
WHEREAS, all persons shall be permitted to attend any meeting of the governing
body of a public agency; and
WHEREAS, it is in the best interest of the City to inform the community of all City
Council Committee meeting days, times and locations;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. Pursuant to City of Tukwila Ordinance No. 2024 and Tukwila Municipal
Code Section 2.04.180, there are four standing committees of the Council, consisting of
three members each. A quorum of the Tukwila City Council (four members) will not be
present at any Council Committee meetings. The Council President shall appoint the
membership of each committee and the Committee Chair by the second Regular
Meeting of each year. The Chair for each committee shall set the schedule of meetings
and cause them to be published. All meetings are open to the public.
Section 2. The Council Committee meeting schedule and locations are as follows:
1. Community Affairs and Parks Committee meetings shall be held on the
second and fourth Monday of every month at Tukwila City Hall (in the conference room),

Section 3. Committee meetings falling on a Monday holiday will be held on

Section 4. In the event there is a fifth Monday in a month, there will be no Council
Committee meetings during that week.
Section 5. Repealer. Resolution No. 1854 is hereby repealed.

SUBJECT: Discussion of Council Position No. 3 Vacancy Application Sufficiency
ISSUE
City Council Position No. 3 is vacant as of January 1, 2016. As authorized by RCW 42.12.070
and pursuant to TMC 2.04.190, the remaining Councilmembers are conducting an application
and interview process to fill the vacancy.
BACKGROUND
TMC 2.04.190 states: "In order to fill the vacancy with the most qualified person available, until an
election is held, the Council will widely distribute and publish a notice of the vacancy, the
procedure and any application form for applying. The Council will draw up an application form,
which contains relevant information to answer set questions posed by the Council. The application
forms will be used in conjunction with an interview of each candidate to aid the Council selection
of the new Councilmember."
DISCUSSION
The application period opened on November 30 and concluded at 5:00 p.m. on December 28,
2015, per the published notice. Special Council meetings are planned for January 11 and
January 13, 2016 to conduct interviews, which will be scheduled in 30 minute increments per
candidate.
Of 13 total applications received, one was submitted after the 5:00 p.m. close of the application
period. Five applications did not include a letter of interest as was requested in the applicant
packet. The Council must decide if these applications will be considered sufficient for the
purpose of advancing to the interview phase of the appointment process. Other examples in the
City that the Council may consider while making this determination include:
City Hiring: The Human Resources Department conducts the employment process for all
other City jobs, and does not consider applications received after the posted closing
date /time, or those that have not been completed in full per the position notice.
City Bidding: The City Clerk's Office and Public Works Department conduct the process
for bids to perform work for the City. Bid proposals that are submitted past the published
closing date and time or that are incomplete are not eligible for consideration.
RECOMMENDATION
The Council is asked to discuss and express consensus upon the criteria by which applicants
will advance to the interview phase of the appointment process.

Tukwila City Council
Position Description
Term of Office From date of appointment to December 31, 2017
Salary $1,250 per month, plus certain medical benefits.
General City Councilmembers serve at large, representing the residents of Tukwila in decision -
Purpose making about City policy and budget.
Requirements The applicant must be a registered voter and a resident of Tukwila for at least one
year.
Duties As the legislative body, the City Council enacts City ordinances, appropriates funds to
conduct City business, and provides policy direction for City staff. Statutory duties of the
Council are performed as a whole, and include the powerto tax, borrow money, operate
and supply utilities, set employee compensation, acquire, improve, maintain or vacate
public property, and render local social, cultural or recreational services as they see fit.
Council duties in Tukwila include reviewing, studying, discussing and deciding on policy
and budget questions. Interaction with members of the community involves public and
personal meetings, email or other written correspondence, and phone conversations.
Councilmembers should have a working knowledge of the laws that regulate City
government.
Time All Councilmembers attend Regular Council meetings on the first and third Monday of
each month and Committee of the Whole meetings on the second and fourth Monday
of each month. Both types of meetings begin at 7:00 p.m. and last between 1 and 4
hours.
Every Councilmember (except the annual Council President) serves on two standing
committees, each of which meets twice monthly. Committee meetings begin between
5:00 and 5:30 p.m. and average one hour in length, although the duration can vary
from 15 minutes to over two hours. Preparation for Council and Committee meetings
involves weekly independent study of agenda materials.
Special meetings such as work sessions, ad -hoc committees, and joint meetings with
other organizations such as the School Board are scheduled throughout the year. A
weekend retreat is held annually in January or February. Service on the City Council
includes opportunities for travel at various trainings and events both inside and outside
the state.
Councilmembers typically serve on one or more intergovernmental advisory boards,
committees or commissions.

INTERVIEW PROCESS FOR COUNCIL POSITION #3
Qualified applicants who have completed the application in full will be invited to an interview, which will take
place at a Special Meeting to be held on the evening of Monday, January 11, 2016, in the Council Chamber. If
additional time is needed due to a high number of qualified applicants, an additional meeting will be held on
Wednesday, January 13, 2016.
Interviews will be limited to 30 minutes each, including 5 minutes at the beginning of the interview to provide
a brief introduction and overview of qualifications. The remaining 25 minutes will be designated for a
predetermined set of questions. The interview questions will be provided in advance in the applicant packet.
Candidates will not be permitted to sit in the Council Chamber prior to their interview; however, once
interviewed a candidate may remain.
NOMINATION AND APPOINTMENT
Upon completion of the interviews, Councilmembers may convene into Executive Session to discuss the
qualifications of the candidates. Upon conclusion of the Executive Session, the Council will reconvene into a
Special Meeting in which the Mayor will call for nominations. At this time deliberation can occur, followed by a
roll -call vote if the Council is ready to proceed.
IMPORTANT INFORMATION
The City Council has scheduled its annual retreat for the evening of January 22 through the morning of January
24, 2016. Please ensure that your calendar allows you to attend should you be appointed to the vacant position.
Persons appointed to fill a vacant elective office must file a financial affairs statement with the Public Disclosure
Commission detailing certain financial information about themselves, their spouse and any dependent children
which then becomes public information for anyone to access. More information can be obtained from the Public
Disclosure Commission, P.O. Box 40908, Olympia, WA 98504 -0908 or by calling 1- 877 - 601 -2828. This is a State
requirement of all appointed and elected officials. Additionally, annual financial reports are required of all city
officials.
