HomeMy WebLinkAboutCivilService 2015-12-04 Minutes6200 aSouthcenter Boulevard 9 Tukwila, Washington 98/88 December 4, 2015 Jim Hag erton, Adayor The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Steve Wheeler and Bruce Paquette. Others in attendance were Police Chief Mike Villa, Interim Fire Chief Chris Flores, Battalion Chief Marty Roberts, IAFF President Dawn Judkins and Kim Gilman, Civil Service Examiner. CALL TO ORDER 5:00 p.m. Vice -Chair Steve Wheeler called the meeting to order. APPROVAL OF MINUTES The Vice -Chair asked if there were any corrections needed for the September 8`h or November 2nd Commission Meeting minutes. No corrections were noted. POLICE DEPARTMENT BUSINESS Staffing Update Chief Villa reported that the Police Department is fully staffed with 77 commissioned officers. He noted that 1 officer recently retired after 26 years of service. Chief Villa that it is his hope that the Council will authorize 2 full -time COPS Grant positions. This is a matching grant for the City to hire 2 officers that will work specifically with Tukwila's refugee /migrant populations. The Chief explained that the goal of the program is to increase reporting within this specific population and build trust between law enforcement and these communities. Chief Villa also reported that a new lateral officer will start work on January 26th and that there are currently 3 entry -level officers in background. The Department currently has 2 officers working light duty. Certification of Entry -Level The Civil Service Examiner presented an eligibility list for Police Officer Eligibility List the position of Entry -Level Police Officer. The list contained 6 names and was certified outside of the regular meeting due to the cancellation of the October meeting. FIRE DEPARTMENT BUSINESS Staffing Update Battalion Chief Roberts reported that the Department currently has 2 firefighters out on disability leave, and that 'Ity of Tukwila 6200 Southcenter° Boulevard 9 Tukwila, Washington 9818 Jim Hagger°ton, Mayor 2 probationary firefighters have completed the Post Academy. 2016 Fire Captain Testing The Civil Service Examiner presented a draft test plan for the 2016 Fire Captain promotional test. Tukwila is unable to engage in a joint test with the Kent Regional Fire Authority due to differing job requirements. Tukwila will be participating in the Tactical organized by the Training Consortium and plans to hold an Assessment Center facilitated by Ron Hiraki. NEW BUSINESS Dawn Judkins, President of the IAFF, inquired as to how seniority was determined for the 4 probationary firefighters hired on the same day earlier this year. The Civil Service Examiner confirmed that the seniority was based on the entry -level score of the candidate in compliance with the Civil Service Rules. Ms. Judkins then inquired if union officials would be given future opportunities to assist with the planning of promotional tests, as other jurisdictions have done. The Examiner responded that current Civil Service Rules and the Union Contract do not require the union to serve in this role and that the City has not traditionally utilized union officials in this capacity.
