City Council Finance and Safety Committee
Jonuory20, 2016 - 5:30 p.m. - Foster Conference Room, 6300 Building

CALL TO ORDER: Committee Chair Seal called the meeting to order at 5:30 p.m.

A. Facilities Plan Options: Annexation of Fire Department vs. Retention of Fire Department
For the past 4 -5 years the City has been studying two areas with significant financial impacts:
development of a Facilities Plan for long term provision of services, and investigation into
annexation into the Kent Regional Fire Authority. At the December 7, Regular Council meeting,
staff was directed to prepare a schedule of the proposed annexation to Kent RFA including the
RFA rebuilding three Tukwila fire stations. At the December 14, 2015 committee of the Whole,
staff was directed to include the reconstruction of the three fire stations in the Facilities Plan as
a Plan B. Because these two plans cannot be undertaken simultaneous, staff is seeking Council
direction on which scenario to pursue in 2016.The following attachments were included for the
Committee's review:
• A schedule showing the timing for the Public Safety Building, Public works Shop,
Fire Stations 51, 52, and 54, and City Hall.
• A list highlight some outcomes of the two scenarios, assuming a cost neutral
position with respect to the City's property tax rate.
• Important review public outreach milestones needed for either scenario to get to
a November ballot.
• Funding scenario worksheets showing net impact of each proposal
Committee members discussed the scenarios and asked clarifying questions. Councilmember
Kruller noted that there is a non -City resident providing the community with financial
information regarding the Kent RFA annexation, and the Council and residents do not know if
this information is accurate.

In order to focus on community outreach on one of these scenarios this Spring, staff would need
Council direction in February or March. If Council's direction is to pursue annexation into the
Kent RFA, that decision would also have to be handled by the Kent RFA Governing Board, which
would impact public outreach. The last available Council meeting for a November ballot
measure is August 1. The Committee discussed the approach to gaining clear Council direction
and decided that they did not wish to make a direct recommendation. Instead, they will again
review this material at the February 2 Committee meeting and provide committee direction on
the preparation of content for a work session involving the entire Council. RETURN TO

B. 20153 d Quarter Sales Tax and Miscellaneous Revenue Report
Staff presented the 2015 3rd Quarter Sales Tax and Miscellaneous Revenue Report. Information
detailed includes retail sales tax, gambling tax, and admissions tax revenues with sale tax
broken out by industry classifications. Total sales tax collections for the 3rd quarter were
$702,000, or 17 %, above those for the same period last year. INFORMATION ONLY.
C. Budgetary Reporting
In response to 2015 -2016 mid- biennium budget amendments to the Police and Fire
Departments, the City Council made a request in December 2015 for more frequent and detailed
financial reporting. Staff proposed the following reporting schedule:

Committee members were supportive of the proposal and asked that reports include
information about mechanisms put in place to avoid the overages experienced by Police and
Fire in 2015 -2016. INFORMATION ONLY.
D. Resolution: Adopting the 2016 Legislative Agenda
Staff is seeking Council approval of a resolution that would adopt a legislative agenda for use
during the 2016 Washington State Legislative Session. The draft agenda includes items in the
categories of Transportation & Infrastructure, Shared Revenue, Revenue Reform, Public
Records, and Human Services Funding. The Committee reviewed the draft and requested the
addition of an education section in alignment with legislative priorities shared by the Tukwila
School District. Ms. Bianchi proposed the following language, which was accepted by the
committee:

Education
• Implement needs based funding for allocation of social emotional student support
resources and expand funding for learning opportunities for summer school
students.
• Increase funding for homeless students and secondary ELL students.
• Incorporate early learning for low income students as a part of Basic Education.
UNANIMOUS APPROVAL. FORWARD TO JANUARY 25, 2016 COMMITTEE OF THE WHOLE AS
AMENDED.
III. MISCELLANEOUS
Committee members followed up on Item A above by stating the need to have a strong and
mutual understanding of the City's current financial health aside from facilities or fire service
issues. Chair Seal noted that Councilmembers would have an opportunity at the upcoming
Council Retreat to discuss how they would like to receive this information.
