HomeMy WebLinkAbout2011-05-17 Finance and Safety Minutes City of Tukwila Finance and Safety Committee FINANCE AND SAFETY COMMITTEE Meeting Minutes May 17,2011— 5: 00 p. m.; Conference Room #3 PRESENT Councilmembers: Kathy Hougardy, Chair; Joan Hernandez and Dennis Robertson Staff: Mike Villa, Dennis McOmber, Shawn Hunstock, Steve Lancaster and Kimberly Matej CALL TO ORDER: Chair Hougardy called the meeting to order at 5:00 p.m. I. PRESENTATIONS No presentations. II. BUSINESS AGENDA A. Communitv Oriented Policing Services (COPS) Grant Opportunity Staff is seeking Committee approval to submit a grant application to the United States Department of Justice for the COPS Hiring Program. The application will ask for three additional police officers. The Police Department applied for this same grant in 2009. The 2009 application requested a total of eight officers, and the Department received funding for three officers. The 2011 grant will request three officers. Parameters of this year's grant are the same as before; funds are provided for the officers' first 36 months of employment (salary and benefits), and the City is required to fund the positions for an additional 12 months (minimum) after the grant funding ends. Staff noted that as with past applications, award funding does not include ancillary costs such as testing, equipment, uniforms, and overtime. If awarded, the three positions would be utilized in one of two ways: replace three positions that were lost during budget reductions or added to the staffing of the urban district team which serves near and around the mall. Committee Members were supportive of submitting the application with the understanding that if funding is awarded, the award will need to be accepted by the Mayor with Council approval. Financial planning for supporting the salaries and benefits of these officers will be outlined in detail upon award notification prior to Council review and recommended approval. Kimberly will work with the City's DC lobbyists to ensure they are aware of the Committee's decision to submit the grant application, and as appropriate will attempt to schedule a meeting with representatives from the Department of Justice. UNANIMOUS APPROVAL. SUBMIT GRANT APPLICATION. B. Update: Ordinance ReeardinQ Chronic Nuisance Properties Staff provided an update on the draft ordinance that is being worked on to address chronic nuisance properties within the City. With the retirement of Chief Haynes, Interim Chief Mike Villa explained that he is now responsible for the coordination of the ordinance. Currently, the City is using Seattle's ordinance as a basis for creating one applicable to the Tukwila community. Representatives from Police, DCD and the City Attorney's Office met recently to conduct an initial review the draft ordinance and are making necessary changes and clarifications as well as analysis and fiscal impacts in order to ensure this is a useful and enforceable ordinance once created.
