Funding, Possible Project Timeline, and Public Outreach Update
Utility Committee Meeting 2/9/2016
Funding
• Funding offered is 50% of design costs as a grant, balance of the
design and all construction as a 1.0% loan, financed over 20 years.
• There are two opportunities for loan funding to be replaced with
grant funding:
• The 2016 Supplemental Budget process. (Capital Budget)
• The 2017 Regular Biennium Budget process. (Capital Budget)

(Sen. Bob Hasegawa, Ways and Means, 11th District)
(Sen. Sharon Nelson, Ways and Means, 34th District)
• The District is investigating a Community Development Block Grant
through King County to help low income homeowners pay for sewer
connection costs.
• Side sewer construction is included in the funding offer and will be
included in project design.
Possible Project Timeline
• The District is considering taking advantage of the 50% grant for design
to complete the project design this year.
• The earliest possible construction date depending on design review and
more information about funding in late spring of 2017.
Public Outreach
• The District is planning an open house /public meeting to inform project
area residents about funding and schedule considerations (February 25th)
• Project area residents will be polled on the question of possible annexation
to the Sewer District.
• Income verification forms will be mailed out with the meeting
announcements to gather information for use in the CDBG Grant
Application.
