BACKGROUND Roadway improvements for 53rd Ave S from S 137th St to S 144th St are currently in the preliminary design phase with KPG, Inc. The project has received $2,141,400.00 in State Transportation Improvement Board (TIB) funding and must meet TIB's minimal roadway design requirements that include sidewalks on both sides of the roadway. The City's Walk and Roll Plan has designated this route to include shared vehicle /bicycle facilities (sharrows). Due to the limited ROW width of 40 feet on 53rd Ave S and the roadway's topography, fitting the planned roadway improvements within the existing right -of -way will be challenging. DISCUSSION The development of preliminary 53rd Ave S roadway concepts has underscored the fact that even the most basic street section (two vehicle /bike lanes & two sidewalks) will use all of the available right -of- way. The adopted Comprehensive Plan recommends constructing new improvements that create a "complete street" in an effort to serve various users and modes of travel. The menu of improvements creates the possibility of several roadway layout options, most requiring significant additional right -of- way. KPG has developed four roadway design options: • Option 1: 13 feet sharrow lanes, no landscape planter, and 5 foot sidewalks. Option 1 would require a total of 40 feet ROW and no additional ROW acquisition. • Option 2: 14 feet sharrow lanes, 5 foot landscape planters, and 5 foot sidewalks. Option 2 would require a total of 51 feet of ROW and 11 feet of additional ROW acquisition. • Option 3: 11 foot travel lanes, 5 foot bike lanes, no landscape planters, and 5 foot sidewalks. Option 3 would require a total of 47 feet of ROW and 7 feet of ROW acquisition. • Option 4: 11 foot travel lanes, 5 foot bike lanes, 5 foot landscape planters, and 5 foot sidewalks. Option 4 would require a total of 55 feet of ROW and 15 feet of ROW acquisition. WV W EngTROJECTMA• RW & RS Pro! Of the four options being considered, only Option 1 primarily fits within the limited 40 feet of existing ROW, but requires a reduced width sharrow lane. Option 1 meets the requirements of the TIB grant and can be built with the least impact to adjacent properties. Option 2 could be constructed three different ways; along the entire length of the 53rd Ave S, only in segments, or on only one side of the roadway, if additional ROW can be obtained. Options 3 and 4 would require a consistent cross - section throughout the majority of the roadway to keep a uniform bike lane width. For any option chosen that would require significant ROW, it is assumed that adjacent property owners would be requested to donate the right -of -way, as the available budget could not accommodate paying fair market value for all of the ROW needs. The current $100,000 ROW funding would construct improvements primarily limited to the existing 40 foot ROW. The exception would be in areas where the City would be able to obtain additional ROW donated by individual property owners along 53rd Ave S. The City successfully took this approach for Phase I of the 42nd Ave S Project. Property owners who cannot or choose not to donate ROW from their property would have basic project improvements constructed within the existing ROW adjacent to their property. If a property owner desires more extensive street improvements, donation of additional ROW would be necessary. Several consecutive properties would need to be in agreement for this approach to work, since short- widened sections would not be feasible. In addition to the ROW limitations, the topography of the area and existing improvements limit the amount of widening that could be accomplished. Several homes are close to the ROW and significant widening will impact site improvements, including driveways. RECOMMENDATION With Committee concurrence, staff proposes to conduct a neighborhood Open House for the 53rd Ave S street improvements to discuss the four design options in order to assess if there is sufficient interest to proceed with anything other than Option 1, keeping all improvements within the 40 foot ROW. Individual meetings with property owners may also be required to further discuss design options. Street will coordinate with Water $1.1 m, Sewer $830k, and Surface Water $1.5m CIP projects. JUSTIFICATION: Provide pedestrian and vehicle safety, drainage, and neighborhood revitalization. STATUS: Undergrounding is included in the estimate at this time. Grant applications in 2014 for 2015/16. MAINT. IMPACT: Reduce pavement, shoulder, and drainage work. State TIB & Pedestrian Safety grants are proposed with Water, Sewer and Surface Water as match. COMMENT: See additional pages in Enterprise funds under 53rd Ave S Projects. Seattle City Light is now negotiating a 60/40 underground split and undergrounding costs have been added to project. The attached Community Outreach Plan: Winter /Spring 2016 outlines the next steps to involve the community in preparation for an Open House and discussion of the draft screening criteria that will be used in developing the access study. One suggestion since the Open Houses have experienced relatively low turn -out, a two -week Online Open House is proposed that will run in tandem with the in- person Open House. After the criteria have been finalized, the project team will keep the public informed about the report's progress and completion. Outreach Goals • Complement earlier outreach efforts by reminding the community of the project's purpose and need, as well as current status • Provide easily accessible opportunities to provide input on the screening criteria • Develop support for the screening criteria used in the access study • Clearly communicate to community members how their feedback on the criteria will be incorporated Audiences Community outreach will focus on the Allentown and Duwamish neighborhoods, though the tools and strategies outlined below will also be used to engage the local business community, property owners and other interested parties in Tukwila. Outreach Tools The project team proposes the following suite of engagement tools to encourage community members to review and provide feedback on the selection criteria. Consult with neighborhood leaders In order to maximize the effectiveness of the project's outreach efforts, the team will first meet with the neighborhood leaders of Allentown to confirm the outreach plan's approach and ask they encourage their neighbors to participate in the open house, help with handing out flyers and send email notices to their listserv. In- person open house (in tandem with online open house) An in- person open house provides an opportunity for the community to learn about the screening criteria and ask questions of project staff. The event would be held during the evening at a public location. Open house content • Project overview, including process, outreach to date, schedule and ultimate goal • Selection criteria overview and details Audiences • Allentown and Duwamish residents, businesses, property owners, and other interested parties Timing TBD; preferably held about two weeks after notification for the event DRAFT February 8, 2016 w: \pw eng \projects \a - rw & rs projects \bnsf intermodal facility access (99510409) \public outreach \2016_0127 criteriaoutreachplan _draft03.docx 10 Promotion • Flyer created by project team distributed by neighborhood leaders • Project website • Email update to the project distribution list Note: promotional materials will also advertise the online open house (details below) Feedback • Feedback submitted via comment cards will be shared with the project team Online open house (in tandem with in- person open house) Since the City has experienced relatively low turnouts at previous in- person open house events in Allentown, and neighborhood leaders stated that meetings are not typically well- attended, the project team recommends hosting an online open house (OOH) to run in tandem with the in- person open house. The advantages of an OOH: • Designed to simulate, while improve upon, the in- person open house experience • Visitors can participate any time and any way they access the internet • Every page, or station, allows visitors to take notes on the content and then submit them to the team as they leave the open house • Easy to encourage participation via email, website link or social media • Ability to quantify participation, providing city leaders with helpful data to guide future outreach efforts The OOH would run for two weeks and feature the same content, use the same promotional tools, and target the same audience as the in- person open house. All feedback will be shared with the project team. Neighborhood meeting (optional task) In consultation with neighborhood leaders, the team would potentially attend a neighborhood meeting in Allentown to complement the open houses and provide another opportunity for residents to give feedback on the selection criteria. This event would be hosted by the neighborhood and more casual in nature than a formal open house. Additional sources of information Information about the OOH, in- person open house, and other opportunities to provide feedback on the criteria would be shared using the following communication tools: • Project website • Email update City Council Updates The project team will submit the outreach plan to the Transportation Committee (TC) for review. After the Committee's review, feedback on the plan may be incorporated before outreach continues. The project team will keep the Committee informed of their outreach efforts.
