MINUTES REGULAR MEETING CALL TO ORDER /PLEDGE OF ALLEGIANCE /ROLL CALL Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:04 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Melissa Hart, Deputy City Clerk, called the roll of the Council. Present were Councilmembers Dennis Robertson, Verna Seal, Joe Duffie, Kathy Hougardy, De'Sean Quinn, Kate Kruller. CITY OFFICIALS Allan Ekberg, Mayor; David Cline, City Administrator; Ann Marie Soto, Assistant City Attorney; Rachel Bianchi, Communications and Government Relations Manager; Doug Johnson, Police Sergeant; Chris Flores, Interim Fire Chief; Peggy McCarthy, Finance Director; Rick Still, Parks and Recreation Director; Jack Pace, Community Development Director; Joyce Trantina, Project Development Manager; Laurel Humphrey, Council Analyst; Melissa Hart, Deputy City Clerk. SPECIAL PRESENTATIONS a. Oath of Office administered by Mayor Ekberg to Thomas McLeod for Council Position #3, with term ending December 31, 2017. Mayor Ekberg administered the Oath of Office to Thomas McLeod for Council Position #3. Councilmember McLeod introduced his family members in attendance. Mr. McLeod referenced "Tikkun Olam," explaining that the concept "speaks to repairing the world through acts of kindness," and "servant leadership — focusing on growth and the well -being of the community through acts of service." Councilmember McLeod took his place at the dais. CITIZEN COMMENTS Dennis Martinez, 4660 South 160th Street, stated that he was an applicant for the vacant Council position, and he thanked the City for the opportunity. He felt the application and interview process was fair, and that Mr. McLeod is the right candidate for the position. Mr. Martinez voiced his appreciation for the words of encouragement that he and the other candidates received from the Council at the completion of the interview process. He congratulated Councilmember McLeod on the appointment and stated that the citizens are the real winners due to Mr. McLeod's appointment. Council President Duffie thanked Mr. Martinez for his comments, and he concurred with the statement relating to the process used to fill the vacancy. Mr. Duffie asked the Council Analyst to remind everyone of how they can participate even if they are watching the meetings at home. Laurel Humphrey, Council Analyst, stated that the Committee of the Whole and Regular City Council Meetings are streamed live on cable channel 21, and video archived on the City's website. Residents can email the City Council at CityCouncil(a_TukwilaWA.gov or they can call (206) 433 -8993 with comments, questions or concerns. Individuals can also subscribe (through the City Clerk's Office) to receive City Council, Council Committee and Boards and Commissions agenda materials (at http://www.tuKwilaffg.gov/clerk/cc.html). NEW BUSINESS a. Council participation on 2016 regional boards and commissions. Laurel Humphrey, Council Analyst, presented the draft list of Council representation on regional, state, and national committees and commissions and /or boards for the 2016 calendar year. The list includes boards and commissions on which Councilmembers are serving as a Tukwila City Council representative. Mayor Mayor Ekberg participated in the Martin Luther King Jr. Day event at the Duwamish Shoreline on January 18, 2016. b. City Council Council President Duffie attended the recent celebrations honoring Dr. Martin Luther King Jr. at Tukwila and Thorndyke Elementary Schools. Councilmember Robertson stated that he received an invitation from the Puget Sound Partnership to participate in an upcoming "Puget Sound Day on the Hill" event in Washington D.C. He explained that House Bill 3630 has been proposed that would add Puget Sound as a protected waterway on the federal registry. This designation would significantly increase grant funding opportunities for Puget Sound clean- up and restoration projects. As the Chair of the Water Resource Inventory Area (WRIA) 9 Committee Chair, Mr. Robertson felt it was appropriate that he attend the event. Additionally, he was recently appointed to the Puget Sound Partnership - Ecosystem Coordination Board Finance Subcommittee. There was Council consensus for Councilmember Robertson to attend the Puget Sound Day on the Hill event. Councilmember Hougardy reported that as a result of recent student issues, Showalter Middle School held a Solidarity assembly on January 13, 2016, and she reviewed some of the topics of discussion held after the event. On January 14, 2016, she attended the 44th Annual Economic Forecast Conference, and she updated the Council on a few of the breakout sessions she attended at that event. Later that day she attended the Sound Cities Association (SCA) Regional Caucus for the Regional Transit Committee meeting. On January 19, 2016, she attended the South County Area Transportation Board (SCATBd) Meeting Councilmember Quinn attended the recent King County Consortium Joint Recommendations Committee for CDBG orientation meeting. On Monday, January 18, 2016, Councilmember Quinn and his young son attended the Dr. Martin Luther King Jr. Birthday celebration at Garfield High School. Mr. Quinn, due to an agreement with his son, read a quote by Dr. Martin Luther King, Jr. for the Council. "An individual has not started living until he or she can rise above the narrow confines of his or her individualistic concerns to the broader concerns of all." Councilmember Kruller referenced the video "Voices of Showalter Middle School" distributed by Sara Niegowski with the Tukwila School District. Ms. Kruller stated the video is moving, and she shared it with friends, family and colleagues. On January 13, 2016, she attended the Association of Washington Cities (AWC) Federal Legislative Committee teleconference with representatives from the National League of Cities. On January 14, 2016, she attended the Puget Sound Regional Council meeting and later that day the 441h Annual Economic Forecast Conference. Councilmember McLeod thanked his family for their support this evening. Councilmember Robertson commented that he also attended the recent 44th Annual Economic Forecast Conference, and he reported on one of the breakout sessions he attended. It was said that once kids leave middle school, they lose interest in certain types of careers and that data was concerning. Councilmember Quinn stated "achievement gap" is the term that describes the above condition outlined by Councilmember Robertson. c. Staff David Cline, City Administrator, referenced the City Administrator (CA) Report and offered to answer any questions. Tukwila City Council Regular Meeting Minutes January 19, 2016 Page 4 of 4 Councilmember Seal referenced the portion of the report involving the 2nd Annual Holiday Lights contest and asked if a list of winners was available or if the list had been published. Laurel Humphrey, Council Analyst, stated she would provide a copy of the contest winners to the Council, and she would work with the Communications Division on the best way to publicize the list. Councilmember McLeod referenced the portion of the report involving the New Year's Golf Tournament and asked if the revenue reported was gross revenue or net profits and for the total expenses associated with the event. Additionally, he asked that more information be provided in the future on these types of events, such as the number of participants, how long the event has been offered, etc. Mr. Cline stated he would work with staff to answer Councilmember McLeod's questions. d. City Attorney There was no report. e. Intergovernmental There was no report. MISCELLANEOUS Mayor Ekberg commented that he would like to update the Council on his 90 -Day Plan during the upcoming Council Retreat. Mr. Ekberg stated that he has asked City staff from all City departments to be part of the career day at Foster High School this year. He feels the students within the community should know about all the jobs within the City of Tukwila. Council President Duff ie commented that there are many trade jobs that are being filled by out of state and country workers. This is the case at the Todd Shipyards; it is his understanding that workers from Canada are filling the trade positions. He feels that the youth today need to know that trade school is another option to college.
