MINUTES
REGULAR MEETING
CALL TO ORDER /PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:05 p.m. and led the
audience in the Pledge of Allegiance.
ROLL CALL
Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Dennis
Robertson, Verna Seal, Joe Duffie, Kathy Hougardy, Kate Kruller, Thomas McLeod.
MOVED BY SEAL, SECONDED BY DUFFIE TO EXCUSE COUNCILMEMBER QUINN FROM THE
MEETING. MOTION CARRIED 6 -0.
CITY OFFICIALS
Allan Ekberg, Mayor; David Cline, City Administrator; Bob Giberson, Public Works Director; Frank Iriarte,
Deputy Public Works Director; Mike Villa, Police Chief; Laurel Humphrey, Council Analyst;

CITIZEN COMMENTS
Steve Mullet, 3303 South 132nd Street, a Tukwila School Board Member, spoke in support of the 3 School
District issues on the ballot for the upcoming election. The average tax rate is projected to stay the same
if all 3 of the measures pass. He emphasized that each of the 3 bond measures are renewal measures,
taking the place of expiring levies and bonds, which is why there is no anticipated increase in taxes. The
levies are for (1) School programs and operations that will continue existing programs such as special
education, curriculum and lower class sizes; (2) Buildings and infrastructure to alleviate overcrowding and
dependence on portables, repairs and upgrades, and construction of an early learning center; and (3) A
renewal Technology Levy to invest in 21St century classrooms and integration of digital safety and security
systems into every school and classroom. He encouraged a positive vote on these 3 important bond
measures.
Brennan Wilson, 4203 South 62nd Street, urged everyone to vote YES for the Tukwila School District
bond issues. The district has done excellent work and deserves community support.
Dennis Martinez, 4660 South 1601" Street, also spoke in favor of a positive vote on the School District
levy. He referenced a recent informational meeting on the levy that was very well done and informative.
He is impressed with the Board Members and Superintendent and the approach they are taking and
urged a YES vote.
Councilmember Duffie said he would be up early on Election Day waving a "Vote Yes" sign in front of
Foster High School.
CONSENT AGENDA
a. Approval of Minutes: 1/11/16 and 1/13/16 (Special Meetings)
b. Approval of Vouchers #371410- 371479; #160102- 160104 in the amount of $2,030,343.28
c. Authorize the Mayor to sign Supplement No. 3 to contract #14 -066 with Anchor QEA for continued
construction management services for the Interurban Avenue South (So. 143rd to Fort Dent Way) Street
Improvement Project in the amount of $200,000.00.

d. Authorize the Mayor to sign Supplement No. 4 to contract #13 -028 with KPG, Inc., for continued on-
call design support services for the Interurban Avenue South (So. 143rd to Fort Dent Way) Street
Improvement Project in the amount of $59,045.66.

e. Authorize the Mayor to sign a contract with King County for Community Development Block Grant
(CDBG) funds for the 2015 -2016 Tukwila Consortium — Minor Home Repair Program.

f. Authorize the Mayor to sign a contract with Green River Construction Company for the 6300 Building
Water Service Replacement Project in the amount of $41,555.25 (plus contingency).

g. An ordinance granting a non - exclusive franchise to Level 3 Communications, LLC, for the purpose of
constructing, operating, and maintaining a telecommunications system in certain public rights -of -way in

h. Authorize the Mayor to sign a contract with KPG, Inc., for the 2016 Small Drainage Program in the

UNFINISHED BUSINESS
a. An ordinance repealing Ordinance Nos. 1975, 1810 and 1794 §1 (part), as codified in Tukwila
Municipal Code Chapters 9.20 and 9.28; amending various ordinances as codified at Tukwila
Municipal Code Sections 8.28.070, 9.28.037, and 9.32.020; and reenacting Tukwila Municipal Code
Chapter 9.20, to update regulations regarding parking.

TITLE ONLY. MOTION CARRIED 6 -0.

REPEALING ORDINANCE NOS. 1975, 1810 AND 1794 §1 (PART), AS CODIFIED IN TUKWILA
MUNICIPAL CODE CHAPTERS 9.20 AND 9.28; AMENDING VARIOUS ORDINANCES AS
CODIFIED AT TUKWILA MUNICIPAL CODE SECTIONS 8.28.070, 9.28.037 AND 9.32.020; AND
REENACTING TUKWILA MUNICIPAL CODE CHAPTER 9.20, TO UPDATE REGULATIONS
REGARDING PARKING; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN
EFFECTIVE DATE.
Councilmember Seal said this topic has been discussed by the Community .Affairs and Parks Committee
multiple times as well as at the Committee of the Whole Meeting.
Councilmember Robertson explained that page 119 of the agenda packet, Section 11 C2 reflects new
language <underlined> that reads: Stopping or parking while actively engaged in a construction or utility
project or while actively engaged in business with a property owner or tenant in the immediate vicinity.
The new language has been approved by the City Attorney.

b. An ordinance amending Ordinance Nos. 2371 §1 and 2056 §1 (part), as codified at Tukwila
Municipal Code Section 8.25.020, to update regulations regarding vehicle storage and parking.

VEHICLE STORAGE AND PARKING; PROVIDING FOR SEVERABILITY, AND ESTABLISHING
AN EFFECTIVE DATE.
MOVED BY DUFFIE, SECONDED BY SEAL THAT THE PROPOSED ORDINANCE BE ADOPTED AS
READ.*
Councilmember Seal conveyed this ordinance was also considered at multiple Community Affairs and
Parks Committee meetings, as well as the Committee of the Whole. These ordinances deal with parking
regulations and vehicle storage, and there will be extensive public outreach to let the residents and
businesses know about the new laws.

REPORTS
a. Mayor
Mayor Ekberg reported that he and multiple Councilmembers attended the Association of Washington
Cities (AWC) City Action Days this past week in Olympia. Tukwila is very proactive with issues involving
transportation infrastructure, shared revenue, revenue reform, public records requests, human services
funding, and education. The delegation met with Senator Hasegawa, Senator Hudgins, and
Representative Bergquist. Additionally, this past Saturday, he and Nancy Coogan, Tukwila School
District Superintendent, met with citizens at Billy Baroos to discuss the school district bond levy and any
other issues of concern. Twelve residents attended to include a 16- year -old citizen, who spoke regarding
homelessness. The event was extremely beneficial.
b. City Council
Councilmember Robertson referenced page 132 of the Council agenda packet as it relates to the
Interurban Avenue South Project. This topic was discussed at the recent Transportation Committee
meeting, as the project is significantly over schedule and thereby incurring additional costs. The
Transportation Committee wiii be monitoring this issue closely.
Council President Duffie inquired as to the reason for the delay, and Councilmember Robertson relayed it
is based on construction delays and multiple change orders.
Councilmember Seal attended the LEOFF1 (Law Enforcement Officers and Firefighters) Board meeting.
She explained she is a South King County representative on this Board. The purpose of the Board is to
rule on claims for reimbursement of medical expenses and applications for disability leave and retirement
benefits mandated by the Washington State LEOFFI retirement plan. Members of the Board include a
firefighter, physician, psychologist, nurse, and attorney. The meeting times can be anywhere from 30
minutes to 3 hours depending on the issues coming before the Board.
Council President Duffie expressed appreciation to the staff members who made the City employee
appreciation banquet such a great event. He also participated in AWC City Action Days and thanked
Laurel Humphrey, Council Analyst, for her work in coordinating the event.
Councilmember Hougardy also attended the AWC City Action Days and expressed the importance of
meeting with legislators and speaking with one voice and networking with peers in the region. She also
attended the employee appreciation event and extended congratulations to all those who won. She
congratulated the Finance Department on receiving the award for "achievement in financial reporting."
Ms. Hougardy emphasized the importance of the Snack Pack program that involves gathering and
providing non - perishable food for students to take home. She read from an email from a family with
children who were living temporarily in the homes of others and moving continually to keep a roof over
their heads. They conveyed that while they were moving from house to house, they became very reliant

on the snack packs for their meals, and they were so gratified at the generosity of those who contribute to
the program. This program has become very important in the Tukwila community.
Councilmember Kruller attended the AWC City Action Days event and felt that Tukwila legislators really
listen to the needs of the City, and the relationships are valuable. She reported on her participation with
the Regional Law, Safety, and Justice Committee where the focus was on sex crimes, human trafficking,
the "let the buyer beware" program, and the efforts to provide mitigation for victims. She encouraged
anyone in need of help regarding these issues to call 1- 888 -99- VOICE. She said April is "Sexual Assault
Awareness" month, and she would like to have a Proclamation recognizing this issue sent through a
Council Committee, Ms. Kruller also participated in the "One Night Count" <for homelessness> along with
EO other people who volunteered for this important event. She also attended the employee appreciation
event to recognize Tukwila's fine work force.
Councilmember McLeod participated in the AWC City Action Days, and as a new Councilmember found it
very informative and a great experience. He felt Tukwila's delegation was very dialed in to getting
important points across to the legislators. He also attended the event with the Mayor and School District
Superintendent at Billy Baroos and was encouraged by this positive partnership.
c. Staff
David Cline, City Administrator, referenced the City Administrator (CA) Report in the packet and offered to
answer any questions. He thanked the Councilmembers for attending the employee appreciation event.
Council President Duffie asked for an update on when the motels on Tukwila International Boulevard will
be torn down. Mr. Cline said it should be in the next 2 weeks; an email will be forthcoming on a more
exact timeline.
Councilmember Kruller inquired as to the status of Tukwila Village. Mr. Cline stated that the King County
Library is on track to open the new 10,000- square -foot Tukwila Library this fall.
Mayor Ekberg relayed that, in the future, key projects that are outlined in the CA Report will include
summary information.
d. City Attorney
The City Attorney was not present.
e. Intergovernmental
There was no report.
MISCELLANEOUS
Mayor Ekberg said that at the next Council meeting, there will be a report on the homeless counts for
King County. Additionally, the extensive "all- records" request received by the City in December has been
rescinded by the requester.
