PRESENTATIONS II. BUSINESSAGENDA A. 53rd Avenue South (South 137th Street to South 144th Street) Roadway Design Options Staff updated the Committee on design options for the 5311 Avenue South from South 137th Street to South 144th Street. This project has received $2.1 million in TIB funding, which requires that sidewalks be constructed on both sides of the roadway. The roadway is narrow and even the most basic design will use all of the existing 40' right -of -way. Additional amenities such as landscaping or separate bike lanes would require that additional right -of -way be acquired from property owners. As there is a limited right -of -way budget, the City's approach will be to seek land donations from adjacent property owners with the understanding that they would benefit from the project's safety and aesthetic enhancements. Staff is seeking Committee support for a neighborhood open house to educate and seek input from affected property owners. Personal outreach would be made to those unable to attend. Some property on 53rd Ave S is owned by the Tukwila School District and staff will also contact them directly. UNANIMOUS COMMITTEE APPROVAL TO PROCEED WITH NEIGHBORHOOD OUTREACH. B. BNSF Intermodal Facility Access Community Outreach Plan Staff presented the Committee with an outreach plan for the purpose of involving the community in development of the draft screening criteria for the BNSF Intermodal Facility Access Study. The plan will focus on the Allentown and Duwamish neighborhoods and use both an in- person and online open house format to improve participation. Committee members supported the proposal and asked to review the content so that they can help advocate for participation. UNANIMOUS COMMITTEE APPROVAL. SCATBd Staff distributed a draft letter from SCATBd to Sound Transit regarding the Sound Transit 3 candidate projects. The draft inadvertently omitted the proposed Boeing Access Road station, but Councilmember Hougardy was present and asked that it be included in the final draft. IV. MISCELLANEOUS Staff noted that construction bids for the TUC Pedestrian /Bicycle Bridge are expected to be advertisedn (update from 2/19/16, advertised this Spring). Chair Robertson addressed the previous Committee discussion on the potential Local Improvement District funding mechanism for the Strander Blvd Extension Phase 3 Project. Committee members and staff discussed that the first step is determining feasibility, which can be provided by an LID appraisal firm. Committee members asked staff to provide a cost estimate for preliminary steps associated with the LID funding feasibility.
