CALL TO ORDER: Committee Chair Hougardy called the meeting to order at 5:30 p.m.

A. Bid Award: Central Business District Sanitary Sewer Rehabilitation
Staff is seeking Council approval of a contract with R.L. Alia Company in the amount of
$69,717.56 for the Central Business District Sanitary Sewer Rehabilitation Sewer Repair at 1227
Andover Park East Project. The contractor for the 2015 CBD Sanitary Sewer Rehabilitation
project discovered a section of pipe near 1227 Andover Park East that could not be relined and
requires excavation. R.L. Alia returned the lowest quote and has performed satisfactory work in
the past. The Committee asked clarifying questions and requested that the updated CIP page
be included in the packet for full Council review. INFORMATION ONLY.
B. NPDES Program: Low Impact Development (LID) Code Update
The City's National Pollutant Discharge Elimination System (NPDES) Phase II permit requires
that the City review, revise and make effective their development codes to incorporate LID
principles and practices no later than December 31, 2016. The City contracted with Otak, Inc.
to perform an LID gap analysis and assist with implementation. Consultants from Otak
provided the Committee with an overview of the analysis and forthcoming actions. Low Impact
Development is a set of site development principles designed to minimize impervious surfaces,
maintain native vegetation, and manage stormwater runoff close to its source. Otak's next step
is to provide initial impressions to City staff for review, and then develop formal
recommendations which will be advanced to the Planning Commission. Committee members
expressed support and asked for periodic updates. Chair Hougardy asked if recently adopted
policy documents such as the Southcenter Subarea Plan would need to be revised as a result
of this analysis. Staff responded that the City has been encouraging LID principles already, and
there are unlikely to be major changes to recently adopted plans. INFORMATION ONLY.

MISCELLANEOUS
Chair Hougardy mentioned she will be attending the Valley View Sewer District public meeting on
"The Loop" proposed sewer project, February 25, 2015 at 6:00 p.m.
Related to the CBD Sanitary Sewer Rehabilitation, staff also discovered a larger sewer main repair
needed at 1200 Andover Park East. With the cancellation of the March 7, 2016 Council meeting, and
as time is of the essence for this repair, Mayor Ekberg declared a sewer emergency for this site on
February 23, 2016. The repair will be completed soon and an update on the status and costs along
with the Emergency Resolution will be forthcoming to Council.

Emergency Declaration for Sewer Repair at 1200 Andover Park East
ISSUE
Mayor to declare an emergency that authorizes City staff to expedite a repair of the sanitary sewer
main at the 1200 block of Andover Park East (APE).
BACKGROUND
The City has been implementing a phased rehabilitation of the sanitary sewer system in the Central
Business District (CBD) since 2013. The sewer lines were originally installed in the 1960's and have
served their effective lifespan. Rehabilitation or replacement is necessary to extend the service life of
the sewer system. Visual inspections have revealed that certain segments of sewer main have
deteriorated severely and multiple failures have occurred (see attached photos). The rehabilitation
process must be carefully implemented as preparing the sewer mains for relining can cause additional
damage and possible failure. The mains must be cleaned of debris before they can be relined and the
process of high - pressure water cleaning can damage the sewer or even remove bedding adjacent to
the sewer mains if a breach has already occurred. Some sewer mains have not been visually inspected
due to inaccessibility of the inspection camera; therefore some pipe conditions are unknown.
DISCUSSION
Construction began in late January 2016 with initial relining efforts proceeding without incident. The
Contractor began finding issues with gravel in the mains near Shasta and Costco. Cleaning efforts on
February 16 of the sewer main in APE just downstream of the Shasta Corporation have exposed a
collapsed pipe that prevents the current relining process to move forward without repairing the main by
excavation and replacement. An emergency in accordance with TMC 2.57.030 and RCW 35.23.352 is
requested in order to waive the standard bidding process. A Resolution will be prepared for Council
approval at the next available Utilities Committee meeting date.
FISCAL IMPACT
At this time, repair costs are unknown. The extent of the damage can only be determined by exposing
the failed sewer main. This work will be paid from the 2015/2016 CBD Sanitary Sewer Rehabilitation
Project funds, currently budgeted at $900,000.00 for 2016.
RECOMMENDATION
Mayor is being asked to declare an emergency for the Sewer Repair at 1200 Andover Park East.
