End: 8:12 p.m. PRESENT City Council Joe Duffie, Council President; Dennis Robertson, Verna Seal, Kathy Hougardy, De'Sean Quinn, Kate Kruller, Thomas McLeod, Councilmembers; Allan Ekberg, Mayor: David Cline, Joyce Trantina, Rachel Bianchi, Jack Pace, Bob Giberson, Derek Speck, Marty Grisham, Melissa Hart, Peggy McCarthy, Kimberly Walden, Mike Villa, Rick Still, Evie Boykan, Rachel Turpin, Laurel Humphrey Facilitator: Sheri Willis, the Athena Group The purpose of this Council Work Session was to meet jointly with City Executive and Administrative Staff to discuss potential priorities for the 2017/2017 Biennial Budget. Council President Duffie and Mayor Ekberg welcomed attendees. Each person in attendance introduced themselves and shared one 2015 accomplishment, one challenge, and one item to continue. Small groups were organized by the five Strategic Plan goals. Each group was asked to identify 2015 -2016 budget priorities that should continue, actionable outcomes from the 2015 joint meeting, and potential 2017/2018 priorities. Potential 2017 -2018 priorities as reported by the breakout groups were as follows: Goal 1: A Community of Inviting Neighborhoods & Vibrant Business Districts -Dog Park Crime reduction - community safety/public safety Urban renewal - motel redevelopment Enhanced code enforcement Tukwila Village TIB Plan Sidewalk Policy Implementation (residential, crosswalks, trees, neighborhood improvements) BNSF Access stud Under grounding utilities Southcenter Plan 62oo Southcenter Boulevard • Tukwila, Washington • 98188 - Tel: 2o6- 433 -i800 • www.tukwilawa.gov March 14, 2016 Joint Council /Executive Staff Joint Meeting Summary ......................... ............................... page 2 Group 2: A Solid Foundation for all Tukwila Residents Enhanced partnerships, including school districts -Healthy affordable housing art of Comprehensive Plan -Expand arks /rec. programs out into the community Review rental housing inspection program -Transportation - access to all Group 3: A Diverse & Regionally Competitive Economy Economic Development Plan -Implement marketing to improve image Tukwila Lodging Tax Dollars Continue building relationship with business community -Develop Tukwila Pond area ark Group 4: A High Performing and Effective Organization Lean Process - City Council Improve City facilities and communicate broadly (outreach0 Increase revenue /$ sustainability, sustainability of staffing, fill Fire Chief position, more /better technology Group 5: A Positive Community Identity and Image Heightened engagement with neighborhoods Share vision among community, City staff, Council, Mayor All meeting participants were then invited to vote for their top selections. Crime reduction, healthy, affordable housing, economic development plan, city facilities, and neighborhood engagement received the highest ratings from the group. Next Steps: No decisions were made at this Council work session. Staff will report back to Council with suggested priority descriptors based upon the discussion. Summary by LH, Reviewed by JT
