City Council Transportation Committee

CALL TO ORDER: Committee Chair Robertson called the meeting to order at 5:30 p.m.

A. NPDES Program - Low Impact Development Gap Anal
The City's National Pollutant Discharge Elimination System (NPDES) Phase II permit requires
that the City review, revise and make effective their development codes to incorporate LID
principles and practices no later than December 31, 2016. The City contracted with Otak, Inc.
to perform an LID gap analysis and assist with implementation. Low Impact Development is a
set of site development principles designed to minimize impervious surfaces, maintain native
vegetation, and manage stormwater runoff close to its source. Staff updated the committee on
the process to update the codes in Tukwila. INFORMATION ONLY.
B. Tukwila International Boulevard Pedestrian Crossing Evaluation
Staff presented the Committee with the results of an evaluation of a pedestrian crossing on
Tukwila International Boulevard (TIB) between South 140th Street and South 1441" Street
commissioned in 2015 from The Transpo Group. The study found that based on pedestrian
crossings, traffic volumes, and pedestrian delays there is a demonstrated need for a pedestrian
crossing in the vicinity of South 14151 Street and TIB. The engineering recommendation is a full
signalized intersection at South 1401h Street as well as an upgrade of the existing crosswalk
between South 142nd Street and South 1441h Street to a Rectangular Rapid Flashing Beacon.
Councilmember Quinn noted that Council has been aware of community interest in pedestrian
improvements in this area for some time, and asked what prompted the engineering analysis.
He also noted that residents ask elected officials about follow -up to issues and it is often not
clear how certain items get traction. Staff responded that a community petition was submitted
in 2014 which prompted the addition of this study to ADA analysis already underway. Chair
Robertson asked for a cost estimate for the signal installation, which staff indicated is
approximately $750,000. The Committee requested that a CIP sheet be prepared for this

C. 2016 Grant Applications
Staff is seeking Committee approval to submit various grant applications for federal and state
transportation funds.
• Strander Boulevard Extension Project, Phase III. Staff is seeking approval to apply
for a $20,000,000 TIGER FY 2016 grant, a $5,000,000 FASTIane grant, and $5,146,750 in
Federal Highway Administration (FHWA) funds overseen by Puget Sound Regional
Council.
• South 144th Street Bridge Sidewalks (Safe Routes to School). Staff is seeking
approval to apply for $900,000 in WSDOT Safe Routes to School funding.
• TUC /TOD Pedestrian Improvements. Staff is seeking approval to apply for $500,000
in FHWA funds and $500,000 in WSDOT Ped /Bicycle Program funds.
• Tukwila International Boulevard - Pedestrian Crossing between South 140th
Street and South 144th St. (Walk and Roll Plan). Staff is seeking approval to apply for
$750,000 in WSDOT Ped /Bicycle Program funds.
• 2017 Annual Overlay and Repair Program - Central Business District. Staff is
seeking approval to apply for $865,000 in FHWA funds.
UNANIMOUS APPROVAL TO PROCEED WITH GRANT APPLICATIONS.
III. SCATBd
No report was given. The final SCATBd letter regarding ST3 projects, including the Boeing Access
Road Station, was included in the packet.
