ADJOURNMENT Tukwila City Hall is ADA accessible. Tukwila Council meetings are audio /video taped (available at www.tukwilawa.gov) HOW TO TESTIFY If you would like to address the Council, please go to the podium and state your name and address clearly for the record. Please observe the basic rules of courtesy when speaking and limit your comments to 5 minutes. The Council appreciates hearing from citizens but may not be able to take immediate action on comments received until they are referred to a Committee or discussed under New Business. CITIZEN COMMENTS At each Council meeting, citizens are given the opportunity to address the Council on items that are not included on the agenda during CITIZEN COMMENTS. Please limit your comments to 5 minutes. SPECIAL MEETINGS /EXECUTIVE SESSIONS Special Meetings may be called at any time with proper public notice. Procedures followed are the same as those used in Regular Council meetings. Executive Sessions may be called to inform the Council of pending legal action, financial, or personnel matters as prescribed by law. Executive Sessions are not open to the public. PUBLIC HEARINGS Public Hearings are required by law before the Council can take action on matters affecting the public interest such as land -use laws, annexations, rezone requests, public safety issues, etc. Section 2.04.150 of the Tukwila Municipal Code states the following guidelines for Public Hearings: The proponent shall speak first and is allowed 15 minutes for a presentation. 2. The opponent is then allowed 15 minutes to make a presentation. 3. Each side is then allowed 5 minutes for rebuttal. 4. Citizens who wish to address the Council may speak for 5 minutes each. No one may speak a second time until everyone wishing to speak has spoken. 5. After each speaker has spoken, the Council may question the speaker. Each speaker can respond to the question, but may not engage in further debate at that time. 6. After the Public Hearing is closed and during the Council meeting, the Council may choose to discuss the issue among themselves, or defer the discussion to a future Council meeting, without further public testimony. Council action may only be taken during Regular or Special Meetings. COUNCIL MEETING SCHEDULE No Council meetings are scheduled on the 5th Monday of the month unless prior public notification is given. Regular Meetings - The Mayor, elected by the people to a four -year term, presides at all Regular Council Meetings held on the 1st and 3rd Mondays of each month at 7:00 p.m. and Special Meetings. Official Council action in the form of formal motions, adopting of resolutions and passing of ordinances can only be taken at Regular or Special Council meetings. Committee of the Whole Meetings - Councilmembers are elected for a four -year term. The Council President is elected by the Councilmembers to preside at all Committee of the Whole meetings for a one -year term. Committee of the Whole meetings are held the 2nd and 4th Mondays at 7:00 p.m. Issues discussed there are forwarded to Regular or Special Council meetings for official action. J�.ri Ca iy4 o; Office of the Mayor City of Tukwila, Washington I90aj PROCLAMATION WHEREAS, Sexual Assault Awareness Month calls attention to the fact that sexual violence is widespread and impacts every community; and WHEREAS, one in five women and one in 71 men will experience sexual assault or sexual harassment during their lifetime; and WHEREAS, child sexual abuse prevention must be a priority to confront the reality that one in six boys and one in four girls will experience a sexual assault before the age 18; and WHEREAS, young people experience heightened rates of sexual violence and youths 12 to 17 are 2.5 times more likely to be a victim of sexual assault; and WHEREAS, on campus one in five women and one in 16 men are sexually assaulted during their time in college; and WHEREAS, we must work together to educate our community about sexual violence prevention, supporting survivors of sexual assault and speaking out against harmful attitudes and actions; and WHEREAS, prevention of sexual assault is possible when we increase awareness and community involvement; NOW THEREFORE, I, Kate Kruller, Councilmember, on behalf of Allan Ekberg, Mayor of the City of Tukwila, do hereby proclaim April 2016: Sexual Assault Awareness Month in the City of Tukwila and encourage all citizens to join me in the special observance and join advocates and communities across the country in taking action to prevent sexual violence. Any person who makes or mends, or causes to be made or mended, uses, or has in his or her possession any retail theft tool that is adapted, designed, or commonly used for the commission of retail related theft, under circumstances evincing an intent to use or employ, or allow the same to be used or employed, in the commission of retail related theft, or knowing that the same is intended to be so used, is guilty of making or having retail theft tools, a gross misdemeanor. If any section, subsection, paragraph, sentence, clause or phrase of this ordinance or its application to any person or situation should be held to be invalid or unconstitutional for any reason by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of the remaining portions of this ordinance or its application to any other person or situation. Please let me know if you have any questions or need additional information about any of the following items. Intergovernmental Update • Meeting with King County Assessor: Mayor Ekberg, City Administrator David Cline and Finance Director Peggy McCarthy met with the new King County Assessor, John Wilson, to discuss the availability of property tax exemptions and other matters. • Regional Transit Committee (RTC) Caucus: Councilmember Hougardy and DCD staff attended the Regional Transit Committee (RTC) Caucus and regular meeting on March 16. Elected officials serving on the RTC discussed amendments they would like King County Metro to make in updates to the Strategic Plan and Service Guidelines. The RTC will be reviewing the Metro Long Range Transportation Plan in upcoming meetings. • Meeting with School District: Mayor Ekberg, City Administrator David Cline and Economic Development Administrator Derek Speck met with Dr. Nancy Coogan and Dr. Judith Berry of the Tukwila School District to discuss common issues to both organizations. • Joint Council - Staff Workshop: On March 14 Executive Staff and City Councilmembers participated in a joint workshop to begin discussions regarding budget priorities for 2017 -2o18. II. Staff Updates Public Safety • Active Shooter Awareness Training: The Police Department provided three sessions of the Active Shooter Awareness and Response Training available to all City personnel. These one - hour training sessions covered a civilian's /employee's response to an active shooter. The training was recorded and will be made available to all. • Neighborhood Speed Enforcement Officers: Two officers will be serving as Neighborhood Speed Enforcement Officers effective April 1. Both officers will attend a two -week motorcycle operator class beginning April 4. It is anticipated that they will be conducting speed enforcement in the neighborhoods by mid - April. Thanks to the hard work of a great coalition of residents, business, public agencies and organizations, the Link Light Rail Station at Boeing Access Road was included in the package. The other substantial project that will affect Tukwila is a bus rapid transit (BRT) line from Burien to Lynwood that would stop at the existing TIB station. The current package does not include a stop in our central business district (CBD) (the next stop east is Renton). If approved by the voters this November, ST3 projects would not begin construction until 2019, as they still need to finish ST2 projects. The agency is also prioritizing a list of "early deliverables" first, with light rail projects not coming online until beginning in 2028. According to the preliminary schedule, the Burien to Lynwood BRT line would be completed by 2024 and the Boeing Access Road station is scheduled to open in 2034. As we continue our advocacy for the light rail stop at Boeing Access Road we will also communicate our strong desire to see a stop in the CBD on the BRT line. • State Budget: The State legislature passed the final budget on Tuesday, March 3o during special session. In regards to what affects local governments, the most difficult is the fact that the Public Works Trust Fund is effectively gone. The legislature swept the $154 million in loan repayments expected to be paid by local governments in the 2017 -2019 biennium, on top of the $73 million swept this biennium. We may also see a drop in our share of the state's tax on fire insurance premiums that helps to defer pre - LEOFF and LEOFF 1 retiree obligations. In good news, it does appear that MRSC is fully funded without any additional diversions from local governments' share of liquor revenue. A final state budget overview will be included in the next CA report once the governor has signed the budget. • Interurban Roadway: Paving of the Interurban through lanes was completed on March 18 with remaining cross streets and tie -ins currently scheduled for paving the week of March 28. Sidewalk panels in front of the SC Plaza building were recently completed and landscaping restoration along the frontage is ongoing. Substantial completion is expected in mid - April. • 53rd Avenue South: An open house was held on March 23. Attendees were given the opportunity to discuss possible roadway layouts with differing real estate needs and seemed pleased with the proposed options. Additional outreach is needed to gather specific design preferences. Questionnaires and /or door -to -door contacts are being considered. • South 144th Street: Final coordination with Seattle City Light, King County Library System, and the Tukwila Village site developer is near completion. The City expects to advertise a request for bids in the near future. • 421d Avenue South Phase III: During the March 15 public open several residents attended and were generally supportive of the project. Several residents discussed specific issues in the final design including ingress /egress to driveways, sidewalks, and location of the bike lane. Internal discussions are ongoing over the location and design of the stormwater detention pond. • TUC Pedestrian /Bicycle Bridge: A request for bids is set to be advertised on March 30 with the bid - opening scheduled for April 26. The US Corps of Engineers Section 408 (levee modification) permit is expected to be issued by April 14. Tukwila Village Development Associates continues sitework on the property north of 144th. The City has approved building permits for buildings A, C, and E. City is awaiting developer response to comments on the permit application for building D. Developer will submit permit application for building B at a future time. City and developer expect to close escrow on the land sale for the first phase in summer 2016. Developer estimates first buildings will open in late 2017. The City also resolved a complicated title issue that consolidated the lots so that they can be sold to the Tukwila Village developer this summer. • Washington Place: Development is under construction. Expects to open in late 2017. • Tukwila International Boulevard Redevelopment - Motel Demolition: Seattle City Light is expected to disconnect the electricity at the motels this week. The Contractor removed the concrete slab at the Traveler's Choice property and graded the site. The Contractor has also been working on an unidentified utility conflict and has discovered a deep hole at the Smoke Shop property. • Puget Sound Energy (PSE) Gas Main Replacement: The new gas main line installation is complete. PSE is continuing to make service connections from resident houses to the new gas main. Upon completion of all service connections asphalt restoration will commence. III.
