BACKGROUND Public Works has been managing a habitat restoration capital improvement project along the Duwamish River, upstream from North Winds Weir and downstream from Duwamish Hill Preserve. The site extends from East Marginal Way to Tukwila International Boulevard. Construction will be completed later this year and a name needs to be determined for site recognition purposes. Staff is providing this memo to provide additional information to aid the Park Commission's discussion. DISCUSSION Several name suggestions have been received for the site being considered for naming. The site being considered is for the entire area from East Marginal Way to Tukwila International Boulevard and is technically comprised of two main sites with a small connector parcel. The two sites have unofficially been referred to as Duwamish Gardens and Chinook Wind for the last several years. As outlined in the Parks Commission agenda packet memo, consideration should be given to the geographical location, historical significance, names of persons, geological features and City identity and image. Staff recommends the Parks Commission consider other nearby parks and preserves, such as Duwamish Hill Preserve, North Winds Weir, Cecil Moses Park, and Duwamish Park. Staff suggests the commission recommend a potential name that promotes the site as it is today and how the site may be utilized in the future. Staff has considered the sites' historical significance and believes that it is important to recognize how the land was utilized in the past. To honor historical significance, staff suggests the use of interpretive signage to demonstrate the rich history, settlement, and development of both sites /the entire area. Staff recommends a name that will have broad recognition and provide instant knowledge as to the type of site being publicized. Below are three names staff have been considering as they flow with names of nearby parks and preserves, while providing information about the type of site, and the broad historical significance to Tukwila and the region. ➢ Chinook Wind Natural Area ➢ Chinook Wind ➢ Duwamish River Reserve ➢ Duwamish River Restoration Area FINANCIAL IMPACT If the Parks Commission were to recommend interpretive signage to demonstrate the sites historical significance and previous uses, an estimated cost for each high quality sign, approximately 24" x 36" in size, is about $500. RECOMMENDATION Staff recommend the project site, unofficially referred to as Duwamish Gardens and Chinook Wind that is located between East Marginal Way and Tukwila International Boulevard, be named "Chinook Wind Natural Area" and that interpretive signage be placed within the project site to capture and honor the history of both sites.
