Award the bid for construction of the 2016 Overlay and Repair Program.
BACKGROUND
The Overlay and Repair Program preserves and maintains the street structure in a safe and useable condition. Construction
will include pavement repairs and an asphalt overlay at nine locations citywide as well as other incidental items of work.
ANALYSIS
A call for bids was advertised for the 2016 Overlay and Repair Program on April 19 and 26, 2016 and four bids were opened
on May 3, 2016. The lowest apparent bidder was Icon Materials with a bid of $1,277,029.00 with an Engineer's Estimate of
$1,296,184.00. There was one bidding error found in the bid tabulation from Icon Materials; bid item No. 65 Paint Line. Icon
calculated the total bid item cost amount using $2.10 per lineal foot, however the unit bid price they recorded on their bid
proposal was $210.00 per lineal foot, thereby increasing their total bid above the 2nd low bidder, Lakeside Industries, Inc.
The project specifications state "If a discrepancy exists between the price per unit and the extended amount of any bid item,
the price per unit will control." Based on the bidding error, the project design consultant KPG concurred to award the 2016
Overlay and Repair Program to the apparent low bidder, Lakeside Industries, Inc.
BUDGET AND BID SUMMARY (All amounts include sales tax)
With approvals from Transportation Committee Chair Robertson and Council President Duff ie, Council is being asked to
award the construction contract for the 2016 Overlay and Repair Program to Lakeside Industries in the amount of
$1,277,956.80 and consider this item that same night on the Consent Agenda of the May 16, 2016 Regular Meeting. With the
month of May having a 5th Monday, an expedited approval will save the City three weeks in time and will allow construction to
start much sooner for this weather dependent project.

RE: 2016 Overlay Program
Dear Dave,
As requested, KPG has tabulated the bids and reviewed the bid packages submitted for the City
of Tukwila 2016 Overlay Program. The lowest bidder in the amount of $1,277,956.80 is
Lakeside Industries.
As part of our review, we checked the status of Lakeside Industries on the Washington State
Labor and Industries web page to confirm they are currently insured, bonded, and licensed. We
also checked their state and federal debarment status, both of which indicated no issues. Finally,
we ran a rudimentary analysis of their bid against all other bids and industry pricing. The
mobilization cost was outside a single standard deviation for the project, but given the nature of
the work and the reputation of the contractor, the City has no additional risk exposure. A review
of all other items indicates no substantial imbalances or significant front loading.
It is KPG's recommendation that the 2016 Overlay Program be awarded to Lakeside Industries.
We have enclosed the original bid package along with the contractor verification and bid
tabulation for your review.

ISSUE
Update on the preliminary results of the Residential Street Prioritization Project.
BACKGROUND
In the 2015 -2016 budget, the Transportation Committee and City Council approved an updated method
of prioritization for sidewalk and street improvements. Further, Council approved the sidewalk policy
where the City invests at least $750,000 per year of general fund dollars into residential street
improvements. In recent budget cycles, 42nd Avenue Phase III and 53,d Ave S were identified as top
priorities and are under design this year with construction scheduled for 2017.
The updated prioritization tool brings together past plans, such as the Walk and Roll Plan and the Safe
Routes to School projects, as well as updates the formula based methods previously used by the City.
The priority list is based on a formula that utilizes eight physical characteristics of each street segment
and calculates a priority value. The algorithm prioritizes pedestrian safety over vehicular issues when
calculating each priority value. Examples of pedestrian safety considerations include: pedestrian
volumes, pavement width, shoulder width, and vehicle speeds.
This residential street priority list is one tool that can help Council determine investments in additional
sidewalk and street improvements in the upcoming budget cycle. Council may also want to review other
factors beyond the Priority Value to ensure that broader issues, such as geographical equity, are
addressed. Ultimately, while this list provides an initial guide for prioritization, Council will make the final
decision on the order of investments and should approach this list as a tool to make future policy
decisions, but not a sequential list.
DISCUSSION
A preliminary updated Residential Street Priority List has been prepared and is attached. This
updated list includes the following information that staff has included for consideration:
1. Updated the criteria point data for all of our street segments
2. Included projects from the 2010 Walk and Roll Plan
3. Included our current CIP street list
4. Included current projects such as 42nd Ave S Phase III and 53,d Ave
5. Included current Safe Routes to School projects
6. Updated the original eight point criteria originally developed in the 1980s (see below)
7. Created an interactive map to show the updated priority values

As mentioned above in #6, the eight point criteria in the updated priority array formula are:
1. Use type (UT) — value and importance increases if use includes schoolchildren, disabled,
elderly or transit users
2. Use volume (UV) — equal to 1 for slight use up to 10 per day, 1.1 for occasional use up to
50 per day, or 1.2 for substantial use up to 100 per day
3. Use factor (UF) — sum of UT and UV
4. Vehicle volume (VOL) — equal to the average weekday daily traffic volume
5. Vehicle speed (SPD) — equal to 85th percentile vehicular speed if available (standard for
reviewing posted speed limits), if not use posted speed
6. Shoulder width (SW) — average shoulder width for subject roadway segment (narrow
shoulders are dangerous for pedestrians)
7. Roadway width (RW) - average roadway width for subject roadway segment
8. Segment length (L) — length of roadway segment
The new Residential Street Priority List includes a column that indicates those street segments that are
also included in the Walk & Roll Plan. The new tools are helpful to explain the cost and priority; the
interactive map helps show the street segments and priority, and the individual project information
sheets include cost estimates and a synopsis of the costs, constraints, and improvement options.
The newly developed documentation and mapping will assist staff and Councilmembers in
understanding the residential street prioritization process and to better respond to the public. The
interactive mapping tool may be effectively included on the City's website. This is the first draft of the
new priority list and tools, and we look forward to the Transportation Committee's review and input into
this process, as well as thoughts as to how the City should roll out this plan to the broader community.
RECOMMENDATION
Committee consideration and direction on next steps.

This project involves modifying the existing roadway to accommodate 10, adding
two 5' sidewalks, upgrading storm drainage facilities, undergrounding overhead
utilities and replacing streetlights. Crosswalks and stop bars will be added at
intersections where stops are currently required. The proposed improvements
are broken into sections based on ROW width.
King County GIS data indicates that the ROW varies between 20' and 50', with
parcel lines overlapping the existing roadway. The proposed section and existing
sections are illustrative of improvements at the widest part of the corridor. A
parking lane will be added along approximately 400' of this corridor, where the
ROW is 50' wide. The narrowest section of this corridor is approximately 720'
long with an apparent ROW width of 20'; due to the location of the existing
roadway and observed utilization it is assumed the GIS data is not accurate and
a minimum section width of 30' will be proposed.

PROJECT DESCRIPTION
This project involves restriping the existing roadway to accommodate two 12'
shared lanes and street parking on the south side of S 124th St. The existing
extruded curb along the north side of S 124th St will be removed. Sidewalks will
be added to both sides of S 124th St. Overhead utilities will be undergrounded
and streetlights replaced. Street parking and sidewalks adjacent to the Tukwila
Community Center will remain, with the addition of striping along the existing
parking lane. Storm drainage facilities will be modified to work with proposed
curbs.
These improvements can be made in the existing ROW. There may be impacts
to existing landscaping and mailboxes. Streetlights will be replaced during utility
undergrounding.
