PRESENTATIONS II. BUSINESSAGENDA A. Project Completion: 42nd Ave S Roadside Barrier Project Staff is seeking Council approval of project completion and release of retainage to Dirt and Aggregate Interchange, Inc. in the amount of $71,336.50 forthe 42nd Ave S /Allentown Roadside Barrier Project. This project provided timber guardrails between the Duwamish River and 42nd Ave S in Allentown and was budgeted at $85,554.70. UNANIMOUS APPROVAL. FORWARD TO MAY 16, 2016 REGULAR CONSENT AGENDA. B. Construction Management Selection & Agreement: 2016 Overlay pair Program Staff is seeking Council approval of Supplemental Agreement No. 1 in the amount of $155,992.36 with KPG, Inc. for construction management services for the 2016 Overlay and Repair Program. The base contract No. 15 -192 was for design services for this project. KPG was selected from a pool of three firms for their expertise and experience in Tukwila. The bid for construction is scheduled to be opened on May 3, 2016 and the results will be presented at the next Transportation Committee meeting. UNANIMOUS APPROVAL. MISCELLANEOUS • 52ND Ave S /S137th St & Vicinity Robin distributed a WSDOT Functional Classification Map that shows 53rd Ave S/S 137th St /52nd Ave S, off of Interurban Ave S, as an existing arterial route for federal highways. This signifies that this triangle area could be eligible forfederal and state grants. We may be able to add a second phase to the 53rd Ave S improvements forthe area. The Residential Streets Prioritization Study will be presented to Transportation Committee soon, which will review the 221 segments throughout Tukwila that need improvements. For an example, in the triangle area, 52nd Ave S and 53rd Ave S both rate in the top 20 project segments for warranting street improvements. Committee would like to see the criteria for the Residential Street Prioritization at the future meeting. • Department of Ecology's (DOE) New Rule Oil Spill Contingences - Railroad The Oil Spill Contingency Plan Rule for Railroads was brought back for further discussion (originally distributed at the 4/18 Transportation Committee). Committee members agreed that there were no recommended comments forsubmittal to DOE. • Parking issues at 40th Ave S and Southcenter Blvd near the TIB International Blvd Light Rail Station /Gilliam Creek. Jessica Jerwa is concerned about the transit riders parking and leaving trash on dead end 40th Ave S and the gravel access road that services Sound Transit and WSDOT. There is currently no signage and it is becoming dangerous as cars are parking and blockingthe access road and fire hydrant. Committee requested thatstaff investigate the previous complaints and determine if signage is needed. The access road is either WSDOT or Sound Transit, so we will have to work with them. Committee would like Ms. Jerwa to be informed when the item will return to Transportation Committee. • Speed bumps: Chair Robertson brought up the issue of speed bumps and would like this subject brought back to Committee in one to two months. The Committee would like to determine the City's official position on speed bumps and if we could use them near schools and narrow roadways to slow traffic. In the past, fire truck access was an issue with the installation of speed bumps. Committee would also like to determine if there could be a speed bump pilot program.
