Call to Order: Chairperson Mike Martin called the meeting to order at 5:32pm.
Attendance: Commissioners — Mike Martin, Don Scanlon, Sean Albert
Staff — Robert Eaton, Ryan Larson
Citizen — Matt Mega, Heidi Watters, Scott Kruize, Gwen Vukich
Approval of Minutes: Don Scanlon moved to approve the minutes of the January 13, 2016 meeting. Sean Albert
seconded the motion. The motion passed unanimously.
Citizen Comment: Gwen Vukich shared her family history as it pertained to the Duwamish Gardens site and spoke
in favor of the names that her family had submitted for naming the project site known as Duwamish Gardens. She
also submitted two additional names for the commission to consider. They were "Ray Carosino Pioneer Park" and
"Ray Carosino Nature Center."
Business Items
A. Park Naming — Chair Mike Martin introduced this topic by reviewing and summarizing the information in
the agenda packet then asked for staff to speak in regards to the new memo presented that evening to
the commission. Robert Eaton, P &R Manager, provided a brief summary of the new memo with staff's
final recommendation of a park name. Ryan Larson, Public Works Senior Program Manager, also provided
some additional information regarding the project and how it is not just the Duwamish Gardens site but
also includes the Chinook Wind site as well. Heidi Watters provided a couple additional suggested names,
"Heritage Habitat Nature Park," Duwamish Heritage Nature Park," and " Duwamish Heritage Habitat Park."
Scott Kruize made comment about wanting the name to not be confusing to what the actual site will be
and that it shouldn't contain the word fish or that will attract fisherman.
After further discussion, Chair Mike Martin asked that the final voting on a name be postponed till next
month to allow the new commissioner that opportunity to discuss and vote as officially appointed
commissioner. The commissioned asked staff if delaying the recommendation one month would still work
in the project timeline, staff said it did.
In concluding the discussion, it was suggested that a couple of the names be removed from the list tonight
so they are not on the list for consideration next month as many agreed they were not final candidates.
Don Scanlon moved to remove the names "Filbert Meadows," "Fish First Park," and "The Tomato Farm"
from the list of names for consideration for next month. Sean Albert seconded the motion. The motion
passed unanimously.
B. Green Tukwila — Staff provided an update on the progress of this program. DRAFT maps were passed
around for viewing and the project timeline was reviewed stating that a DRAFT 20 Year Plan will hopefully
be on the June Park Commission Agenda and the FINAL DRAFT 20 Year Plan at the July meeting where the
commission can forward it to the Community Affairs and Parks Committee.
C. Department Update
a. Staff reminded the commission of the new appointments of Matt Mega and Heidi Watters to the
Commission and the re- appointment of Sean Albert that are scheduled for this Monday, April 18
Regular Council Meeting at 7:oopm. Staff also noted that Joanne was going to be recognized at
the meeting for her 17 years of service on the Park Commission. Photos were passed around from
the Arbor Day tree planting ceremony that happened at 1:00pm on Wednesday, April 13, 2016 at
the 57th Ave Mini Park near Joanne's house honoring her service.
b. The commission was reminded of the annual Volunteer Appreciation event on 4/14, Duwamish
Alive! On 4/16, Parks Appreciation Day 4/23, and Healthy Earth, Healthy You 5K on 4/23/16.
c. Staff informed the commission that the 2015 "See You in the Park" events are receiving the
"Innovative Outreach and Marketing" award from Washington Recreation and Parks Association
(WRPA). The commission was also reminded that the conference is May 4 -5, 2016 and to
coordinate with staff if they were interested in attending either of the training days or the
banquet.
A one page flyer was distributed to the commission providing an update on the Recreation
Management Software System. Six RFP's were received by the City and staff are evaluating them.
Project timeline is to have the new system in place effective January 1, 2017.
The 4Culture Grant for $200,000 for Phase 2b at the Duwamish Hill Preserve and a seven year
extension with the Concessionaire Agreement at Foster Golf Links both are on the Consent
Agenda for Monday, April 18, 2016.
f. Staff informed the commission that the Phase 2 dedication will either be in the Fall 2016 or the
Spring 2017 and the commission will be informed when a decision has been made.
Other
A. A new Park Commissioner jacket was given to Chair Mike Martin and Joanne McManus' will be given to
her on Monday when she is recognized at the Council Meeting. It was suggested that jackets be
purchased for the new commissioners Matt and Heidi once they are appointed.
B. Commissioner Don Scanlon asked if there parameters nor restrictions for spending the Park Commission
budget. Discussion ensued about possible ideas to spend the budget on; attending trainings or
conferences, having a subject matter expect speaker come to a Park Commission meeting to educate the
commission on something they want to learn about, or hiring an intern to perform research for the
commission.
Adjournment: Don Scanlon moved to adjourn at 7:12pm. The motion was seconded by Sean Albert. The motion
passed unanimously.
