COMMUNITY AFFAIRS AND PARKS COMMITTEE
Meeting Minutes
May 9, 2016 - 5:30 p. m. - Council Chamber, City Hall

CALL TO ORDER: Committee Chair Quinn called the meeting to order at 5:30 p.m.

A. Agreement: Duwamish Hill Preserve
Staff is seeking Council approval of an Agreement for Service with Mette Hanson, M.S. in the
amount of $48,298 for work to be done at the Duwamish Hill Preserve, including design,
materials, and construction of etched metal signs, entrance kiosk, and bench blocks. Funding
for this agreement is from the 4Culture grant award received in April 2016. UNANIMOUS
APPROVAL. FORWARD TO MAY 16, 2016 REGULAR CONSENT AGENDA.
B. Staffing Increase for Golf Course Pro Shoa
Staff is seeking Council approval of an additional 0.5 Full Time Employee (FTE) to the Foster
Golf Links Pro Shop staffing model, bringing the total to 3.5 FTE. The original model included
3.75 FTE, although it has been operating with 3.0 FTE since August 2014. This has recently been
a challenge with regard to the customer service commitment and growth in golf programming.
This proposal includes two 1.0 employees and two 0.75 employees. Funding for the additional
position is available from existing operating budget, including remainder from a modified
position and reductions in Pro Shop Extra Labor and Golf maintenance. UNANIMOUS
APPROVAL. FORWARD TO MAY 16, 2016 REGULAR CONSENT AGENDA.
C. 2017 Community Development Block Grant Application
Staff is seeking Council approval to submit an application to King County requesting $125,000 in
Community Development Block Grant funds for the 2017 Minor Home Repair Program. The
proposal is forTukwila's Office of Human Services to continue to serve as fiscal administrator for
minor home repair in the cities of Tukwila, SeaTac, Des Moines and Covington. The current
program budget is $130,000, with $30,000 designated for Tukwila households. In 2015
contractors served 20 unduplicated Tukwila households with 93 hours of labor. UNANIMOUS

D. Proactive Code Enforcement Briefing
Staff briefed the Committee on a proposal to expand proactive code enforcement in single family
neighborhoods. While the program has historically been complaint driven, transitioningto more
proactive techniques is now being proposed to improve housing conditions and neighborhood
appearance. Elements of the proposal include: prioritization of neighborhoods, outreach and
notifications, street sweeps for issues like junk vehicles and weeds, volunteer work parties, and
follow -up visits to determine if issues have been corrected. Committee members expressed
concerns about this proposal, including impacts to staff time, difficulty in getting volunteers,
fiscal impact, and negative impacts to elderly, low - income, orthose with language barriers. Chair
Quinn noted this is a significant proposal and would like the entire Council to weigh in. He would
like to know if the number of violations is increasing to warrant this response. Councilmembers
agreed to continue this discussion in Committee. RETURN TO COMMITTEE.
E. Financing Options for City Facilities
In response to a question asked at the April 22, 2016 Facilities workshop, staff briefed the
Committee on the difference in costs between the originally modeled 63:20 lease /LTGO bond
and financing entirely by LTGO bonds. The 63:20 /LTGO scenario would cost $3,157,000 more in
debt service over the life of the debt. However, there are advantages to 63:20 financing,
including streamlined delivery and significant risk shifted to the developers. INFORMATION
ONLY.
III. MISCELLANEOUS
Chair Quinn raised the general topic of the Committee workload, noting that he would like to see a
more productive balance between staff additions and Council requests reflected on agendas.
Councilmember McLeod asked that space be made for Committee members to discuss items of
importance.
The Community Affairs and Parks Committee Meeting adjourned at 6:30 p.m.
