CALL TO ORDER: Committee Chair Robertson called the meeting to order at 5:30 p.m. I. PRESENTATIONS II. BUSINESSAGENDA A. Bid Award: 2016 Overlay and Repair Program Staff is seeking Council approval to award a bid to Lakeside Industries in the amount of $1,277,956.80 for construction of the 2016 Overlay and Repair Program. Lakeside was the low bidder of four, after an error was discovered in another bidder's proposal. Chair Robertson and Council President Duffie gave prior approval to the Committee to forward this item to the May 16 Consent Agenda, thereby allowing construction to start earlier as the project is weather dependent. UNANIMOUS APPROVAL. FORWARD TO MAY 16, 2016 REGULAR CONSENT AGENDA. Miscellaneous: Councilmember Seal mentioned a few street related comments were brought to her attention at her recent Council Chat, including protruding manholes on the new improved Interurban Ave S, the noise from the rumble stripes on S 124th St, racing on 42nd Avenue South in Allentown, and parking in front of mailboxes. Staff will address the manholes with Walsh Construction. The new SPRINT (Speed Reduction in Neighborhoods of Tukwila) will combat racing and excessive speeds, and parking in front of mailboxes is a violation that the resident can report to the Police Department. Councilmember Quinn asked if streamlined permitting is a strategy used by the City, particularly with regard to a future Sound Transit project. Staff confirmed that it is considered and implemented depending on the project. Chair Robertson asked when 42nd Avenue South under SR 518 will be closed. There are design issues relating to storm water detention that will delay the project and closure by a year. Staff will brief the committee on the 42nd Ave S project schedule. Residential Street Improvements Prioritization Study Staff updated the Committee on preliminary results of the Residential Street Prioritization Project developed for the City by Perteet Engineering. The updated tool integrates plans such as the Walk and Roll Plan and Safe Routes to School while updating the formulas previously used bythe City. The formula includes eight physical characteristics (such as pedestrian volume and shoulderwidth) and calculates a priority value for each street section. This is one tool that can help the Council determine investments in sidewalk and street improvements in the upcoming budget cycle. Previous street improvement priorities, 42nd Avenue Phase III and 53rd Avenue South, are in design and construction is scheduled for 2017. Committee members asked clarifying questions and requested that school routes be reflected in the notes column. The Committee also requested a map showing the streets with the 20 highest priority values. The Committee will discuss prioritization in the future using this tool. DIRECTION APPROVED FOR STREET PRIORITIZATION LIST, RETURN TO COMMITTEE WITH REQUESTED ITEMS. III. SCATBd No report was given. IV.
