HomeMy WebLinkAbout2016-06-13 Community Affairs and Parks MinutesCity Council Community Affairs and Parks Committee COMMUNITY AFFAIRS AND PARKS COMMITTEE Meeting Minutes June 13, 2016 - 5:30 p.m. - Hazelnut Conference Room, City Hall Councilmembers: De'Sean Quinn, Chair; Kathy Hougardy, Thomas McLeod Staff: David Cline, Rick Still, Stephanie Gardner, Marius Francis, Jack Pace, Jerry Hight Guest: Heidi Watters, Park Commission CALL TO ORDER: Committee Chair Quinn called the meeting to order at 5:30 p.m. I. ANNOUNCEMENT There was consensus to discuss the Committee work plan as the first item of business. II. BUSINESSAGENDA A. Ordinance: Adopting 2015 Washington State Building Code Staff is seeking Council approval of an ordinance that would adopt the 2015 Washington State Building Code as required by the State Building Code Council, which adopts an update every three years. Items of particular note include: • Maximum 120 square feet for one -story detached accessory structures • Fences not over 6 feet in height • Maximum of two permit extensions authorized by the Building Official for periods not more than 180 days each • Clarification on how and when a permit can be reactivated for final inspection Information regarding these changes will be available at the permit counter via handouts and in- person advice. UNANIMOUS APPROVAL. FORWARD TO JUNE 20, 2016 REGULAR CONSENT AGENDA. B. Healthy Tukwila Staff updated the committee on current efforts to promote health in Tukwila as informed by strategic goals, PROS Plan goals, and budget priorities, and which can be categorized as: Fit City, Vibrant City, Green City and Connected City. In 2013, the City committed to the "I "CANN initiative, aimed at reducing obesity in King County. A Partnerships to Improve Community Health grant received in 2015 kicked off the "Healthy Tukwila" initiative. The Parks Department has many current partnerships aimed at achieving health and wellness goals. Staff plans to move forward with this work using existing budget and resources, and asked the committee for input. Additional or expanded initiatives requested by Council may require additional funding through the 2017 -2018 budget process. Councilmember Hougardy stated she likes the category framework and supports current work. Chair Quinn stated that Councilmembers can help populate the "4 pillars" approach with examples such as work done by the Tree Committee. Councilmember McLeod supports an expanded initiative focused on fitness that can be used to Community Affairs and Parks Committee Minutes ..................................................................... ............................... June 13, 2016 market the City to businesses and homeowners. He mentioned ideas such as a Fitness Council and expanded community outreach, as well as targeting a specific goal such as youth diabetes. Ms. Watters addressed the Committee in support of identifying gaps and prioritizing projects. She would like the Cityto focus on protecting green infrastructure and promoting stewardship. ChairQuinn would like the Committee members tosend additional commentsto staff asfollow- up to this meeting and encouraged staff to identify a couple of priority targets. COMMITTEE DISCUSSION. III. MISCELLANEOUS Chair Quinn updated the Committee on the potential for partnerships to provide play space to children living in apartments on South 146th. The City Attorney provided a draft agreement which he has shared with an adjacent property owner, and he is waiting to hear back on potential next steps. When appropriate, staff will have a role in working with property owners and apartment owners and report back to Committee, which will in turn make a recommendation to the full Council.
