Tukwila, Washington 98188 Jim Haggerton, Mayor The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Steve Wheeler and Bruce Paquette. Others in attendance were Police Chief Mike Villa, Interim Fire Chief Chris Flores, Firefighter Jim Schell, Sandy Schell and Kim Gilman, Civil Service Examiner. CALL TO ORDER 5:05 p.m. APPROVAL OF MINUTES FIRE DEPARTMENT BUSINESS Chair Steve Wheeler called the meeting to order. The Chair asked if there were any corrections needed for the March 7th Commission Meeting minutes. No corrections were noted. Staffing Update Chief Flores reported that the Fire Department is fully staffed and that they have 2 pipeline positions filled. He noted that one staff member is returning from long -term disability after being off work since July, 2015. He added that one Captain is currently off on long -term disability. The Department will be holding Oral Boards at the end of May to form an entry -level firefighter eligibility list. They have one current vacancy to fill from the resulting list, and are in talks with Administration to allow additional hires to prepare for future vacancies. Certification of Fire Captain List The Chief Examiner presented a ranked list of 11 names for the position of Fire Captain. She explained that 13 candidates applied to test and that 2 of those candidates did not make the list due to low test scores on either the Tactical Exam or the Assessment Center. MOVED BY PAQUETTE, SECONDED BY WHEELER THAT THE FIRE CAPTAIN ELIGIBILITY LIST BE CERTIFIED. MOTION PASSED UNANIMOUSLY. • City of Tukwila 6200 Southcenter Boulevard . Tukwila, Washington 98188 Jim Haggerton, Mayor Extension of B/C List Chief Flores explained that the Department does not currently have the staffing or funding to hold a Battalion Chief promotional test in 2016. The Chief noted that the Department has partnered with the Training Consortium for the last few years and participated in their Tactical for both Battalion Chief and Captain Testing, and that the Consortium does not plan to offer a Battalion Chief tactical exam till the spring of 2017. For these reasons, the Chief requested to extend the current list. MOVED BY PAQUETTE, SECONDED BY WHEELER THAT THE CURRENT FIRE BATTALION CHIEF ELIGIBILITY LIST BE EXTENDED FOR A PERIOD OF ONE YEAR TILL MAY 31, 2017 OR UNTIL THE NEXT FIRE BATTALION CHIEF TEST, WHICHEVER SHOULD OCCUR FIRST. MOTION PASSED UNANIMOUSLY. POLICE DEPARTMENT BUSINESS Staffing Update Chief Villa reported that the Department is fully staffed, there is one entry -level candidate in background, and they look forward to bringing on a second entry -level officer on June 1'. Both hires will fulfill the COPS grant requirement, and their hiring will backfill the officer positions vacated with the formation of the Community Engagement Team. GENERAL BUSINESS Open Public Meetings Act training The Examiner shared a training, via video, regarding Washington State's Open Public Meetings Act.
