MINUTES
REGULAR MEETING
CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:04 p.m. and led the
audience in the Pledge of Allegiance.
ROLL CALL
Dana Almberg, Administrative Support Technician, called the roll of the Council. Present were
Councilmembers Dennis Robertson, Verna Seal, Joe Duffie, Kathy Hougardy, De'Sean Quinn, Kate
Kruller, Thomas McLeod.
CITY OFFICIALS
Allan Ekberg, Mayor; David Cline, City Administrator; Rachel Turpin, City Attorney; Bruce Linton, Deputy
Police Chief; Chris Flores, Interim Fire Chief; Bob Giberson, Public Works Director; David Sorensen,

SPECIAL PRESENTATIONS
Recognize the "Tukwila, City of Opportunity Scholarship" recipients. Cheryl Thompson, Executive
Assistant, Mayor's Office
Cheryl Thompson from the Mayor's Office introduced Jenny Standard, Career Counselor at Foster High
School, and the recipients of the "Tukwila, City of Opportunity Scholarships." The following Foster High
School students were awarded scholarships.

• Ignacio Martinez Avila (not present at the meeting)
• Mercy Nuam
• Ehler Tha Win
The students each expressed appreciation for the scholarships and provided an update on their
educational plans for the future.
The Mayor and Councilmembers thanked the students for coming in and hoped to hear back from them in
the future as to their career plans.
CITIZEN COMMENTS
David Della with Waste Management, the City's solid waste handler, thanked Tukwila for the positive
partnership. He said this Friday, June 10, 2016 is the curbside collection event. Citizens can put
additional items at their curbs for pick -up. Bulkier items such as appliances will also be picked up. He
explained that since those items require a special truck, he asked that citizens call 206 - 505 -9169 if they
have bulky items for pickup. Additionally, Mr. Della relayed that Waste Management also offers
scholarships to Tukwila students.

Mayor Ekberg said consideration had been given to reinstating the dump pass program, and upon review
it turned out to be cost prohibitive. Staff turned to Waste Management for a solution, and the curbside
event was instituted. He thanked Mr. Della and Waste Management for their collaboration with the City.
CONSENT AGENDA
a. Approval of Minutes: 5/16/16 (Regular)
b. Approval of Vouchers:
May 23, 2016: #372191 - 372237; #160503 in the amount of $547,489.03
June 6, 2016: #372238 - 372320; #160400, #160504- 160505; #160601 in the amount of $2,237,831.31
c. Authorize the Mayor to sign Amendment No. 2 to contract #14 -203 with B -Force Protection for park
security services in the amount of $11,100. (The amendment will increase the total contract not -to-
exceed amount to $44,400.)

MOVED BY DUFFIE, SECONDED BY KRULLER THAT THE CONSENT AGENDA BE APPROVED AS
SUBMITTED. MOTION CARRIED 7 -0.
UNFINISHED BUSINESS
a. Authorize the Mayor to sign the final settlement change order (change orders #7 through #13)
to contract #14 -078 with James W. Fowler Co. in the amount of $425,870.34; accept as complete
the East Marginal Way South Storm Pipe Replacement Project; authorize release of retainage
subject to the standard claim and lien release procedures (final cost of project: $2,552,955.83).
MOVED BY HOUGARDY, SECONDED BY KRULLER TO AUTHORIZE THE MAYOR TO SIGN THE
FINAL SETTLEMENT CHANGE ORDER (CHANGE ORDERS #7 THROUGH #13) TO CONTRACT #14-
078 WITH JAMES W. FOWLER CO. IN THE AMOUNT OF $425,870.34; ACCEPT AS COMPLETE THE
EAST MARGINAL WAY SOUTH STORM PIPE REPLACEMENT PROJECT; AUTHORIZE RELEASE
OF RETAINAGE SUBJECT TO THE STANDARD CLAIM AND LIEN RELEASE PROCEDURES (FINAL
COST OF PROJECT: $2,552,955.83).*
Bob Giberson, Public Works Director, explained that this project started in July 2014 to repair a failing
storm drainage system along East Marginal Way South between South 130th Street and the Green River.
The contractor encountered unforeseen conditions to include buried rocks and trees as well as utility
conflicts with several third party utilities. While the project had a 10% contingency, a lesson learned is
that a 15% contingency or higher would have been more appropriate.
The final negotiations over remaining disputed items continued for several months and were not
concluded until early 2016. The final settlement change order has been signed by the contractor and
represents full and final payment for all outstanding obligations and includes a release of claims. In order
to process the final change order and payment, it is necessary to encumber additional funds. Once
approval of this proposed settlement has been obtained, the City will seek reimbursement from the third
party utilities for impacts to the project caused by their facilities.
Councilmember Hougardy inquired about the higher contingency amount. Mr. Giberson explained that
the contingency is between 10 -20% based on known risk and complications. It has become clear that
projects in this corridor are candidates for a higher contingency due to the many third party utilities and
fiber optic companies in the area. Additionally, it has become clear that "as- built" drawings are not always
up -to -date.
Councilmember Quinn asked if practices have been put into place to mitigate issues associated with
bedrock, outdated as- builts, and other potential conditions that could impact a project. Mr. Giberson
responded in the affirmative.

b. Potential decision on the public safety bond proposal.
Councilmember Seal expressed that the Finance and Safety Committee has spent many meetings
discussing this topic. She thanked the Facilities and RFA Committees for their work as well. The City
has been working for many years to address the public safety needs of the community.
Prior to this meeting, the Council conducted a workshop and gained consensus to provide staff with
direction as to the details of the public safety plan and to gather input and feedback from residents, the
business community and other stakeholders.
The proposed public safety voter approved bond would include a Justice Center for Police and the Court,
replacement of the 3 Fire Stations #51, #52, and #54, and fully fund fire apparatus and equipment.
Postcards will go out to community members and stakeholders, and open house events will be conducted
to gain essential input. That information will come back to the Council in July for a decision on whether to
proceed with putting the bond measure on the November ballot.
Council consensus existed to provide direction to staff on public outreach for the public safety bond
proposal.
NEW BUSINESS
A resolution changing the name of South 92nd Place to "Phoenix Drive."

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, CHANGING THE NAME OF SOUTH
92ND PLACE TO "PHOENIX DRIVE."
Bruce Kelly, Principal of Raisbeck Aviation High School, conveyed appreciation to the City for renaming
this street, with particular thanks to David Sorensen, Public Works Project Manager, for the expedience in
which he pursued this issue. The response from Mr. Sorensen came within 15 minutes of the original
email that was sent by a student.
Mr. Kelly introduced Zahnae Aquino and Senay Emmanuel, the two students who took the lead in the
effort to re -name the street near the high school. Ms. Aquino relayed that naming the street "Phoenix" is
not only symbolic of hope and prosperity, but it is also the name of the school's mascot. Mr. Emmanuel
expressed that this represents a legacy for the class of 2016 and the school as a whole, and it means a
great deal to the entire student body.
The Mayor and Councilmembers expressed appreciation for this collaboration between the City and
Raisbeck Aviation High School.
MOVED BY DUFFIE, SECONDED BY QUINN THAT THE PROPOSED RESOLUTION BE ADOPTED
AS READ. MOTION CARRIED 7 -0, TO ADOPT RESOLUTION NUMBER 1881.
REPORTS
a. Mayor
Mayor Ekberg attended the Memorial Day event at the Museum of Flight with great guest speakers. He
also attended the Joint City Council /School Board Meeting on May 31, 2016. He reported that the new
Technology Services Director, Joseph Todd, is now on board. The Mayor also attended the Fallen
Firefighters Ceremony for Tukwila Firefighter Mike McCoy, whose flag will fly at the Capitol in Olympia.

He also attended the Spokes for Folks (bike riding) event on Sunday, June 5, 2016, which was sponsored
by SHAG (Senior Housing Assistance Group).
b. City Council
Councilmember Robertson attended the Teens for Tukwila Chat on June 3, 2016.
Councilmember Seal attended the Joint School Board Meeting on May 31, 2016 and the Teens for
Tukwila Chat on June 3, 2016.
Council President Duffie attended the Joint School Board Meeting and Teens for Tukwila Chat.
Councilmember Hougardy attended the recent Highline Forum meeting and is pleased that business is
booming in Burien and Des Moines. She has also had feedback from the Port of Seattle that they provide
scholarship opportunities. She offered the reminder that Friday, June 10, 2016, is the Foster High School
graduation. She also attended the Teens for Tukwila Chat, and stated the Equity and Diversity
Commission has wrapped up their SnackPack Program drive. The Commission will be hosting a table at
the summer kick -off event on June 17.
Councilmember Quinn attended the King County Joint Recommendations Committee on May 26, 2016,
which considers housing options. Renton has a couple of great affordable housing projects in the works.
He talked to the committee about South County needs due to aging homes in the region. On June 3,
2016 he attended an event in Allentown regarding "Rebuilding Seattle." He also attended the Teens for
Tukwila Chat. Mr. Quinn reported that on May 25, 2016, he was appointed to the Governor's Joint
Legislative Taskforce on Community Policing Standards. He reported that he will work with Tukwila
Police personnel to consider items relevant to the task force.
Councilmember Kruller attended a Budget 101 open house sponsored by Tukwila staff on May 24, 2016.
She attended 3 events at the Museum of Flight over the Memorial Day weekend to include the Boeing
Centennial Event, Above and Beyond Exhibition Preview, and the Memorial Day observance. She also
attended the SCA (Sound Cities Association) networking dinner on June 1, 2016, where Congressman
Dave Reichert and Tukwila Police Chief Villa were presenters. As Chair of the Regional Law, Safety and
Justice Committee, she participated in the May 26 meeting. She also attended the Firefighters Memorial
event for Tukwila Firefighter Mike McCoy. She participated in the Teens for Tukwila Chat on June 3 and
the Spokes for Folks event on June 4 that was sponsored by SHAG. She provided the phone number for
those interested in living in SHAG housing in the future Tukwila Village: 1- 888 - 450 -SHAG. She also
attended the Puget Sound Regional Council (PSRC) Transportation Policy Board meeting on June 9.
This is the time period when agencies begin sending their projects through the process to acquire
funding.
Councilmember McLeod attended the SCA networking dinner on June 1, 2016, where the Port of Seattle
provided information about the scholarships they award to cities. They want to engage the 39 non -
Seattle cities by offering scholarships for business start -up and business development. On June 4 he
attended the Spokes for Folks event and represented the Council in the 25 -mile bike ride. He will be
hosting the Council Chat at the Corner Bakery on June 11, 2016 from 10:00 a.m. -Noon.
c. Staff
David Cline, City Administrator, referenced the City Administrator (CA) Report in the packet and offered to
answer any questions.
Councilmember Robertson referenced page 48 of the report as it relates to the Desimone Levee and a
number of plants, top soil and coir mats being washed away or damaged due to high river flows last year.
He inquired about whether that was a Tukwila or City of Kent project. Mr. Cline said he would get back to
the Council on this as the Army Corps of Engineers was also involved. Councilmember Robertson
relayed that high river flows are going to continue, and the river in Tukwila is affected by sea level rise.
The University of Washington has reported that what used to be called 100 -year storms" will occur every
15 years.

Councilmember Hougardy referenced the portion of the report on page 48 as it relates to the "Safe Routes
to Schools" application to the Washington State Department of Transportation to widen the sidewalk on
the South 1441h Street Bridge over 1 -5. She thanked staff for submitting the application.
Councilmember McLeod referenced the portion of the report on page 47 as it relates to the Affordable
Housing Press Conference. The King County Housing Authority's Triple A credit rating is being used by
the City of SeaTac for affordable housing. He inquired as to whether that can be taken advantage of for
Tukwila units. Mr. Cline said he would provide further information on this topic.
Mayor Ekberg said the King County Housing Authority has some units in Tukwila near the Light Rail
Station that are newer, and the funding is for lesser conditioned facilities.
Councilmember Quinn said there are none at this time, and if Tukwila proceeds appropriately, there will
be some units to take advantage of that Triple A bond rating.
