Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:02 p.m. and led the
audience in the Pledge ofAllegiance.

PROCLAMATIONS
A proclamation for the Boeing Centennial.
Mayor Ekberg read a proclamation declaring July 15, 2016 as "The Boeing Company Centennial Day"
and recognizing that the Boeing Company contributes significantly to the Tukwila community in the areas
of education, health and human anmimay, arts and nu|tuna, environment' and civic engagement.
Jesse Uman, Senior Manager of Government Relations, accepted the proclamation on behalf of the
Boeing Company.
SPECIAL PRESENTATIONS
a. New employee introductions.
Department of Community Development:
Rose Warren, Lead Transportation Outreach Coordinator
Jack Pace, Community Development Director, introduced Ms. Warren to the City Council. Mu. Warren
has a Master's Degree and also has experience working with diverse populations.

Kia Velarde, Code Enforcement Administrative Support Technician
Mr. Pace introduced Kia Velarde to the City Council. Ms. Velarde has a degree in Communications and
is also working toward a degree in Graphics and Information Technology.
Parks & Recreation Department:
Jenny Morgan, Administrative Support Technician
Rick Still, Parks and Recreation Director, introduced Jenny Morgan to the City Council. After graduating
from college Ms. Morgan worked at 2 colleges. Additionally, she plays 15 different instruments and
brings great energy to the office.
Police Department:
Rahwa Zerai, Patrol Administrative Assistant
Mike Villa, Police Chief, introduced Rahwa Zerai to the City Council. Ms. Zerai was born in Eritrea and
migrated to Seattle with her family in 1993. She graduated from Washington State University with a
Bachelor's Degree and worked previously for the Washington State Pharmacy Association.
Abigail Smith, Records Specialist
Leon Richardson, Police Records Manager, introduced Abigail Smith to the City Council. Ms. Smith has
a Master's Degree in Criminal Justice and a Certificate in Crime Analysis.
Public Works Department:
Cheryl Fuller, Lead Custodian, Facilities
Bob Giberson, Public Works Director, introduced Cheryl Fuller to the City Council. Ms. Fuller attended
Highline and Tacoma Community colleges and worked previously at Valley Hospital, Camp Murray and
Madigan Army Medical Center.
Jeff Heglund, Sewer and Surface Water Superintendent
Mr. Giberson introduced Jeff Heglund to the City Council. Mr. Heglund worked previously for the cities of
Burien, University Place, Renton, and Federal Way. He was the Surface Water Foreman in Burien.
Joshua Allen, Maintenance and Operations Specialist, Water Department
Mr. Giberson introduced Joshua Allen to the City Council. Mr. Allen worked previously for the City of
Covington.
The Mayor and City Councilmembers welcomed the new employees to the City of Tukwila.
b. State of the Municipal Court. Judge Kimberly A. Walden.
Kimberly Walden, Municipal Court Judge, utilized an electronic presentation to provide the 2015 -2016
State of the Tukwila Municipal Court, with key points as follows:
Mission: Providing the community with a fair, efficient, and accessible venue for the timely
resolution of alleged law violations in an atmosphere of mutual respect and dignity for all
employees and customers. The Court is dedicated to our partnership with the City of Tukwila in
enhancing the quality of life and safety of our community.
Court employee of the Year: Mindy Breiner, Probation Officer
Ms. Breiner is the Facilitator /Lead Instructor for the State -wide Probation Academy and designed
the curriculum for the program.

Judge Walden credited the entire court team and Court Administrator Trish Kinlow for their collaboration
and innovation. She also thanked the Mayor and City Council for the opportunity to serve the City of
Tukwila.
The Councilmembers expressed the following comments regarding the presentation: Appreciation for the
junior mock trials; Excitement for the ongoing improvements and out -of the -box thinking; Recognition of
the holistic, approach toward restorative justice; and Acknowledgement of the leadership style that has
resulted in many successes.
Mayor Ekberg thanked Judge Walden for the excellent presentation and superb work for the City.

c. 2016 lodging tax funding applications:
1. Authorize approval of the application from the City of Tukwila for cost reimbursement associated with
the Lodging Tax Fund in the amount of $40,500 (to be paid from Lodging Tax Funds). [This request was
approved at the March 4, 2016 Lodging Tax Advisory Committee meeting.]
MOVED BY SEAL, SECONDED BY DUFFIE TO AUTHORIZE APPROVAL OF THE APPLICATION
FROM THE CITY OF TUKWILA FOR COST REIMBURSEMENT ASSOCIATED WITH THE LODGING
TAX FUND IN THE AMOUNT OF $40,500 (TO BE PAID FROM LODGING TAX FUNDS).

2. Authorize approval of the application from Seattle Southside Regional Tourism Authority (SSRTA) in
the amount of $337,500 (to be paid from Lodging Tax Funds) for marketing, sales and business services

from Lodging Tax Funds) to be used to support high profile events at the Museum of Flight. [This request
was approved at the May 25, 2016 Lodging Tax Advisory Committee meeting.]
MOVED BY SEAL, SECONDED BY MCLEOD TO AUTHORIZE APPROVAL OF THE APPLICATION
FROM THE MUSEUM OF FLIGHT IN THE AMOUNT OF $35,000 (TO BE PAID FROM LODGING TAX
FUNDS) TO BE USED TO SUPPORT HIGH PROFILE EVENTS AT THE MUSEUM OF FLIGHT.
MOTION CARRIED 6 -0.
4. Authorize approval of the application from Starfire Sports in the amount of $25,000 (to be paid from
Lodging Tax Funds) to be used for promotion and facilitation of leagues, events and tournaments. [This
request was approved at the May 25, 2016 Lodging Tax Advisory Committee meeting.]

FROM STARFIRE SPORTS IN THE AMOUNT OF $25,000 (TO BE PAID FROM LODGING TAX
FUNDS) TO BE USED FOR PROMOTION AND FACILITATION OF LEAGUES, EVENTS AND

5. Authorize approval of the application from the City of Tukwila for cost reimbursement in the amount of
$90,000 (to be paid from Lodging Tax Funds) to be used for research and organization of a day
marketing campaign for the City of Tukwila. [This request was approved at the May 25, 2016 Lodging
Tax Advisory Committee meeting.]

a. Mayor
Mayor Ekberg attended the Aviation Pavilion opening at the Museum of Flight on June 18, 2016
b. City Council
Councilmember Robertson expressed appreciation to Public Works crews for handling an issue on South
160th St., where water was coming off the hillside onto the sidewalk and across the road, causing slippery,
unsafe conditions. The area was dug out, cleaned and filled with gravel to alleviate the problems.
Councilmember Seal relayed that the Finance and Safety Committee meetings will be conducted back at
City Hall at 5:30 p.m. (every other Tuesday). A couple of the meetings had been held at the Fire Station,
and she wanted to ward off any future confusion.
Councilrnember Quinn attended the recent Cascade View Kids Festival — an amazing event. Mr. Quinn
reported that he was in Bostcn most of the prior week due to being chosen to be a member of the Young
American Leaders Program. He spent 4 days at the Harvard Business School learning about U.S.
competitiveness and creative practices. He was part of a 10- member team that spanned different sectors
from government, business, non- profit and labor. There were members from Starbucks, Amazon, Vulcan
and Boeing. He had the opportunity to exchange ideas with those from all sectors of the United States,
with a goal of recognizing the need for shared prosperity, with equity and diversity being a top priority.
Mr. Quinn described this experience as being life- changing.

Councilmember Kruller reported that those involved in the SnackPack program, which focuses on
gathering food to send home in the backpacks of students, had a recent spaghetti feed. She credited
Jenny McCoy, Tukwila community member, for her work in spearheading this effort. Ms. Kruller attended
the Aviation Pavilion opening at the Museum of Flight on June 18, 2016. She referenced a recent
incident involving loose dogs that ended up in her yard and were later reunited with their owner. This
incident involved community social media outlets and ended up being an opportunity for community
interaction, collaboration, and healing. Ms. Kruller expressed pleasure at the recent Sounders match at
Fort Dent, where they prevailed 2 -0.

David Cline, City Administrator, referenced the City Administrator (CA) Report in the packet and offered to
answer any questions.

MISCELLANEOUS
Councilmember Seal offered a reminder about the Public Safety Facilities Open House events:

EXECUTIVE SESSION - Collective Bargaining — Pursuant to RCW 42.30.140(4)(a) — 60 minutes
Mayor Ekberg announced that the Council will go into Executive Session to discuss Collective Bargaining
— Pursuant to RCW 42.30.140(4)(a). It will last no more than 60 minutes, and no decisions will be made
during the Executive Session. No action will be required in the Open Meeting after the Executive Session
has concluded.
8:27 p.m. Mayor Ekberg called a 10- minute recess to allow the audience to exit the Council Chambers,
and the Councilmembers entered the Law Library to conduct the Executive Session.
