COMMUNITY AFFAIRS AND PARKS COMMITTEE
Meeting Minutes
June 27, 2016 - 5:30 p.m. - Hazelnut Conference Room, City Hall

CALL TO ORDER: Committee Chair Quinn called the meeting to order at 5:30 p.m.

A. Green Tukwila Update
Ms. Kates gave a presentation to the Committee on the status of the Green Tukwila 20 -Year
Plan, which is about 60% complete. Green Tukwila is a partnership between the City and
Forterra to care for parks and open spaces. The presentation included the goals, timeline, and
objectives in the categories of Field, Community, and Resources. A proposed resolution to
adopt the Green Tukwila Plan will be presented to the Committee on August 8, 2016.

B. Afterschool Programming
Staff updated the Committee on the status of afterschool programming in Tukwila schools for
the 2016 -2017 school year. The School District is working on a new model and would like
Tukwila Parks and Rec to provide recreational programming at the three elementary schools.
The City's funding of $100,000 covered the previous REACH program through June. Costs for
the 2016 -2017 program are unknown at this time, but there is potential that additional funding
will be requested for September through December 2016. The cost of providing no -cost
programmingto 50 kids at each elementary school would be about $128,000 forthe school year.
Chair Quinn asked that if additional budget is requested, the District provide a clear statement
on the value of partnering with the City on recreation so that the investment is clearly
understandable. He would also like City staff to provide information about its capacity for this

C. Housing Work Plan
Committee members and staff reviewed an updated "Housing in Tukwila - Current & Potential
Efforts" matrix which was last before the Committee in April and now includes suggestions for
work items in 2016, 2017 and 2018. The matrix provides a summary of current and potential
housing efforts including governmental programs and funding opportunities. Committee
members asked clarifying questions about items and, in response to staff's proposal to look at
residential lot sizes in 2017, the Committee requested that preliminary work begin this year.
Not only did some Allentown residents approach the Committee about this, but there is
education that needs to be done regarding housing affordability and how this issue relates.
Chair Quinn noted that he will schedule a future Committee discussion on Landscape
Conservation and Local Infrastructure Program (LCLIP) funding opportunities. DISCUSSION
