Project Status Update
ISSUE
The TUC /TOD Pedestrian Improvements are being completed by implementing several
individual projects and segments. Attachment A is a Figure with descriptions of the
various segments. This is an update on the different phases and their progress.
BACKGROUND
A pedestrian and bicycle corridor between the City's urban core and the Tukwila Station
(which serves multiple transit options), along with the break -up of the "super blocks" in
Southcenter has been a long term goal for the City. The cost to complete the project
has necessitated a phased implementation. A number of milestones have recently
occurred on different segments. Attachment B was prepared by King County
Department of Natural Resources (DNR) for design and cost considerations.
DISCUSSION
Baker Boulevard Non - Motorized Improvements and Christensen Road: King County
Parks and Natural Resources Department, who were aware of the City's goals and
desires to improve access into centers and linkages to transit, approached the City with
an offer to provide funding for a portion(s) of the overall project. Attachment B is a
conceptual plan created by King County Parks and Recreation Division. They are
developing an Interagency Agreement that would transfer up to $1 million to Tukwila in
order for the City to complete the design and construction of the Baker Boulevard
segment and construction only of the Christensen Rd segment.
Green River Trail Segment: This segment (from the west bridge connection to
Christensen Road) was removed from the TUC Pedestrian /Bicycle Bridge Project (King
County refers to it as the Green River non - motorized bridge project). No funding source
has been proposed for this trail segment as this work cannot be completed until after
the pedestrian bridge construction has been completed.
TUC Pedestrian /Bicycle Bridge Project: A successful bid was submitted and a contract
was awarded by Council on June 13, 2016. Attachment C is a drawing of the pedestrian
bridge design. Expected completion is 2017.

West Valley Highway Non - Motorized Improvements and Longacres Way: King County
Metro completed and submitted a grant application for PSRC Non - motorized funds
under the title "Access to Transit ". The project has been recommended for approval and
funds may be available as early as 2017. Similar to the Baker and Christensen
segments, the County would pass through the funds to Tukwila to complete design and
construction work on West Valley Hwy and design only for Longacres Way.
FINANCIAL IMPACT
Funding for the separate segments are shown in the "Proposed" 2017 CIP sheets
attached for reference.

Mobility Connections Overall Concept
Mobility Connections Vision
• Mobility Connections are active transportation (bicycle
and pedestrian) connections linking the Regional Trails
System to urban centers, transit centers, civic centers, and
other regionally significant destinations throughout King
County;
• Mobility Connections use streets and other public rights -of
-way to create priority connections;
• Mobility Connections enhance bicycle and pedestrian
access and promote mobility and sustainability; and
• Mobility Connections are created through partnerships
between King County DNRP and local communities, transit
agencies and other public entities.
Mobility Connections Goals
• Ensure safe and direct bicycle and pedestrian connections
from the Regional Trails System to urban communities;
• Extend the benefits of the Regional Trails System to urban
communities;
• Increase mobility and travel options while decreasing the
need for automobile parking and other costly
infrastructure;
• Encourage alternatives to driving, reducing traffic
congestion, and improving air quality;
• Promote physical activity and enhanced health; and
• Encourage economic development and sustainability.

Introduction
Tukwila Mobility Connection Goals
• Provide a dedicated bicycle and pedestrian connection
between the Tukwila Sounder /Amtrak Station and the
Tukwila Urban Transit Center at Southcenter Mall in the
heart of the Tukwila Urban Center;
• Link the Regional Trails System with this connection to
maximize the non motorized mobility between the Tukwila
Urban Center and nearby cities;
• Build upon the nonmotorized mobility benefits the Tukwila
Green River Bridge will bring to the Southcenter area by
extending the project extent outwards; and
• Eliminate the barrier to east -west nonmotorized
movement in this area caused by the presence of West
Valley Highway.
Tukwila Mobility Connection Projects
Project A
• Proposes the rechannelization of Baker Boulevard between
Christensen Road and Andover Park W. to include bicycle
facilities; and
• Proposals are based on street rechannelization designs for
Baker Boulevard received from the City of Tukwila.
Project B
• Proposes a shared use path along West Valley Highway and
Longacres Way between the Tukwila Green River Bridge
project terminus and the Tukwila Sounder /Amtrak Station.

• Added buffer area provides greater shy distance between motor vehicles
and cyclists;
• Provides extra space for cyclists to pass another cyclist without entering
the motor vehicle lane; and
• Added facility width appeals to a wider cross - section of bicycle users.
Bike Boxes
• Increase the visibility of cyclists at intersections by positioning them in
front of motorists;
• Reduce the incidence of "right- hook" conflicts with turning vehicles at the
start of the green light phase; and
• Group cyclists together to facilitate clearing the intersection quickly.
Green Pavement Markings
• In transition areas raises motorists and cyclists awareness of the presence
of these areas of conflict;
• Increases motorist yield behavior at areas of conflict; and

Two -Way Cycle Track
• Dedicates and protects roadway space for cyclists improving safety and
perceived comfort;
• Reduces the risk of "dooring" compared to a conventional bike lane
adjacent to a parking lane;
• Painted buffer area with delineator posts offers a lower -cost solution to
create a physical buffer from traffic;
• More attractive to a wider range of cyclists of all ages and abilities; and
• Resembles a trail -like facility in the street and maintains a closer facility
consistency with the proposed shared use path connection along
Christensen Road.

• No changes to existing curb lines;
• Primary difference between this configuration and previous configuration is the addition of
permanent concrete buffers in place of plastic posts as delineators;
• Concrete buffers provide permanent physical barrier between parked cars and cycle- track;
and
• The additional 2- foot -wide painted barrier on inside edge of concrete barrier acts as a
door zone and effectively widens the width of the cycle track.

PROJECT: Baker Blvd Non - Motorized Improvements Project No. 91610409
Design and construct non - motorized improvements on Baker Blvd from Andover Park West to Christensen Rd,
DESCRIPTION: including bike lanes with a proposed road diet. Projget will also construct previously designed non - motorized
improvement on Crhirstensen Rd from Baker Blvd to the Green River trail.
JUSTIFICATION: Improve non - motorized connections between the Tukwila Transit Center and Tukwila Station.
STATUS: New project for the 2017 - 2022 CIP.
MAINT. IMPACT: Minimal impact, project includes new sidewalk trail and pavement markings.
COMMENT:
Project is a component of the TUC/TOD Pedestrian Improvements. Grant funding by the King County Dept
of Natural Resources and Parks.

PROJECT: West Valley Hwy Non - Motorized Improvements Project No. 91610408
Design and construct new non - motorized facilities on West Valley Highway from Longacres Way to the new TUC
DESCRIPTION: Pedestrian /Bicycle Bridge (approx. 480 ft.). Also included is the design only for new non - motorized facilities on
Longacres Way from West Valley Hwy to Tukwila Station.
JUSTIFICATION Improvements for non - motorized access between the Tukwila Transit Center on Andover Park West and
Tukwila Station off of West Valley Highway.

Minimal additional maintenance for new 12 foot joint -use trail and landscaping.

PROJECT: TUC/TOD Pedestrian Improvements Project No. 90710405
DESCRIPTION: Construct bike /pedestrian connection in phases between the Tukwila Urban Center (TUC) Transit Center
and Tukwila Station in the Southcenter area's Transit Oriented Development (TOD) district.
Connecting the TUC to the Tukwila Longacres Station is needed to increase pedestrian mobility, improve
JUSTIFICATION: access, and support more urban levels of development within walking distance of Tukwila Station. The
connection involves a pedestrian path extending from Baker Blvd via the planned TUC Pedestrian Bridge and a
pedestrian tunnel under the UPRR track embankment. Additional phases will extend the corridor to the mall.
STATUS: See Tukwila Urban Center - Pedestrian /Bicycle Bridge, West Valley Hwy Non - Motorized and Baker Blvd Non-
MAINT. IMPACT:
Motorized CIP pages. Funding shown in beyond is for construction of the UPRR underpass (in 2016 $).
COMMENT: Mitigation listed is $20k from Sound Transit for pedestrian underpass of the UPRR tracks.
