HomeMy WebLinkAboutCivilService 2016-07-05 MinutesJuly 5, 2016 ® ity of Tukwila Allan Ekberg, Mayor Mayor's Office - David Cline, City Administrator The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Steve Wheeler, Ron Johnston and Bruce Paquette. Others in attendance were Police Chief Mike Villa, Deputy Chief Bruce Linton, Interim Fire Chief Chris Flores, Captain Dawn Judkins (IAFF Local #2088 President) and Kim Gilman, Civil Service Examiner. CALL TO ORDER 5:02 p.m. Chair Steve Wheeler called the meeting to order. APPROVAL OF MINUTES The Chair asked if there were any corrections needed for the June 6th Commission Meeting minutes. No corrections were noted. GENERAL BUSINESS Public Safety Plan Deputy Chief Linton utilized a PowerPoint Presentation to share the City's Public Safety Plan. He reported that the aim of the plan is to have seismically sound buildings, with adequate storage, thereby enhancing the service delivered by police, fire, and court personnel. Fire Stations 51, 52, and 54 were prioritized as needing new buildings under the plan. The plan also includes building a new facility that would house Police and Court services. Commissioners asked clarifying questions. Rules Revision The Examiner shared samples from other cities regarding whether the identity of test takers were masked for written civil service tests. Some cities' language mirrored that of Tukwila and other cities made no mention of test taker identity. After some discussion, Commissioners agreed that the language of Rule VIII. Examinations, Section 3 should remain as is. FIRE DEPARTMENT BUSINESS Staffing Update Chief Flores reported that the two personnel on long -term disability had returned to work, but that one Captain remains out on disability. The Department plans to put 3 entry -level firefighters into the Fall Academy and is in the process of backgrounding 3 candidates from the list currently. He noted that the Department is authorized in the budget to have 64 positions plus 2 pipeline positions. Chief Flores reported that the addition of pipeline positions has saved the Fire Department on overtime costs. Normally, it is the City's practice to remove candidates from an eligibility list that decline hiring offers. The Chief reported that the candidate had an employment contract that would not allow start work this summer, but that she would be available in October after her contract ended. He has requested a revision to the Civil Rules to allow for a deferred eligibility for the candidate in order to retain quality candidates. Chief Villa also supported the revision which would allow some flexibility for the hiring Department. Commissioners discussed the request and reviewed the legal opinion submitted by Steve DiJulio of Foster Pepper LLC reporting that this is a common practice within Washington State Cities. Commissioners asked for additional time to review the request, so it will be tabled until the August meeting. POLICE DEPARTMENT BUSINESS Staffing Update Chief Villa reported that there is currently 1 vacant Police Records Specialist position, and 2 vacancies for Police Officer. He noted that Commander Eric Drever is currently attending the FBI Academy and will be away for the next 10 weeks. He noted that with the assignment of Deputy Chief Linton to the Public Safety Plan, his Department is in need of 2 Acting Commanders. Request to Extend a Temporary Commander Assignment Chief Villa requested a 6 month extension to continue Sgt. Devlin in a Temporary Commander assignment. Sgt. Devlin is the only candidate on the existing Commanders' Eligibility List. The extension is needed to continue operations coverage in light of the Public Safety Plan Assignment of Deputy Chief Linton. MOVED BY WHEELER, SECONDED BY PAQUETTE THAT THE REQUEST TO EXTEND THE TEMPORARY APPOINTMENT OF SGT. DEVLIN TO COMMANDER BE APPROVED.
