HomeMy WebLinkAboutCivilService 2016-06-06 MinutesJune 6, 2016 gAllan Ekberg, Mayor It of Tukwila Immoffamm Mayor's Office - David Cline, City Administrator The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Steve Wheeler and Bruce Paquette. Others in attendance were Acting Deputy Chief Rick Mitchell, Interim Fire Chief Chris Flores, Captain Dawn Judkins JAFF Local #2088) and Kim Gilman, Civil Service Examiner. CALL TO ORDER 5:02 p.m. Chair Steve Wheeler called the meeting to order. APPROVAL OF MINUTES The Chair asked if there were any corrections needed for the May 2nd Commission Meeting minutes. No corrections were noted. POLICE DEPARTMENT BUSINESS Staffing Update Acting Deputy Chief Rick Mitchell reported that the Department is fully staffed except for 5 personnel out on light duty due to injury. He noted that 1 entry -level officer will be headed to the Academy July Is' and that there is 1 vacancy in the Police Records division. Deputy Chief Mitchell then informed the Commission that the Department is preparing for a Police Sergeant Promotional test to be held. Commissioner Paquette thanked the Police Department for offering the Citizen's Academy and he shared with those in attendance his positive experience with the program. FIRE DEPARTMENT BUSINESS Staffing Update Chief Flores reported that the Fire Department is fully staffed and that they have 2 pipeline positions open. He reported that the Department plans to conduct Chief's interviews to hire 3 entry - level firefighter candidates soon so that they can start the Academy in the fall. He explained to the Commission that he has been very pleased with the caliber of instruction and results seen from recent firefighters that were trained by the Academy run by the Training Consortium. Chief Flores extended his thanks to the Civil Service Examiner for her work on the multiple testing and recruitment processes that the Fire Department had over the last few months. Certification of Entry Firefighter The Civil Service Examiner presented a ranked list of 17 names for the position of Entry -Level Firefighter. She explained the process for sorting 15 months worth of written test scores from PST from Tukwila City Hall • 6200 Southcenter Boulevard . Tukwila, WA 98188 . 2'06 -433 -1800 • Website: TukwilaWA.gov highest to lowest, and then inviting the top scorers to apply. The Examiner noted that a career in the fire service remains popular and that 20 applications had been received within 24 hours of the position being posted. Captain Judkins, President of IAFF Local #2088, asked if future recruitments could allow more time to apply. The Examiner replied that the City has utilized a "first come, first served" process to schedule oral boards in the past, but that if the Department was willing to extend the number of oral board days more candidates could be seen. MOVED BY PAQUETTE, SECONDED BY WHEELER THAT THE ENTRY -LEVEL FIREFIGHTER ELIGIBILITY LIST BE CERTIFIED. MOTION PASSED UNANIMOUSLY. GENERAL BUSINESS Rules Revisions The Civil Service Examiner presented two current Civil Service Rules along with proposed revisions. She explained that Rule VIII. Examinations, Section 3 Identify of Examinees sought to conceal the identity of those taking competitive written exams from their examiners but noted in practice candidates offer provide their name to Assessors directly in person and in writing despite the best efforts of the Examiner to provide candidate numbers, cover name badges, or in other ways try to conceal the identity of test - takers. Commissioners discussed the need to conceal the identity of test takers in the spirit of Civil Service and merit based hiring practices. They asked the Chief Examiner to present samples of Rules from other jurisdictions on this topic at the next meeting. The Chief Examiner proposed adding the word "e- mail" to Rule VIII. Examinations, Section 5 Notification of Results to recognize the use of e-mail as a tool to distribute test scores and rankings. MOVED BY PAQUETTE, SECONDED BY WHEELER THAT RULE VIII. SECTION 5 INCLUDE THE WORD "E- MAIL" TO RECOGNIZE THE USE OF E -MAIL TO SEND SCORES AND RANKINGS TO CANDIDATES. MOTION PASSED UNANIMOUSLY.
