ANNOUNCEMENT II. BUSINESSAGENDA A. Discussion on Solutions for Litter Control on Tukwila International Boulevard The Tukwila International Boulevard Action Committee (TIBAC) submitted a proposal to the Mayor and City Council to revise business license requirements to require collection and disposal of trash and garbage on the exterior of the business including the adjacent sidewalk. Current city code (as well as the International Maintenance Code) prohibits business owners from accumulating or allowing accumulation of litter on their property other than in approved receptacles. Some cities have code provisions requiring merchants to keep adjacent sidewalks free of litter. Councilmembers, staff and guests discussed the proposal, noting that any new policy must be applicable to all areas of the city. The following key points emerged: • Enacting a provision relating to adjacent sidewalks may be desirable. • Any new policy arising from this discussion must be applicable to all areas of the City as well as enforceable. • The current contract with Waste Management does not include litter solutions, but WM is exploring this service and there maybe future potential. • Education on current or potential law is key, particularly with small business owners. • Certain types of receptacles may be more effective. • There should be consideration of the needs and limitations of small business owners. The Committee asked representatives from TIBAC to provide additional detail on their request, including recommendations on receptacle preference and placement. July 11, 2016 be consulted on the legality of enforcing such prescriptions. Mr. Della indicated that Waste Management may be able to assist with a future educational component. Chair Quinn encouraged Committee members to submit additional questions relating to code enforcement and legal limitations as a follow up to this discussion. DISCUSSION ONLY. III.
