Mayor Rants called the Regular Meeting to order and led the
audience in the Pledge of Allegiance.

DOROTHY DeRODAS.
It was announced that Councilmember Duffle would arrive late.

b. Approval of Vouchers: Nos. 70074 through 70344 in the
amount of $600,624.64
c. Accept as complete Green River trail improvements;
authorize release of retainage.
d. Accept as complete 42nd Avenue South bridge emergency
sheetpile installation; authorize release of retainage.
e. Accept as complete the 1993 overlay pedestrian path
project; authorize release of retainage.
f. Resolution establishing rules and regulations of basic cable
rates.

APPROVE THE CONSENT AGENDA AS SUBMITTED.

Mayor Rants opened the limited public hearing on clarification of
conditions of approval for Foster View PRD subdivision at
8:05 p.m. Rick Beeler, DCD Director, requested a two week
continuance to complete the necessary work on this project.

THE PROPOSED ORDINANCE BE READ BY TITLE ONLY.

City Attorney Linda Cohen read AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
RELATING TO CONTRACTING INDEBTEDNESS;
PROVIDING FOR THE ISSUANCE OF $6,000,000 PAR
VALUE OF LIMITED TAX GENERAL OBLIGATION BONDS,
1994, OF THE CITY FOR GENERAL CITY PURPOSES TO
PROVIDE FUNDS WITH WHICH TO PAY A PART OF THE
COST OF ACQUIRING AND CONSTRUCTING A
COMMUNITY CENTER AND REPLACING FIRE STATION
NO. 53, AND TO PAY COSTS OF ISSUING THOSE BONDS;
FIXING THE DATE, FORM, MATURITIES, INTEREST
RATES, TERMS AND COVENANTS OF THE BONDS;
ESTABLISHING A BOND REDEMPTION FUND; AND
APPROVING THE SALE AND PROVIDING FOR THE
DELIVERY OF THE BONDS TO LEHMAN BROTHERS OF
SEATTLE, WASHINGTON.

Alan Doerschel, Finance Director, reviewed changes to the
document which included corrected interest rate figures and the
insertion of specific dates. The ordinance had been discussed at the
3/14 COW.

APPROVE THE AMENDMENTS TO ORDINANCE NO. 1698
AS SUBMITTED. MOTION CARRIED.

THAT THE PROPOSED ORDINANCE BE READ BY TITLE
ONLY. MOTION CARRIED.
Cohen read AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF TUKWILA, WASHINGTON, AMENDING THE
1994 BUDGET ADOPTED BY ORDINANCE NO. 1681, TO
PROVIDE FOR PROCEEDS OF LIMITED TAX GENERAL
OBLIGATION BONDS, 1994 TO PAY A PART OF THE COST
OF ACQUIRING AND CONSTRUCTING A COMMUNITY
CENTER AND REPLACING FIRE STATION NO. 53;
CREATING THE LIMITED TAX GENERAL OBLIGATION
BOND FUND -201; INCREASING THE EXPENDITURES IN
THE FACILITIES REPLACEMENT FUND -302; AND
ESTABLISHING AN EFFECTIVE DATE.
MOVED BY HERNANDEZ, SECONDED BY MULLET, TO
ADOPT ORDINANCE NO. 1699 AS READ. MOTION
CARRIED.
Councilmember Duffie arrived at 7:11 p.m.
MOVED BY ROBERTSON, SECONDED BY HERNANDEZ,
TO AUTHORIZE THE BUDGET TRANSFER AND THE
MAYOR TO SIGN A CONTRACT WITH THE RCAA FOR THE
SUM OF $15,000 WITH THE TERMS AS GENERALLY
DESCRIBED HERE.*
Council President Mullet suggested that payment be made in two
installments rather than three. Councilmember Robertson
suggested the first installment be made at the end of March and the
second installment be paid six months later.

AUTHORIZE THE MAYOR TO SIGN A NEW TWO YEAR
CONTRACT AGREEMENT WITH U.S. BANK FOR BANKING

Councilmember Robertson asked for an explanation of the
550,000 listed as an "earnings credit" on page 69. Doerschel
explained that was the amount of money that must remain in the
checking account in order to earn the interest that is used to offset
the banking services costs. In order for the City to break even,
approximately $55o,oqo must be maintained as a minimum balance.

City Clerk Jane Cantu explained that according to RCW 35.79.010
it was necessary for a resolution to be prepared in order to set the
public hearing date for a street vacation. Mayor Rants asked that
the item be removed until a resolution could be prepared.

REMOVE ITEM 8b FROM THE AGENDA AND BROUGHT
BACK AT A LATER DATE. MOTION CARRIED
