MINUTES
Council President Mullet called the meeting to order at 7:46 p.m.
following the adjournment of the Regular Meeting.
Mayor Rants introduced discussion on the City's involvement with
the Airport Communities Coalition (ACC) noting that the citizen
comments he had received had been primarily "do not spend money
for fighting the third runway Most of the council favored
continued funding of the ACC, and agreed that citizen input was
critical. Mayor Rants suggested an advisory ballot might be useful
to determine citizens' wishes in this matter. Some Councilmembers
favored this method. Others favored holding public hearings to
gather citizen input. Council requested data regarding the costs of
an advisory ballot. Following a lengthy discussion it was the
consensus of the Council to move this issue forward to the Consent
Agenda at the next Regular Meeting. In addition, the Mayor would
develop a proposal for additional planning staff to analyze the
City's costs of King County and SeaTac airport issues.
Council Analyst Lucy Lauterbach explained that the state
legislature has made the decision to prohibit cities from putting any
more burden on childcare service workers, i.e., the City cannot limit
these businesses based on traffic and noise impacts. The proposed
ordinance requires family childcare service workers to comply with
the City's municipal code and obtain a business license. It would
take the childcare centers out of the home occupation code and
handle them as a separate business. Following discussion, it was
the consensus of the Council to direct DCD to proceed with the
SEPA review and ready the ordinance for adoption.
Seth Kelsey, Childcare Resources, thanked Council for recognizing
the need for family childcare services in the City.
Council discussed their concerns with the current ordinance and
suggested amendments to the PRD chapter which included
adopting a minimum lot size provision for a single famly home lot.
They agreed that the ordinance as currently written, makes it a very

expensive process for both the City and the developer to go
through. Following a lengthy discussion, it was the consensus of
the council that the administration would prepare an interim zoning
ordinance for Council's consideration in the near future.
Fred Sherman, 13715 42nd Ave. So., said he'd like to see
something done immediately before the City is inundated with
massive housing projects.
Pam Carter, 4115 So. 139th St., agreed with Sherman. Carter
expressed her belief that the proposed changes to the PRD would
plug up the holes that currently exist in the City's ordinance.
Using Councilmember Robertson's proposed resolution as a basis
for discussion, Council discussed the Mayor's recommendation to
develop a joint policy that would formalize a format for reports
going to council. John McFarland proposed that he and the council
analyst work together to prepare a standardized format and then
test the format with one of the upcoming land use issues. Council
agreed with McFarland's recommendation.
Mayor Rants announced the promotions of Dave Haynes and Doug
Partlow to the rank of lieutenant in the Police Department.
Councilmember Robertson explained that SKATBD wants Tukwila
to take a stand on RTA's route proposal. He urged the Mayor and
Council to take the following position: 1) the East Marginal route
is strongly preferred and should be looked at again over the Rainier
Valley route; 2) a very strong position that Tukwila's major
concern is the route going down Highway 99 and skipping
Southcenter. The City should state that it would fight the ballot
measure if it shows a route that goes down Highway 99 and doesn't
stop at Southcenter. Council concurred with Robertson's
recommendation. Mayor Rants said he'd sent a letter to the
Executive Directors of RTA and Metro requesting a meeting with
the two of them so that he could see how they will interface with
each other.

Reports (con't) Councilmember Duffle stated he would support the development of
Council a gun buy -back program for the City as well as the initiation of a
curfew for minors.

9:55 p.m.
Regarding the Beaverbend site, Councilmember DeRodas
commented that in her opinion, the Duwamish community would
definitely support the idea of a new fire station at that location.
