PRESENTATIONS King County Solid Waste Division Initiatives • 5 % Rate Increase -First increase in four years • Recycling -Recommend 70% recycling goal and currently at 54 %, added recycling bins to transfer stations • King County Comprehensive Plan -updated every six years, hope for DOE approval in 2018 II. BUSINESSAGENDA A. Construction Management Consultant Selection & Agreement: Andover Park East Water and Sewer Replacement Staff is seeking Council approval for a construction management contractwith AECOM Technical Services in the amount of $532,893.84 for the Andover Park East Water and Sewer Replacement Project. This contract includes field engineering and inspection for the water and sewer main replacement project. UNANIMOUS APPROVAL. FORWARD TO AUGUST 15, 2016 REGULAR CONSENTAGENDA. B. Design Consultant Selection &Agreement: Crvstal SDrines Emergencv Surface Water ReDair Staff is seeking Council approval for a consultant design contract with KPG, Inc. in the amount of $59,979.68 for the Crystal Springs Emergency Surface Water Repair. The surface water emergency was declared on 7/31/16 and Resolution No. 1886 was approved by Council on 8/1/16. This design contract will complete the design and permitting in a timely manner to allow for the project to be advertised for construction later this year. Funding is from the 2016 Small Drainage Program as the one bid was rejected as it was over the budget. UNANIMOUS APPROVAL. FORWARD TO AUGUST 15, 2016 REGULAR CONSENT AGENDA. C. Resolution: Grant ADDlication for the Riverton Creek HaD Gate Removal Proiect Staff is seeking Council approval of a resolution that authorizes City staff to formally apply for a State of Washington's Recreation and Conservation Office (RCO) grantforthe Riverton Creek Flap Gate Removal Project. The State's grant match is 15 %, or $82,660 and City surface water funds are currently budgeted at $290,000. UNANIMOUS APPROVAL. FORWARD TO AUGUST 15, 2016 REGULAR CONSENT AGENDA. Relief Program — • Must be at least 62 years of age or disabled. Rebates of Taxes and • Disposable income from all sources must not exceed Surcharge Fees on $32,000 per household. Electricity — for • Must be a Puget Sound Energy or Seattle City Light Seattle City Light or customer. Puget Sound Energy Required information (due by June 30th of each year): • Must complete application and notarized supplemental affidavit at the Finance Dept, City Hall. • Must provide copy of income tax return for the utility tax relief year applying for. • Provide copy of applicant's Puget Sound Energy or Seattle City Light 12/31/xx end of year billing statement as verification of customer account status. Payment process: Those applicants determined to be eligible will receive a rebate check from the City based on the actual taxes and surcharges paid for the relief year. Seattle City Light's Contact Seattle City Light Discount Note: Seattle City Light's energy energy discount discount program is different from program Tukwila's Utility Tax Relief Program. Any questions /inquiries regarding the SCL energy discount program can be directed to Seattle City Light. Property Tax Seniors and disabled on limited incomes. King County offers two types of tax relief If you are a senior citizen or disabled, you may qualify for a property tax reduction /exemption if: • you have a total annual income of $40,000 or less • you own and occupy a house, mobile home, condo or co- op as principle residence as of December 31 of the year prior to the year of application • you are 61 years of age or older • you are retired because of physical disability or • you are a widow or widower at least 57 years of age, whose spouse had an exemption at the time of death If you are a senior citizen or disabled you qualify for a deferral if: • you have a combined disposable income of $45,000 or less • you own and occupy a house, mobile home, condo or co- op as principle residence as of December 31 of the year prior to the year of application • you are at least 60 years old when you file or • you are retired because of a disability To apply for a property tax deduction for seniors /disa bled, .Il,ii,.16 JV .�a 'e. Highline Water • Age: 61 or older or permanently disabled; and 35% Discount applied only on base • Household income less than $35,000 per year rate WD 125/Valley View N/A N/A No Discount Program offered Sewer Puget Sound In partnership with local agencies , PSE offers two programs to Payment Energy — Lifeline or assist low income households: assistance Weatherization 1. Home Energy Lifeline Program — HELP Assistance 2. Weatherization Assistance Program The local agencies manage the discount program and provide bill - payment assistance up to $2,000 per year. The Multi- Service Center (for South King County) in Kent — 253- 854 -4406 serves Tukwila residents.
