BUSINESSAGENDA Acting Chair McLeod asked for consensus to consider the Parks and Recreation Work Plan update as the first item of business. A. 2016 Parks and Recreation Work Plan Update Staff updated the Committee on the mid -year progress of the Parks and Recreation Department 2016 Work Plan. The briefing included details on focus areas, project implementation, program access, health promotion, operations, business engagement, and performance enhancement. INFORMATION ONLY. B. Washington State Housing Finance Commission ( WSHFC) Briefing Rich Zwicker, Senior Policy Analyst with the Washington State Housing Finance Commission, provided the Committee with an overview of the Commission and its programs. The Commission is a "publicly accountable, self - supporting team, dedicated to increasing housing access and affordability and to expandingthe availability of quality community services for the people in Washington." WSHFC offers programs to support homebuyers, nonprofits, farmers /ranchers, and affordable housing developers. Specific recommendations to Tukwila include partnerships with advocacy groups, demanding high quality projects, waiving certain development fees, and consideration of a future housing levy. Housing is affordable when one pays no more than 30% of their income on housing costs, and education on that point is key for elected officials as well as community members. Ms. Boyd of Bellwether Housing noted that there are great opportunities in Tukwila to leverage County funds to improve existing properties while keeping rents low. DISCUSSION ONLY. Landscape Conservation and Local Infrastructure Program (LCLIP) Discussion Nick Bratton, Policy Directorwith Forterra, briefed the Committee on the LCLIP program, which offers cities access to a portion of the County's property tax revenue from new development in return for acceptance of development rights transferred from regional farms and forests. Proceeds from the County's tax revenue can only be used for capital improvements. The Council received the findings of a Feasibility Analysis in 2015, which recommended the City accept the maximum (405) TDR credits from the County and use the multifamily tax exemption as an incentive for developers. Forterra recommends that the City gain direction from the full Council to formally notify the County of interest and then develop an implementing ordinance. Committee members asked clarifying questions and requested that staff return to Committee with a response to the Forterra presentation. RETURN TO COMMITTEE. D. Foster Golf Links 2017 -2018 Budget Staff provided a brief overview of the proposed 2017 -2018 budget for Foster Golf Links, highlighting the new requirements of the Governmental Accounting Standards Board (GASB) to increase visibility of support for pension commitments. The proposed 2017 -2018 Foster Golf Links Budget will return to Committee for additional review. RETURN TO COMMITTEE. III.
