Residence. Attached are the drawings for °as built" floor plan, basement. The owner requested that your office understands his views and likes with reference to the cabinets which he requested as his bar and family entertainment center. He does all his canning in this planned area and children play area. He has many bottles he has saved thru the years that are suitable to display on top of the cabinets and party favors inside same. cabinet. Your view is that this looks like a kitchen rather than a bar. Looks are not the same to each individual and utility of the owner should be the guiding light and not wording in some possibility. Anyone owning a basement rambler has a door out to the yard and could conceivably convert to other uses. This house was built to satisfy his needs and requests leaving what he likes as a bar - ellteertainment are remain with the following exception, which he can live with. Adding the washer and stove was an afterthought ana is not necessary for his full enjoyment of the facilities. He is willing to abide with your regulations by removing the washer and stove and adjust the space to other uses which will be done immediately, which . is what really makes a kitchen, and not the other items which are standard acceptable items in adjoining areas outside of Tukwilla. Building Permit No. 2553 Dear Mr. Skya: Thank you again for the as -built basement floor plan submitted January 18, 1984. While the plan did not include electrical and plumbing, the Planning Director was able to review the plan. His determinations is the basement is a "dwelling unit" containing "complete housekeeping facilities" (Section 18.06.25, Tukwila Municipal Code). Therefore, the following.must be completely removed from the basement: 1. Garbage disposal. 2. Dishwasher. 3. Oven hood. 4. 220 volt wiring and conduit the full distance to the electrical service box. . 5. 120 volt wiring to the garbage disposal. Once the above are removed, please call the Building Official at 433 -1849 for an inspection. We will do all we can to expedite an occupancy permit. On January 17, 1984, I inspected the property with you and confirmed our earlier conversations. The basement contains "complete housekeeping facilities" and therefore constitutes a "dwelling unit" per Section 18.06.250, Tukwila Municipal Code. Specifically present are three bedrooms, a bathroom, a utility room, a living /recreation room, separate exterior entry, a dining area, and a kitchen. Since the residence main floor also is a dwelling unit, two dwelling units exist, thereby violating the single family zoning limitation of one dwelling unit per lot. The building permit specifically was approved for one dwelling unit. In order to resolve this issue please submit as soon as possible the "as- built" drawings requested earlier by the Building Official, including complete electrical and plumbing layouts. This plan is approved per the following comment: 1. Domestic Water Meter - A 3/4" water meter service from the main to and including the water meter is provided by the Tukwila Water Department. The permit fee for installation of this water meter is $625.00(for each water meter A special connection charge above and beyond the $625.00 shall be provided by the owner for each lot as part of the permit fee. Forty -eight hours prior to issuance of this permit the property owner shall call Phillip Fraser at 433 -1856 and request the calculation per the RCW for the special connection permit cost. 2. Sanitary Side Sewer - Each property shall receive its own sanitary side sewer permit. The sanitary side sewers shall be provided a minimum of 36" in depth throughout in Class "B" bedding. Cleanouts shall be pro- vided at the following locations: a) just beyond the house structure; b) just prior to the connect of the existing main; and, c) at the vertical/ horizontal bends and junctions. Special connection charges for the sanitary sewer connections are waived for both properties due to prior contribu- tions to the original development in the construction of public sewer mains adjacent to the sites by LID. Sanitary side sewer shall be air or water tested with a City Inspector present per APWA requirements. Attached is the easement for the sanitary side sewer serving 14258 -53rd Avenue South and traversing across 14258- 53rd Avenue South for the purposes of achieving the minimum 2% grade necessary. This easement is recorded in the county of King under record- ing #8307050689 and is recorded this 5th day of July, 1983. Storm Drainage Permit - Storm drainage shall be provided per the design and no deviation shall be allowed. It is anticipated by the retention ponds at the back of the properties that all storm drain- age to a ten -year flow will be accomodated. Storm drain pipes shall be provided with a minimum of 12" cover and piping shall be a minimum of 16 -gauge metal, either corrugated steel or galvenized with Treatment Coating (WSDOT) or aluminum. A cleanout shall be provided at all bends and junctions and at the point the pipe leaves the structure. A minimum of % grade throughout shall be provided and the pipe shall be in Class "B" bedding throughout. Permit fee for each site drainage permit is $25.00. 5. Water Irrigation Permit - If appropriate, the development shall pro- vide six (6) sets of plans to be reviewed and approved by the Public Works Department for the water landscape irrigation sprinklers prior to con- struction of this utility.
