HomeMy WebLinkAbout1994-04-18 Regular MinutesApril 18, 1994 7:00 p.m. OFFICIALS CITIZEN COMMENTS TUKWILA CITY COUNCIL REGULAR MEETING MINUTES CALL TO ORDER Mayor Rants called the Regular Meeting to order and led the audience in the Pledge of Allegiance. ROLL CALL JOE DUFFLE; STEVE MULLET, Council President; DENNIS ROBERTSON; JOYCE CRAFT; DOROTHY DeRODAS. SPECIAL PRESENTATION The following new employees were introduced to Council: *Randy Berg, Project Coordinator, Mayor's Office *Robin Ray, Court Clerk, Admin. Services *Marco Kronen, Firefighter, Fire Dept. *Wendy Butterworth, Special Services, Police Dept. *Tom Topolinski, Recreation programmer, Parks Recreation Tukwila City Hall Council Chambers MOVED BY DUFFIE, SECONDED BY MULLET, TO EXCUSE COUNCILMEMBER HERNANDEZ. MOTION CARRIED JOHN McFARLAND, City Administrator; LINDA COHEN, City Attorney; LYNN DEVOIR, Recreation Superintendent; ALAN DOERSCHEL, Finance Director; TOM KEEFE, Fire Chief; RON WALDNER, Chief of Police: DON WILLIAMS, Parks Recreation Director; LUCY LAUTERBACH, Council Analyst. Doug Buffet, 16045 48th Ave. So., commented that the retaining walls east of 51st have been repeatedly damaged by graffiti. He urged Council to purchase the necessary equipment to repair the damages and do so on a daily basis. Mayor Rants responded that public works crews would be repairing the damage using a new type of non -stick coating that should help keep the graffiti from adhering to the walls/barriers. Councilmember Duffle spoke briefly about the need for teen programs in the City and asked King Lysen, South Central School District technology teacher to address Council. In support of teen programs, Lysen asked Council to consider the possibility of expanding the Parks and Recreation funds to include a shops function after school or in the evenings for boys and girls and their fathers. Lysen offered his services one night per week at no charge if something could be worked out. Tukwila City Council Regular Meeting April 18, 1994 Page 2 Citizens Comments (con't) CONSENT AGENDA NEW BUSINESS Res. #1296 Approving CDBG Program Policies for 1994 Mayor Rants responded that the Parks and Rec department are currently auditing the City's teen programs. He suggested Mr. King talk with Don Williams, Parks Rec Director, regarding his shops proposal. a. Approval of Voucher: Nos. 70566 through 70819 in the amount of $509,117.25. b. Approval of a two -year funding cycle for Human Services contracts. c. Authorize Mayor to sign 1994 Chamber of Commerce contract. MOVED BY DUFFLE, SECONDED BY CRAFT, TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED. Evelyn Boykan, Human Services Coordinator, explained that King County needs to know whether Council wants to participate in the CDBG program, whether the City wants to use the allotted dollars for public services, how many resources the City wants to put into the Housing Repair Program, and does the City want to use any of the dollars that are allotted for planning and administration. Boykan said the recommendations presented in the packet were discussed in committee; however, that would not preclude Council from making changes to the program as other types of projects are considered. Mayor Rants asked for an update on the current Housing Repair Program. Boykan responded that the applications that use up all the funds have been received; however, the funds are not actually obligated. She explained that after the applications are taken, it is up to the homeowner to go about getting bid for the housing repair and then getting that bid approved. Boykan said that at this point, the funds are not obligated, but the applications are taken. MOVED BY ROBERTSON, SECONDED BY DUFFLE, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. City Attorney Linda Cohen read A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ESTABLISHING GENERAL LOCAL PROGRAM POLICIES FOR PARTICIPATION IN THE 1995 KING COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT CONSORTIUM. MOVED BY ROBERTSON, SECONDED BY DUFFIE, TO APPROVE RESOLUTION NO. 1279 AS READ.* Council discussed the suggested funding allocations as presented. Boykan explained that the housing repair program was for homeowners not landlords. A separate county program is available for low interest or no interest loans for property owners' apartment complexes. Anna Bernhard, 14241 59th Ave. So., stated she supported the housing repair program but was concerned about the number of rental houses in poor condition in the Allentown and Duwamish areas. Bernhard said she had no sympathy for landlords who don't take care of their property. Boykan responded that if a homeowner is a landlord at the same time, they would be able to use the funds. Councilmember Robertson stated that Councilmembers were not sure that they could approve of block grant funds going to absentee landowner /landlords. He asked for a report from King County that would show how many homeowners and how many absentee landlords in Tukwila are using these funds. Boykan said that it appears from the applications she's seen and the particular jobs associated with the approved applications, that homeowners are occupying the homes. Boykan agreed to look into the occupancy requirements and report back to Council. *MOTION CARRIED. MOVED BY ROBERTSON, SECONDED BY DUFFIE, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. Position Private Contract Svs. for Parks Security Formal Application for Conservation Futures Fund REPORTS Mayor Council AMENDING ORDINANCE NO. 1657. SECTIONS 4a.,. 4c., and 5a. TO CHANGE THE FILING OF ADMISSIONS TAX RETURNS AND REMITTANCE DUE DATES AND ANNUAL CERTIFICATE OF REGISTRATION UPDATES; AND ESTABLISHING AN EFFECTIVE DATE. MOVED DUFFIE, SECONDED BY ROBERTSON, THAT ORDINANCE NO. 1700 BE ADOPTED AS READ. MOTION CARRIED MOVED BY ROBERTSON, SECONDED BY EKBERG, TO AUTHORIZE THE BUDGET TRANSFER AS REQUESTED. MOTION CARRIED. Councilmember Ekberg announced that the Duwamish Improvement Club will meet on April 21st Councilmember Craft reported she and Councilmember DeRodas attended an Equity Task Force meeting at Foster High School on April 13th. MOVED BY ROBERTSON, SECONDED BY EKBERG, TO AUTHORIZE THE MAYOR TO APPLY FOR $258,844 REIMBURSEMENT GRANT FROM THE 1993 KING COUNTY CONSERVATION FUTURES PROGRAM. MOTION CARRIED. Mayor Rants announced the RTA Roundtable meeting to be held at Tukwila City Hall at 7 p.m. on April 20th. Councilmember Hernandez reported she attended a worthwhile all day presentation on gang awareness put on by officers from the King County Police Department. Councilmember Robertson reported his attendance at the Tukwila Tomorrow meeting on April 14th and his plans to attend the remaining meetings. Tukwila City Council Regular Meeting April 18, 1994 Page 5 Reports (con't) Mayor Rants introduced City of SeaTac Councilmember Shirley Anderson who was in the audience. Staff MISCELLANEOUS John McFarland reported that last week the City had brokered an agreement between Jackie Dempiere and Water District 125 on the issues of the location of the fire hydrant, the backflow device, etc., that she spoke of to Council on April 4th. However, on Friday Ms. Dempiere received a letter from Water District 125 indicating that a flow analysis at the site demonstrates there only 800 gallons per minute, not the required 1,000 gpm. McFarland said that Dempiere may have to sprinkle the three homes she plans to put on those lots. Councilmember Hernandez announced the Pediatric Infant Care Center (PICC) walkathon would be held on May 7th. Those wishing to contribute or sponsor a walker may contact her. Hernandez also invited Councilmembers to attend the Soroptomist dinner auction on April 23rd. SeaTac Councilmember Terry Anderson invited Mayor Rants, Councilmembers, and John McFarland to attend a Familiarization Tour sponsored by the Chamber of Commerce on May 12th.
