ANNOUNCEMENT II. BUSINESSAGENDA A. Discussion on Foster Golf Links 2017 -2018 Budget Committee members and staff discussed the proposed 2017 -2018 Foster Golf Links Budget, which proposes an increase of .5 FTE. The golf course is operated as an enterprise fund with revenues covering maintenance, pro shop service, and capital. The proposed budget document details 2015 -2016 accomplishments, 2017 -2018 outcome goals, and indicators of success. Councilmembers asked clarifying questions regarding general fund contribution and reimbursement, GASB -68, and unreserved fund balance. Enterprise funds are charged for city services such as HR and Finance. Chair Quinn inquired about the use of reclaimed water on the golf greens. This is a policy decision with around 120K per year impact to the budget. UNANIMOUS APPROVAL. FORWARD TO COMMITTEE OF THE WHOLE. B. Landscaping and Tree Code Update Staff updated the Committee on the proposed work program to revise the landscaping and tree regulations to incorporate new Comprehensive Plan goals and policies as well as recommendations from the Tree and Environment Advisory Committee. The bulk of the work will occur in 2016 and will include public outreach and staff stakeholders as well as a reconvening of the original Advisory Committee. Proposed code revisions are expected to be before the Council in March 2017. UNANIMOUS COMMITTEE APPROVAL. C. Landscape Conservation and Local Infrastructure Program (LCLIP) Discussion As follow up to the July 25, 2016 Committee meeting, DCD staff provided the Committee with a response to the LCLIP proposal given by Forterra. Staff supports the implementation of LCLIP in Tukwila but would like to ensure the timing is right in order to mitigate risk of the City agreeingto assume the full 405 Transfer of Development Rights credits, which are estimated to cost 20 -30K each. If developers do not purchase the TDR credits by certain milestones, the City Community Affairs and Parks Committee Minutes ................................................................... ............................... August 8, 2016 must use general funds or discontinue the program. Staff's position is that the level and type of development that would make LCLIP successful in Tukwila has not yet occurred. Success would also depend on multifamily developments taking advantage of the multifamily tax exemption program, should the City implement one. The proposed arena project would be a great opportunity for LCLIP but its future is uncertain. Staff's recommendation is to reassess LCLIP later when more significant growth is more certain. Development rights in Tukwila are currently very flexible in order to attract projects and developers are not paying extra for these entitlements. These rights and standards would have to be tightened up in order to be used as incentives to sell to developers. Mr. Murphy recommends that the City prepare for implementation so that it is ready to go when the time is right, and suggested preparing an agreement with the County that includes a conditional clause. The Committee asked DCD staff to continue workingwith Forterra and King County on the possibility of implementation in both Southcenter and Tukwila International Boulevard areas. RETURN TO COMMITTEE. III. MISCELLANEOUS Staff updated the Committee on the provision of play space near multifamily properties on S. 146t" St. A consultant has prepared a concept and staff is workingwith the nearby Buddhist Center on a proposed partnership that would integrate improved parking for the Center.
