HomeMy WebLinkAbout1994-05-16 Regular MinutesMay 16„ 1994 7:00 p.m. CALL TO ORDER ROLL CALL OFFICIALS PROCLAMATIONS OF THE MAYOR CITIZEN COMMENTS TUKWILA CITY COUNCIL REGULAR MEETING MINUTES Mayor Rants called the Regular Meeting to order and led the audience in the Pledge of Allegiance. Tukwila City Hall Council Chambers JOE DUFFIE; JOAN HERNANDEZ; STEVE MULLET, Council President; ALLAN EKBERG; JOYCE CRAFT; DOROTHY DeRODAS. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO EXCUSE COUNCILMEMBER ROBERTSON. MOTION CARRIED. JOHN McFARLAND, City Administrator; RICK BEELER, DCD Director; RON CAMERON, City Engineer; ROSS EARNST, Public Works Director; LUCY LAUTERBACH, Council Analyst. Mayor Rants read a Proclamation designating the week of May 15- 21 National Public Works Week and presented it to Ross Earnst, Public Works Director. Earnst introduced members of his staff who were in the audience. Anna Bernhard, 14241 59th S., thanked the City for the opportunity to serve on the Tukwila Tomorrow Committee and praised the staff for their efforts on the project. Bernhard complained of a large advertising banner that hangs from an apartment house near Larry's Market and questioned how long the sign could remain. John McFarland explained that there is no time limit imposed on apartment owners advertising vacancies; however, he would look into current codes regarding size limitations of signs. Bill Mumford, 4235 S. 144th, complained of several people living at property located at 4229 S. 144th. He questioned whether the property was zoned for a single family home or a duplex.. John McFarland said he would investigate and respond to Mumford next week. Tukwila City Council Regular Meeting May 16, 1994 Page 2 CONSENT AGENDA PUBLIC HEARING Interim Zoning for Family Childcare Homes ORD. #1704 a. b. c. d. Approval of Minutes: 4/25/94 (Sp. Mtg.); 5/2/94 Approval of Vouchers: Nos. 71067 through 71342 in the amount of $628,585.10 Authorize Mayor to sign Andover Park W. /Strander Mitigation Agreement with Segale Construction Accept as complete Strander Blvd. at Southcenter Parkway Improvements #93 -077) with M.A. Segale, Inc.; authorize release of retainage. MOVED BY DUFFIE, SECONDED BY EKBERG, TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED. There being no further public comments, the hearing was closed at 7:22 p.m. MOVED BY HERNANDEZ, SECONDED BY EKBERG, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. City Administrator John McFarland read AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ESTABLISHING INTERIM ZONING CODE REGULATIONS TO PERMIT STATE LICENSED FAMILY CHILDCARE HOMES TO OPERATE AS HOME OCCUPATIONS IN THE CITY OF TUKWILA; AMENDING TMC 18.06; AND ESTABLISHING AN EFFECTIVE DATE. Mayor Rants opened the public hearing at 7:19 p.m.. Anna Bernhard commented she was concerned about the number of children allowed in a daycare facility, and the noise and additional traffic that could result from allowing a daycare in a residential area. Mayor Rants responded that the proposed ordinance is in compliance with state regulations which says that the state can override any city's ordinance on the number of children allowed in a daycare. Currently, the state allows 12 children in a daycare facility. Councilmember Hernandez noted that that number includes the provider's children. MOTION Family Childcare Homes CARRIED. Recess 7:24 p.m. Mayor Rants called a 15 minute recess for public viewing of the public works equipment located in the parking lot. OLD BUSINESS Findings Conclusions- Foster View PRD Councilmember Hernandez commented that the interim zoning is in effect for a period of six months. She encouraged people to come forward if they find the facilities are creating an annoyance or increasing traffic in the neighborhoods. Mayor Rants called the meeting back to order at 7:38 p.m. with Councilmembers in attendance as listed above. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO ADOPT THE FINDINGS AND CONCLUSIONS ON THE FOSTER VIEW ESTATES PRD.* Council questioned references to "density bonuses DCD Director Rick Beeler explained that the Findings and Conclusions were based upon the actual wording that Council adopted when they set forth those conditions. Beeler said that based on the overall wording of the decision of Council, staff would come back and re- state for the record and the final (plat approval) what the number of lots are after all requirements of SEPA are met. Discussion continued on the differences between "density bonus "density credit and "density transfer Councilmember Ekberg suggested the need for those terms to be defined in the future. Beeler restated that the Findings and Conclusions were prepared from the record. *MOTION CARRIED. REPORTS Mayor Rants announced that the Tukwila Tomorrow Committee Mayor had completed its work. A get together is scheduled at the Riverside Inn on June 2nd, time to be determined. Rants updated Council on the SCATBD's position on the RCA. Rants read (in part) from a letter addressed to Metro K.C. c lb) Tukwila City Council Regular Meeting May 16, 1994 Page 4 Rep orts (con't) Council ADJOURN TO EXECUTIVE SESSION 8:03 p.m. Councilmember Laing which stated that SCATBD will support reliance on commuter rail as the primary spine to provide access to Seattle. They would like to see east/west connections to that primary spine and not duplicate bus runs up and down the valley but east and west using the commuter rail. SCATBD would also like to see all day commuter rail service with 15 minute peak time. Commuter rail would compliment express bus service from South Seattle to Seattle. Access to the commuter rail spine would be via park and ride and improve feeder services. Relying on a commuter rail as a primary spine would allow additional funds to be allocated to light rail improvements that would meet other south county needs. In addition, SCATBD would recommend evaluation of an extension of the commuter rail system up the eastside, Lake Washington from Renton to Bellevue and north. The letter further stated that Phase I would rely on commuter rail for access to Seattle and would be significantly less costly than developing new light rail. SCATBD recommends that a Phase I option include provisions for light rail to connect SeaTac Airport with the commuter rail spine at Longacres and continue south to Federal Way. Rants said copies of the entire text would distributed to Council. Councilmember Duffle reported he attended meetings at Foster High School regarding student disturbances during the past week. He thanked the Tukwila Police Department for their assistance in keeping the situation under control. Councilmember Ekberg reported he will attend the Duwamish Valley Improvement Club meeting on May 19th as a representative of the Transportation and Utilities Committees on the issue of sewers in the area. MOVED BY DUFFIE, SECONDED BY CRAFT, TO ADJOURN TO EXECUTIVE SESSION FOR 50 MINUTES TO DISCUSS A PERSONNEL ISSUE (30 MIN.) AND A LAND USE ISSUE (20 MIN).
