Mayor Rants called the Special Meeting of the Tukwila City Council to order
and led the audience in the Pledge of Allegiance.

MOVED BY DUFFIE, SECONDED BY ROBERTSON, TO APPROVE
THE CONSENT AGENDA AS SUBMITTED.*
Councilmember Hernandez requested that item "c" be removed for discussion.
Councilmember Duffie requested that Item "b" be removed for discussion.
Mayor Rants suggested both items "c" and "b" be placed under OLD
BUSINESS for discussion.
The Council agreed to correct the federal funds accounting figure on the CAS
form from 445,900.00 to the corrected figure of 45,900.00.

Mullet inquired if the bridge rails were going to be painted prior to installation.
The Mayor responded they would be installed first so they can be painted to
match.

Mayor Rants opened the public hearing at 7:10 p.m.
Ron Cameron, Public Works Department, referred to the site plans while
pointing to the area to be vacated. He said the vacation is in accordance with
the Interurban Ave. plan to vacate Maule and attach additional right -of -way to
Interurban Ave. The site plans also shows a 60 -foot strip of property between
Interurban Avenue and Maule Avenue to be dedicated as public right -of -way
for access to the property located just to the south of G.T. Development.
Cameron continued that the adjourning property owners have been contacted
and they are in agreement with the street vacation.
Ekberg inquired if this issue had been reviewed by a Council subcommittee.
Cameron responded that since this issue is Quasijudicial it can bypass a
committee and be forwarded directly to the Council for a public hearing. The
CAS form was corrected to reflect that a recommendation was not submitted
by a committee.
Mayor Rants commented that G.T. Development is planning on enlarging their
development and will increase their number of employees from 150 to
approximately 300.
Gary Hibma, Representative of G.T. Development, commented that his
company is in full support of the street vacation.
Lawrence Campbell, architect representing Mr. Al Sanft who owns the
property directly south of the G.T. Development site, stated that his client was
in full support of the street vacation.
Mayor Rants closed the public hearing at 7:15 p.m.
Councilmember Robertson asked that the specific area depicting the 60 foot
strip to be vacated be pointed out on the large map that was available at the
meeting.
Cameron did so willingly explaining that the strip is 60 feet wide, and that a
legal description was attached due to the property's varying widths. The
actual footage being dedicated is 9, 982 sq. ft. in exchange for 5,500 sq. ft. of
Maule Avenue.

Mayor Rants opened the public hearing at 7:24 p.m.

Ross Earnst, Public Works Director, explained that the TIP had been before
the Transportation Committee. He said only the new projects and the higher
priority projects are listed to support development presently occurring. Those
projects that are underway or that will be completed by the end of the year
were not placed on the list.
Mullet commented that he would like to see the entire list of projects including
those that were taken off.
Robertson commented that since street projects take up the largest part of the
City budget, he would like to have a chance to discuss all of the projects -the
proposed ones, new ones, those that are currently underway and those that will
be completed this year. A table depicting all of the above including a narrative
description of the seven new project would be helpful in matching and
comparing data. He said if at all possible, he would suggest that a work
session be scheduled for June 6.
Earnst informed the Council of the timeline for adoption of the TIP which is
July 1, 1994
After a lengthy discussion, the Council agreed to forward this issue to the June
6, 1994 Regular Council meeting for further discussion. Staff agreed to
provide a better working document that will include tables of the above data to
aid in the discussion.
Ekberg suggested that a discussion at a future Committee of The Whole be
held on policy issues for pursuing grants.
Earnst suggested this issue be discussed as part of the CIP since a policy
statement is a routine part of the CIP process. The Council agreed.

City Attorney Linda Cohen read an ordinance of the City Council of the City
of Tukwila, Washington, adopting the 1994 Edition of the Standard
Specifications for Road, Bridge, and Municipal Construction as the Code of
the City of Tukwila and repealing Ordinance No. 1596.

The Mayor paid compliments to Doug Micheau for all of his efforts on this
project.
MOVED BY HERNANDEZ, SECONDED BY ROBERTSON, TO
AUTHORIZE THE MAYOR TO SIGN THE COMMUTE TRIP
REDUCTION ACT AGREEMENT. MOTION CARRIED
Robertson requested clarification of the meaning of the words: "City of
Tukwila General Conditions" located in the third paragraph on the first page
of the ordinance.
Earnst explained that Tukwila complies to the State -wide Washington State
Department of Transportation (WSDOT), APWA Specification Book which
includes General Conditions and Specifications. Tukwila uses the general
provisions for cities that either modify or clarify the State's conditions. Earnst
said he will provide a model of a contract to the Council to assist in their
understanding of the general conditions.
Doug Micheau, Public Works, briefed the Council on the Commute Trip
Reduction contracted services between Metro and Tukwila. He stated that last
year (1993) we contracted with Metro for approximately $32,000 worth of
services. They developed program implementation kits, workshops and other
programs go give incentives for carpooling and riding transit. This year we
were presented with a contract proposal which represented approximately 600
more hours for consideration. However, due to some negotiation, a more
reasonable scope was determined. The initial contract proposal suggested by
Metro amounted to nearly $53,000 dollars. After considering services the City
and other employers could provide, the cost was reduced to $30,000.
A brief question and answer period followed with Councilmembers agreeing to
to authorize the Mayor to sign the agreement.
Duffle explained that he did not have a chance to complete his review of all the
vouchers today. He said he will be at City Hall tomorrow to complete this
task.

REPORTS
Hernandez inquired if provisions had been made for pedestrian crossing at
South 180th.
Earnst responded that the existing crosswalk at the signal located at Sperry
and 180th will be utilized.
Robertson asked how long will the detour be in use and suggested that signs
be posted at conspicuous points to give advance notice of construction detours
those who use the trail.
Earnst replied that construction will probably continue through October 1994;
and that appropriate signs will be posted.

Hernandez reported she had recently attended the Tukwila Apartment
Manager Network dinner. She stated that their comments were very positive
for the work that the City is doing in establishing the network connections in
making them aware of the community resources available for the residents.
Other Councilmembers were also present. Hernandez also attended the
Duwamish Valley Improvement Club meeting where Ross Earnst gave a
presentation on the Sewer Proposal System.
Mullet reported that he will take Joyce Craft's place on Utilities Committee so
that Craft can attend the School Board meeting tomorrow night.
Ekberg reported he had recently attended the Southwest King County
Chamber of Commerce open house of their new facility. The occasion was
very well attended.
City Administrator McFarland reported that he had looked into Mr. Bill
Mumford's complaint regarding the property located at 4229 S. 144th.
However, it proved to be more involved than originally thought. Therefore, he
said he will continue to pursue the issue and get back to the Council as soon as
possible.
McFarland also called attention to the Mess family's portraits that decorated
the walls in the Council Chambers, and thanked the Historical Society for their
research. The Mess family were early settlers of the Tukwila area.
