Svs. Agreement with Entranco Engineers (withdrawn from Consent) TUKWILA CITY COUNCIL REGULAR MEETING MINUTES Mayor Rants called the Regular Meeting to order and led the audience in the Pledge of Allegiance. JOE DUFFLE; JOAN HERNANDEZ; STEVE MULLET, Council President; DENNIS ROBERTSON; ALLAN EKBERG; JOYCE CRAFT; DOROTHY DeRODAS. LINDA COHEN, City Attorney; ROSS EARNST, Public Works Director; DON WILLIAMS, Parks Recreation Director; LUCY LAUTERBACH, Council Analyst Mayor Rants called for a moment of silence in honor of the military personnel who lost their lives during the D -Day invasion on June 6, 1944. Shawn Mugford, resident, asked about the status of the property located at 4229 S. 144th Street. Mayor Rants responded that John McFarland would contact Ms. Mugford within the next week. MOVED BY DUFFIE, SECONDED BY ROBERTSON, THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED.* Items 5b and 5c were withdrawn and moved to New Business for discussion at the request of Councilmembers Hernandez and Ekberg respectively. *MOTION CARRIED AS AMENDED. MOVED BY ROBERTSON, SECONDED BY DUFFLE, TO SET A PUBLIC HEARING DATE OF JUNE 20, 1994 FOR THE ORDINANCE EXTENDING THE MORATORIUM ON SPECIFIC DEVELOPMENT ALONG HIGHWAY 99. MOTION CARRIED Councilmember Hernandez questioned the accuracy of the list of attendees noted in the sub committee minutes. Services Agreement with Entranco Engineers Metro Utility Easement Agreement for Allentown Park REPORTS Mayor MOVED BY HERNANDEZ, SECONDED BY EKBERG, TO AUTHORIZE THE MAYOR TO SIGN THE CONSTRUCTION MANAGEMENT SERVICES AGREEMENT WITH ENTRANCO ENGINEERS. MOTION CARRIED MOVED BY ROBERTSON, SECONDED BY DUFFLE, TO APPROVE THE AMENDED UTILITY AGREEMENT WITH METRO. MOTION CARRIED. .,?)4 City Attorney Linda Cohen explained that paragraph number 4 on page 44 of the agreement needed be amended to delete all wording except the first sentence that ends with the word Grantor(s). Ms. Cohen said the original wording allowed too much control by Metro. Mayor Rants reported he attended a meeting at the City of Renton with other Suburban Cities members at which Brian Derdowski, King County, spoke on the topic of customer satisfaction. Derdowski addressed several issues of interest which included police contracts with King County and swimming pools. Rants noted that one issue he would like to see for Tukwila working with King County is an internet for the auditor on tax parcels so that individuals that need the information, i.e., finance and planning departments, are able to access it immediately. Mayor Rants said he felt it very important that kids in this country are taught to swim. The number one leading cause of death of young people is drowning. He has asked Don Williams to check on the costs involved to offer swimming lessons to every fifth grader in the school district. The Mayor said he would address this funding request further during budget time. Rants read a letter from a City resident commending Tukwila Police Department, namely Officers Tom Kilberg and Teresa Marshall, for assistance they rendered to an elderly neighbor who had been the victim of a robbery in his home. Tukwila City Council Regular Meeting June 6, 1994 Page 3 Reports (con't) Councilmember Craft announced that she volunteered to attend the Council Equity Task Force meetings at Showalter Elementary on the first Thursday of each month at 5 p.m. On another topic, Craft asked Council to think about offering some type of transportation to kids who have no way to get to the City's summer recreation programs. Staff EXECUTIVE SESSION 7:49 p.m. 8:22 p.m. 8:52 p.m. Parks Recreation Director Don Williams reported that the City sponsored a teen concert on May 21st at Showalter Elementary School. Foster and Tyee high school students were invited to participate. Approximately 140 teens attended. Williams deemed the event a great success and noted there were very few problems. Linda Cohen reported that Mr. Kim had appealed Council's decision on the Southgate Trailer Park issue. MOVED BY DUFFIE, SECONDED BY EKBERG, TO ADJOURN TO EXECUTIVE SESSION FOR 30 MINUTES TO DISCUSS POSSIBLE LAND ISSUES FOLLOWING A 5 MINUTE BREAK. MOTION CARRIED. Mayor Rants called the meeting back to order with Councilmembers attendance as listed above. MOVED BY ROBERTSON, SECONDED BY EKBERG, TO EXTEND THE EXECUTIVE SESSIONS FOR A PERIOD OF 30 MINUTES.
