HomeMy WebLinkAbout1994-06-27 Special MinutesCALL TO ORDER ROLL CALL DFFICIALS SPECIAL PRESENTATIONS JUNE 27, 1994 7:00 p.m. Councilmember Absent CITIZEN'S COMMENTS TUKWILA CITY COUNCIL SPECIAL MEETING MINUTES Tukwila City Hall Council Chambers Mayor Rants called the Special Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. S'I'EVE MULLET, Council President; JOE DUFFIE, DENNIS ROBERTSON, ALLAN EKBERG, JOYCE CRAFT, DOROTHY DE RODAS. MOVED BY MULLET, SECONDED BY DUFFIE, TO EXCUSE COUNCILMEMBER HERNANDEZ. MOTION CARRIED JOHN MCFARLAND, City Administrator; LINDA COHEN, City Attorney; LUCY LAUERBACH; Council Analyst; ROSS EARNST, Public Works Director; RON CAMERON, City Engineer; RANDY BERG, Projects Manager; RICK BEELER, DCD Director; DON WILLIAMS, Parks Recreation Director. Alan Doerschel introduced new Finance Department employee Shirley Huntington, Accounting Tech I. The Council gave her a warm welcome. Patrick Tong, 5011 South 138th, introduced a petition to the Council to request Washington State Department of Transportation (WSDOT) to extend the 144th Street noise wall to just north of South 138th Street. He asked the City Council and the Mayor to sign the petition to show their support of the petition. Mayor Rants suggested a letter from the Council might be more effective. After a brief discussion the Council agreed to writing a letter to WSDOT in support of extending 144th Street noise wall after they've had a chance to view the area. Mr. Tong wanted good -faith signatures from the Council and Mayor; however, they were not in favor of doing so until a site visit is made. The Council invited Mr. Tong back to next week's Council meeting where a final decision would be made. Joe Eagen, 14438 Military Road South, commented on a long, existing problem with the street between 146th 144th (near the 7 -11 store). He said the traffic coming off of Military heading north, cuts across his property to avoid the stop sign. Additionally, apartment residents have begun to park in that general area which makes it almost impossible to see oncoming traffic. Eagen said it would help matters if the apartments residents parked in the space provided them on the apartment property. The Mayor responded he would have Ron Cameron investigate the area and check into the parking problem. MOVED BY DUFFIE, SECONDED BY MULLET, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED MOVED BY DUFFIE, SECONDED BY CRAFT, TO ADOPT RESOLUTION NO. 1298 AS READ.* *MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY MULLET, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED Attorney Cohen read an ordinance of the City of Tukwila, Washington amending Section 15 of Ordinance #1677 as codified at Tukwila Municipal Code Chapter 8.01.050, regarding criminal penalties, to reflect a change in controlling state law, and declaring an emergency. MOVED BY DUFFLE, SECONDED BY MULLET, TO APPROVE ORDINANCE NO. 1710 AS READ.* City Attorney Cohen read a resolution of the City of Tukwila, Washington, adopting a Six -Year Transportation Improvement Program, and directing the same to be filed with the State Secretary of Transportation and the Transportation Improvement Board. Robertson inquired of the high priority placed on three intersection projects on the list that weren't there before. Earnst explained they are on the list because the Exhibition Center has offered mitigation for improving those three intersections; and also, depending on the outcome of Boeing/Longacres there might be mitigation coming from them. The Council entered a lengthy discussion covering various aspects of the TIP's funding and prioritization. Special Meeting rune 27, 1994 ?age 3 ■ew Business )rd. #1710 regarding criminal ,enalties (Cont'd) Authorize Mayor to accept Andover Park West /Strander 31vd. sidewalk and deceleration ane easement REPORTS nvestment Report for May :994 Mayor :ouncil ;tall Attorney Cohen explained that this amendment reflects the change in state law that requires that municipalities impose the same penalties for the same criminal act. *MOTION CARRIED MOVED BY EKBERG, SECONDED BY DUFFIE, TO AUTHORIZE MAYOR TO ACCEPT ANDOVER PARK WEST /STRANDER BLVD. SIDEWALK AND DECELERATION LANE EASEMENT.* Mullet informed the Council that this issue had gone before the Finance Safety Committee, and they recommend approval. *MOTION CARRIED. 354 Alan Doerschel, Finance Director, presented his Investment Status Report. He stated that a total of $28,549,905 in City Funds invested as of May 31, 1994. Of this total, $22,604,166 is invested in the Washington State Investment Pool and $5,945,739 in a U.S. Treasury Note. The State Investment Pool amount can be reinvested in other securities with no more than one day's notice. It could be described as a "savings account." The State Pool has consistently out performed all other short-term investment opportunities. Doerschel stated that with longer term interest rates rising during the past month, it is time to consider investing our available cash/short term investments in longer term securities. The Mayor stated that prior to preliminary budget discussions he would like to schedule a meeting with the Council to find out their expectations for next year; and to inform them of the current status of the City. Lucy Lauterbach will coordinate the meeting date. The Mayor also reminded the Council of the joint meeting of the Planning Commission/City Council/Tukwila Tomorrow Committee for July 21. Mullet announced he will be absent from the August 1 Council meeting to attend his son's wedding. Robertson reported he had received a call from a neighbor who lives on 46th, looking onto 160th Avenue complaining about bushes that have been planted and are now impeding her view and could also be a hazard. Earnst said he will look into the matter. It was the consensus of the Council to forward this issue the Transportation Committee. Special Meeting Tune 27, 1994 Page 4 Reports (Cont'd) Pacific Highway Revitalization Strategy Plan tDJOURNMENT 3:30 p.m. Rick Beeler, DCD, reported on the Pacific Highway Revitalization Master Plan. He stated that a new planning project for the Pacific Highway Corridor is underway within DCD. To begin, they have scheduled a meeting of the Pacific Highway (99) Task Force on the 27th of June to brief the Council on the existing conditions of the corridor and the expected products of the project. He encouraged confirmation of the project's objectives and comments on the Scope of Work he had provided the them. After a lengthy discussion, councilmembers agreed they would like to be included in the early stages of the draft; review a mid -term draft with appropriate persons present; and the opportunity to sit in on some of the meetings. Basically, the Council said they would like to see the same method used in this process as was used with the Tukwila Tomorrow Committee. Beeler agreed that as the project progresses, information would be funneled to the Council appropriately; and that the final recommendation will come before them for approval or disapproval.
