MINUTES
Mayor Rants called the Regular Meeting to order and led the
audience in the Pledge of Allegiance.

Art Rosengrin, 4022 s. 150th, spoke of his concerns about
fireworks on the 4th of July. He said the noise was so extreme in
his neighborhood it resembled a "war zone Rosengrin supports a
total ban on fireworks in the future.
a) Approval of Minutes: 6/6/94
b) Approval of Vouchers: Nos. 72044 through 72278 in the
amount of #397,331.20
c) Authorize Mayor to sign contract with Richard Carothers
and Associates for the Tukwila vactor waste facility PS &E
in the amount of $44,900
d) Accept as complete the S. 104th Street emergency riverbank
slough repair project with Wayne McCann Trucking and
Excavating in the amount of $44,513.04; authorize release
of retainage.
MOVED BY DUFFLE, SECONDED BY HERNANDEZ, TO
APPROVE THE CONSENT AGENDA AS SUBMITTED.
MOTION CARRIED.
Parks and Recreation Director Don Williams took great pleasure in
introducing the City's Park Pal, "Awesome Possum resplendent in
full costume. "Awesome guardian of Tukwila's parks, will make
his debut at the Tukwila Days celebration at Foster High School on
July 9th.

COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
MODIFYING THE BID AWARD FOR THE EAST MARGINAL
WAY SOUTH AT ASSOCIATED GROCERS RIVERBANK
SLOUGH REPAIR PROJECT AS FOLLOWS: 1) ACCEPT THE
JUNE 23, 1994 WITHDRAWAL OF C.D. CONSTRUCTION
MANAGEMENT, INC., AND RESCIND COUNCIL'S JUNE 20,
1994 BID AWARD; 2) RELEASE BID BOND TO C.D.
CONSTRUCTION WITHOUT PENALTY; 3) AWARD
CONTRACT TO NEXT LOWEST BIDDER.
MOVED BY DUFFIE, SECONDED BY ROBERTSON, THAT
RESOLUTION NO.1299 BE APPROVED AS READ
Council President Mullet asked for assurance that this contractor
would be able to perform the work within the timeframe initially
established. Public Works Director Ross Earnst assured him it
would be.

AWARD A CONTRACT FOR THE EAST MARGINAL WAY S..

EXCAVATING CO. IN THE AMOUNT OF $85,780.96.

Architect Selection
Mayor Rants called for public comment on the selection of an
architect for the new community center. Lanny Vickers, 12227
45th Ave. S., commented that he found Display #1 to be the most
visually and esthetically appealing. He said his only concern was
the use of too much shrubbery in the parking lot.
Roger Baker, 11662 42nd Ave S., also favored Design #1 noting
he especially liked the incorporation of a bell in the gazebo.
Linda Stanley, Tukwila Parks Commission representative, 13029
41st Ave. S., announced the Commission's unanimous
recommendation of the architectural firm of ARC, Design #1.
Stanley said the group felt the design presented a community
oriented theme and that ARC did a good job of researching the
needs of Tukwila residents.
Bill Gorjance, 16604 53rd Ave. So., Tukwila Arts Commission
representative, said his group felt that Design #2 best reflected the
feeling of the neighborhood.
Consultants from each of the design firms were present and
participated in a brief question and answer period with the Council.
REPORTS Mayor Rants announced that the Tukwila Pond Corporation has
Mayor requested the City's input on the selection of a landscape architect
for the Tukwila Pond Park project. Presentations will be held at 5
p.m. on Thursday, July 14, in the Council chambers. Council
determined they could attend the 5 p.m. meeting and then adjourn
to their budget retreat immediately afterwards.
Councilmember Hernandez gave an update on the activities of the
Human Services Roundtable which included information on the
restructuring of family services into various networks. Hernandez
also reported that United Way will sponsor upcoming community
forums to help determine the needs of the community and agencies
that United Way should fund.

MISCELLANEOUS
Councilmember Craft stated her support of a total fireworks ban.
Councilmember Duffle asked that the issue be forwarded to the
Community Affairs and Parks Committee for further discussion.
Councilmember Hernandez shared photographs and postcards of
her trip to Texas that showed some unique commercial and
residential developments.
Councilmember Duffle commented that residents living on 57th St.
had asked him to pass along their thanks to Council for installing
the stop sign in the area.

8:41 p.m. MEETING BE ADJOURNED. MOTION CARRIED.
