The purpose of the survey was to determine the presence of asbestos - containing materials (ACMs) and lead -based paint in the structures prior to demolition. Three structures were investigated: the Barn, the Milk House and the Machine Shed. The intent of this letter is to ensure that the City of Tukwila is in compliance with the Washington Department of Labor and Industries' requirement that a "good faith inspection" for asbestos - containing materials be performed prior to demolition activities. I. ASBESTOS - CONTAINING MATERIALS Suspect AGMs were sampled by an AHERA accredited inspector. All accessible spaces were inspected for suspect ACMs. Samples were analyzed by polarized Tight microscopy (PLM), which has a reliable limit of quantification of one percent asbestos by volume. Suspect asbestos - containing materials were sampled with single use containers to avoid cross-contamination. Samples were assigned a unique identification number. Three (3) bulk samples were collected and delivered for analysis to NVL Laboratories, Inc. located in Seattle, Washington using chain -of- custody protocol. Laboratory analyses are attached to this report. For samples containing more than one separable layer of materials, the report will include findings for each layer (labeled LAYER 1 and LAYER 2, etc. for each individual layer). The asbestos concentration in the sample is determined by visual estimation. For those samples with asbestos concentrations between 1 and 10 percent based on visual estimation, the EPA recommends a procedure known as point counting (NESHAPS, 40 CFR Part 61). Point counting is a statistically more accurate means of quantification for samples with low concentrations of asbestos. If you would like us to further refine the concentration estimates of asbestos in these samples using point counting, please let me know. This report is considered highly confidential and will not be released without your approval. Samples are archived for two weeks following analysis. All accessible spaces were inspected for suspect ACMs. Samples were analyzed by polarized Tight microscopy (PLM), which has a reliable limit of quantification of one percent asbestos by volume. Suspect asbestos - containing materials were sampled with single use containers to avoid cross - contamination. Samples were assigned a unique identification number. Asbestos - Recommended Actions: The window glazing present on three windows in the Milk House tested positive for asbestos. The material appeared to be in fair condition. The window glazing should be removed by a licensed abatement contractor prior to impact. II. LEAD -BASED PAINT Paint chip samples from a limited number of building components were analyzed for total lead using Atomic Absorption, EPA Reference Method 7420. Paint was sampled with single -use containers to avoid cross - contamination. Samples were assigned a unique identification number. PBS collected six (6) paint chip samples and submitted them for analysis to NVL Laboratories located in Seattle, Washington. Chain -of- custody transmittal forms were used to document handling procedures. Samples were collected from the Milk House and Bam. Lead was detected in all of the sampled painted surfaces. The green, white and yellow paint on the Milk House and gray paint on the Bam tested positive for lead. Results of the laboratory analyses are attached to this report. ,Lead -Based Paint - Recommended Actions: All painted surfaces sampled were found to contain lead. As such, demolition activities should be performed with dust control procedures and worker protection rules (WAC 296 -155) should be followed.
