Any property owner who is going to burn or demolish a rtv structure, including, but not limited to, commercial buildings, or abandoned structures on private property. The purpose of the permit is to certify that the building is asbestos -free prior to demolition. Why must 1 file for a demolition permit with PSAPCA? I already filed one with the building department. Building departments do not regulate asbestos. Federal law requires the filing of a demolition permit with the Puget Sound Air Pollution Control Agency, and removal of all asbestos. What should I do first? You must hire an Environmental Protection Agency (EPA) accredited inspector to survey, your structure for asbestos. A copy of this survey Must be available for inspection during demolition You cannot demolish a building with any asbestos still present Look for 'qualified inspecto ;p in the yeiic w pages under Asbestos Removal, Laboratories Analytical,. Building Inspection, Asbestos or Environmental Consuiting and Testing. What if the inspector finds asbestos in the building? If there is asbestos in the building, it must be removed prior to demolition. You must hire a 'certified asbestos abatement contractor for removal. Our Project /18331 Section 11. Environmental impacts. 1. Earth (c) Change in Topography There will still be some slight variations in the topography as indicated in the original checklist for building and parking lot construction. Not previously Indicated is a retaining wall proposed along the north property line. The existing elevation of this line is approximately 18. A retaining wall will be constructed on the Brock site to enable a road to be placed at approximately elevation 27.0. Approximately 420 cubic yards of fill will be required behind this wall to bring the road to the required grade. A cross section 1s attached for reference. Also required will be some filling to widen the existing dike maintenance road from approximately 13 feet to 20 feet. This dike maintenance road will also serve as a fire lane providing access to the west side of the development. Fill required for this widening will be approximately 300 cubic yards. Section ti. Environmental Impacts 16. Utilities (e) Storm Water Drainage The present proposal for releasing storm water requires a new outfall to the Green River. The past proposal called for a connection to an existing storm sewer line on the south side of Strander Blvd. west of the bridge. It was discovered that this line Is not capable of handling the required flows due to inadequate size of the existing storm pipe. A drawing has been prepared depicting both plan and profile for this new proposed outfall to the river. It will involve clearing brush and trees from the existing bank for approximately a 60 -foot wide path. A trench must then be excavated for the new line. A concrete headwall will then be placed at the point of discharge. The storm sewer line will then be placed In the trench at the specified elevation. Backfilling of the trench will then take place. (PRE) performed an asbestos survey of the commercial building 11 at the Residence Inn Hotel located at 16201 West Valley Highway, Tukwila, WA 98188, The structure is a two -story multi unit wood building with a concrete foundation and a cement tiled pitched roof. Field inspection, data collection, and report generation were performed according to the following Scope of Work: Provide AHERA Certified Building Inspector to perform a building inspection in accordance with Washington Administrative Code (WAC) 296-62-07721 and current PSCAA regulations. Asbestos - Containing Materials (ACM) 1. Bulk sampling of suspect ACM. 2, PLM Analysis of suspect ACM by a NVLAP accredited laboratory, 3, Quantity estimates of ACM. Report Generation 4, Written report including recommendations based on the technician's observations, abatement (removal) cost estimates, sample descriptions, and sample locations. 5. Statement of Compliance with W,A.C. 296.62.07721 Sign -Off Form. The survey was intended to Identify possible asbestos - containing materials (ACM) on the Interior and exterior of the building. This Inspection covered only those areas which were exposed and /or physically accessible to the inspector. Materials uncovered during the course of demolition, renovation, or maintenance activities that are not Identified in this Inspection report must be presumed to contain asbestos until PLM analysis proves that this material is not asbestos- containing, This survey Is not Intended for, nor should be used as a design specification. The Asbestos In Schools Hazard Amendment and Reauthorization Act ( ASHARA), effective November 20, 1990, expanded accreditation requirements to apply to persons who work with asbestos in public and commercial buildings as well as schools.
