COMMERCIAL REROOF: If roof structure is to be repaired or replaced, a commercial building permit will be required. Appendix 1616.2.1. 1 1994 Washington State Non - residential Energy Code requires documentation showing roof insulation conforms with W.S,E.C, Section 1132.1 Exception #6. Documentation must verify one of the following, a) The subject roof is currently Insulated or conforms otherwise with the W.S.N.E.C. b) The roof will be Insulated to conform with the required W,S.N.E.C. Upper !too! Section: (110,000 Square Feet) The roof consists of a three ply smooth cap sheet roofing system. The manufacturer was Owens corning., the system was called 345W. Which was a programmed 10 year rated system, Then are some blisters ranging from 3 to 12 Inches in diameter, The fiberglass mat is exposed and the weather surface is deteriorated. The deck is a Berkley panel system; the main joints, which are eight feet on centsr, have crocked the roofing system at these locations due to stress movement. This Is typical with the Bent system, in time the nails that secure the panels to the joist back out and the roofing system, A maintenance ply and slip-sheet patch hes been applied over the joints, The deck h deflected In between the joists, which has caused ponding water in those areas. 38 skylights have hr outlived their life cycle plus 28 vents and 10 HVAC units. Due to age and e*dstinp conditions, there Is no way to determine how long the existing roofing system will last before some leaking occurs. This is predicated on how much larger the blisters will increase In size this Doming summer, Many blisters are directly under seams that ans ready to split open now. The roof might last through the summer of the year 2000, there is no way to accurately es mate how much life Is left if any. Only time will W. 1.02 Drains/Scuppers TM roof uses scuppers and drains that drain rainwater directly into the sew system, Then 1 ponding water along 60% of perimeter edge of the roof. This Is a design problem in that the drains are spaced anywhere from 30 feet apart to 80 het Vi, The correct spacing for Seattle is recommended but 26 would be much better for rain we get each year. The problem is that the contractor used the wrong repair materials. They have been using Asphalt adhesive and coating rather than elastomeric mastic. The elastorneric mastic does not get dry and brittle and will not crack under normal thermal expansion and contraction of the metal parts. Plastic mastic will dry out within six months and crack the first the metal flange expands or contracts. The material used here will Aide off the repair when subjected to direct sunlight and heat. 1.04 Support Blocks: Most if not all are dry rotted, the wood supports under the light on southwest corner need to be replaced and the electrical wiring needs to be inspected as there are many open and exposed pipe points. 1.05 Skylights: The skyl are badly deteriorated, in the past all repairs have been made to the lens. Terre is a Verity of mastic's, coating, tapes and caulking sealing the lens. The skylights are est on a nailer and are resting on the roofing system. There is no way to repair them properly at this Urns; they are too far deteriorated. 2.02 Recommendations: can recommend three options. First, install anew built up roof over the existing roof. This Is celled a retrofit, a recover board is attached to the deck and a new roof installed over the recover board. Second, Install a single ply PVC roofing system and third, install a maintenance ply system Crickets wiN be required to eliminate the ponding In order to get 15 or 20 year warranties for a new roofing system. The PVC system does not exclude ponding water and the Maintenance ply does not either. The ponding waiter has deformed the plywood decking. The roofing system will deteriorate faster in ponding areas due to magnification of the heated water during the summers. Additional drains are heeded to remove 95% of the existing ponding water from the roof, In the past, a maintenance ply and siip•sheet patch was installed over the Berkeley panel joints. This is protecting the existing cracked cap sheet and nails from backing out. My inspection revealed numerous openings along the edges of the patch. The mineral surfaced cap sheet under the patch are area where water could enter the system in the future if the blisters split open at the seams, 3.01 Budget Estimates: Option •1- Retrofit the existing roof with a new three ply SBS modified mineral surfaced cap sheet system, this would entail covering the existing roof with a layer of one inch foam insulation. The new layer of insulation will protect the new roofing system from deck movement and defects on the old roof. The addition of new drains and scuppers and leveling of the deck along the first slope line. Since this is considered a maintenance ply, it will not affect the addition of a new roof In the future. Where as a new roof at some point in the future will require both roofs to be tom off. (Chapter 32, UBC codes limits the number of roofs on a commercial building to two). The cost of this system can be deducted this year as a repair a new roof will need to be amortized over 30 years.
