Any property owner who is going to burn or demolish y structure, including, but not limited to, commercial buildings, or abandoned structures on private property. The purpose of the permit is to certify that the building is asbestos -free prior to demolition. . Why must I file for a demolition permit with PSAPCA? 1 already filed one with the building department. Building departn eats do not regulate asbestos. Federal law requires the filing of a demolition permit with the Puget Sound Air Pollution Control Agency, and removal of all asbestos. What should I do first? You must hire an Environmental Protection Agency (EPA) accredited inspector to survey. your structure for asbestos. A copy of this survey must be available for inspection during demolition You cannot demolish a building with any asbestos still present. Look for qualified inspectors in the yellow pages under Asbestos Removal, Laboratories Analytical, Building Inspection, Asbestos or Environmental Consulting and Testing. What if the inspector finds Asbestos in the building? If there is asbestos in the building, it must be removed prior to demolition. You must hire a 'certified asbestos abatement contractor for removal. What do I need as far as paperwork is concerned? (D A completed Application to Perform a Demolition ® $25 check payable to PSAPCA. (3) Copy of survey stating the structure has been inspected and no asbestos was found, or an Application to Perform an Asbestos Project filed by an asbestos contractor to remove any asbestos in the building. Please include all of the required paperwork with your application or a permit cannot be issued. 1 How long will ittake? You may begin demolition on the nth-working day after you have provided us with the required information. This would enable Holaday -Parks to expand from Its current site to the proposed site across the street. The proposal Includes construction of a 2- story, 14,000 s.f. office/warehouse facility, with associated parking and landscaping. Access would be from South 134th. Pending the City's decision regarding the rezone and amendment, an application has been submitted to demolish a 490 s,f. garage and 81 s.f. shed located on the proposed site. The existing single - family house Is to be demolished at a later date. SEPA Requirements SEPA Is not required for the demolition of the garage and shed. Under WAC 197- 11.600(2)(f) "Categorical Exemptions ", the demolition of a structure Is exempted from a threshold determination so long as there Is no requirement for a Ilcense governing emissions to the air. I have discussed this matter with Barbara Ritchie (DOE SEPA) and Larry Vaughn ( PSAPCA). Ms, Ritchie deferred to PSAPCA and the purpose of their "Notice of Intent to Perform ". She referred to the definition of "license" under WAC 197- 11 -780. Mr. Vaughn was emphatic that a "Notice of Intent to 'Perform" is not, and should not be considered a Ilcense or permit. He added that "a demolition In Itself does not require a SEPA determination ". Recommendation At the moment, no development permit exists and approval of the proposal remains uncertain. However, If approved, a design review permit and SEPA determination will be required due to the size of the project and its proximity to residential.
