TUKWILA CITY COUNCIL REGULAR MEETING MINUTES Mayor Rants called the Regular Meeting to order and led the audience in the Pledge of Allegiance. Tukwila City Hall Council Chambers JOE DUFFLE; JOAN HERNANDEZ; STEVE MULLET, Council President; DENNIS ROBERTSON; JOYCE CRAFT; DOROTHY DeRODAS. MOVED BY DUFFLE, SECONDED BY CRAFT, TO EXCUSE COUNCILMEMBER EKBERG. MOTION CARRIED JOHN McFARLAND, City Administrator; LINDA COHEN, City Attorney; JACK PACE, DCD; GARY SCHULZ, DCD. None a. Approval of Minutes: 6/27/94 (Sp. Mtg.); 7/5/94 b. Approval of Vouchers: Nos. 72279 through 72511 in the amount of $608,478.16. c. Authorize Mayor to accept Minkler right -of -way dedication. d. Accept as complete Trail #5 Rehab project with Central Fabricator; authorize release of retainage. e. Accept as complete 160th St. improvements with Scoccolo Construction Co; authorize release of retainage. Councilmember Duffle requested Item (d) be withdrawn from the agenda. MOVED BY DUFFIE, SECONDED BY CRAFT, THAT THE CONSENT AGENDA BE APPROVED AS AMENDED. MOTION CARRIED MOVED BY DUFFIE, SECONDED BY HERNANDEZ, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. Development Revenue Bond REPORTS Mayor FOR STATE LICENSED FAMILY CHILDCARE HOMES. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO APPROVE RESOLUTION NO. 1300 AS READ. MOTION CARRIED 3g c Mayor Rants and Council shared their impressions of the presentations given by three landscape architect firms last week. The group indicated they were impressed with both the Lee and the Murase firm; however, the majority of the Council felt the Murase firm was the most sensitive to Tukwila's needs as indicated by their emphasis on water quality. Council agreed that they would want to be assured that Murase himself would be committed to the project. MOVED BY ROBERTSON, SECONDED BY DUFFLE, TO AUTHORIZE THE MAYOR TO NEGOTIATE A CONTRACT FOR THE POND PARK PROJECT WITH MURASE ASSOCIATES WITH A PERSONAL COMMITMENT FROM MURASE. MOTION CARRIED. MOVED BY DUFFLE, SECONDED BY HERNANDEZ, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED. Attorney Cohen read A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, APPROVING THE ISSUANCE OF A TAX EXEMPT NONRECOURSE REVENUE BOND OF THE KING COUNTY ECONOMIC ENTERPRISE CORPORATION FOR THE BENEFIT OF G.T. DEVELOPMENT CORPORATION PURSUANT TO RCW 39.84.060. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, THAT RESOLUTION NO. 1301 BE APPROVED AS READ. MOTION CARRIED. Mayor Rants reported that the League of Women Voters are surveying all the Mayors and cities that are affected by the Regional Committees for their input as to whether or not the Metropolitan King County Council is doing what they said they would do. Rants Tukwila City Council Regular Meeting July 18, 1994 Page 3 Renorts (con't) City Council 7:55 p.m. said there are many who feel the regional committees have not been given the kind of responsibility they should have and that the Metropolitan Council is not paying much attention to it. Councilmember Hernandez reported she received a packet of information from Kent Councilperson Judy Woods on the citizens and business advisory group and ad hoc task force on human services relating to the siting of the regional justice center in Kent. The City of Kent is trying to gain some mitigation from King County to pay for what Kent thinks will be quite an impact on the entire South King County area. Woods requested a letter of support from the Tukwila Council. Hernandez recommended the council honor Woods' request. Councilmember Mullet reported his attendance at the Duwamish corridor meeting last week. The group discussed the subcommittees that would be formed on infrastructure, job creation, and regulatory issues. Mayor Rants announced he had been asked to chair the entire Duwamish Coalition with Seattle Mayor Norm Rice. MEETING BE ADJOURNED MOTION CARRIED John. W. Rants, Mayor' i' rte. we C -Jar e E.
