The lamp socket shall be adjustable and factor set to produce an IES -ANSI distribution pattern. Section 9 -29.13 is deleted in its entirety. 8- 20.2(2) TRAFFIC SIGNAL CONTROLLERS (NEW SECTION) The Contractor shall furnish two, Traconex 390 CJ controller(s). It (They) shall conform to performance specifications and standards as set forth in NEMA publication TS -1976 Rev. 3 (1981) parts 13 and 14. The controller(s) shall have the following features: 1. Digital Timing 2. Volume Density 3. Internal Preemption It shall be possible to program the controller for at least four preemption sequences. These sequences shall be capable of terminating any pedestrian interval that is timing when the preempt call is received. 4. Conditional Service mroza8 w99107 \ spec skSiglu! During conditional service, the controller shall monitor the time remaining on any lagging phase which is concurrently timed with another phase that has gapped out. If the time remaining on the non - gapped out phase is sufficient to allow at least a minimum service time of its concurrent leading phase, the controller shall terminate the gapped out phase and reservice the leading phase, despite calls on the other side of the barrier. 5. Simultaneous Gap Out Two concurrently timed phases shall simultaneously reach a rest state prior to their termination by gap out and prior to advancing across the barrier. A phase in dual ring operation shall re -time its gap from a rest state upon vehicle actuation. 6. Internal Time Base Coordination The internal coordination shall have the following: a. The controller shall have the capability to receive downloaded RAM- entered timings from an IBM - compatible personal computer. The controller manufacturer shall provide upload/ download software upon request by the County. 9. Vehicle Detector Extension And Delay It shall be possible to program the controller to provide extension and delay for vehicle detectors. 10. Local Controller Count Capability The controller shall be able to store traffic count information and be able to download this information through an RS 232 port to a personal computer. If counter(s) external to the controller capable of receiving and storing traffic information from vehicle loop detectors for eight separate counts are provided, however, this feature will not be required for the controller. These external counters, if provided, shall be placed inside the controller cabinet and be able to download counts through an RS 232 port to a personal computer. All electronic components used in the controller except PROM chips and ROM chips shall be available through local distributors, local manufacturers' outlets, or local jobbers. The control equipment manufacturer shall not be the only source of any electronic device or component in any of the equipment. Each type of plug in module used shall be provided with an extender board or cable. The Contractor shall supply one complete spare set of software PROM chips. 8- 20.2(2)A SIGNAL CONTROLLER(S) - CITY OF TUKWILA - PROVIDED (NEW SECTION) The Contractor shall install City of Tukwila furnished controller(s). It(They) shall conform to performance specifications and standards as set forth in NEMA publication TS -1976 Rev. 3 (1981) parts 13 and 14. w99 O7\.(+ecr \Signal Spccg10/30l001:sk. 2 8- 20.2(3) CONTROLLER CABINET AND AUXILIARY EQUIPMENT (NEW SECTION) Controller Cabinet: The traffic controller cabinet(s) provided under these specifications shall be a NEMA- style Type P, rain - tight, outdoor cabinet(s) with a shelf or shelves of sufficient size to easily house the controller, detectors, Opticom phase selector(s), a Conflict Monitor Unit, harnesses, etc., without utilizing the floor of the cabinet. The cabinet shall be 0.125 -inch thick aluminum with a smooth natural finish interior and exterior. The aluminum finish shall be protected with a peel -off protective coating through production and removed by the City of Tukwila Signal Shop. The cabinet shall be wired for eight phases. The main door of the cabinet shall include a two - position, three -point bar stop and shall be secured with a spring- loaded Best lock that has a construction core. The main door shall also contain a police door with a conventional police lock. Both locks shall be provided with a key. A switch shall be installed that will close contact when the police panel door is open. Another switch shall be installed that will close contact when the main cabinet door is open. Both switches will be diode red and connected to a controller input that can report via a system when either door is open. See City of Tukwila Construction Standards detail RS -29. All leads in the signal cabinet shall be tied down and neatly dressed to the satisfaction of the Engineer. The cabinet(s) shall contain the following accessories and auxiliary equipment: Computer Shelf: A computer shelf 16 inches wide and 12 inches deep shall be installed on the cabinet door. The shelf shall be hinged at the top and have one bracket for support. The shelf shall be mounted near the center of the front door. Vent Fan: The cabinet shall have an air intake and vent fan. The vent fan shall be at the top of the cabinet and thermostatically controlled. Convenience Outlet & Lamp Socket: Two convenience outlets and a Tamp socket shall be furnished in the cabinet(s). The outlets shall be mounted one on each side of the cabinet, near the top shelf, not on the door. The outlet mounted on the right side shall be ground fault interrupted protected. A switch shall activate the Lamp when the door is open. These circuits shall be protected by a circuit breaker rated at 25 amperes. An incandescent 150 -watt bulb shall be provided. Power Supply: A +24 -volt DC power supply capable of supplying 4.8 amperes continuously shall be provided. Detector Disconnect/Test Switches: All eight controller phase inputs shall have disconnect/test switches, plus eight auxiliary detector test switches. Pedestrian detection shall have disconnect/test switches by phase. These switches shall be located inside the cabinet door and labeled by associated phase number. The three positions of the switches shall be labeled "Normal" (up), which shall connect the controller to its detector output; "Off' (Center), which shall isolate the controller detection input; and "Test" (down), which shall provide a momentary logic ground to the controller detection input. A see - through plexiglass cover shall cover all detector disconnect/test switches. Police Panel Switches: Police Flash Switch: Inside the police door there shall be a flash switch, which shall be the only switch on that panel. The switch shall have two positions, "Auto" and "Flash ". The up position shall be "Auto" and result in normal signal operation. The down position shall be "Flash" and will put the signal into flashing operation and apply stop time to the controller. When the flash switch is returned to the "Automatic" position, the controller shall restart except when the conflict monitor has commanded flash operation. The switch shall have a protective cover which must be lifted to operate the switch. Red Flash Program: Flash operation must be programmable without removing field wiring (i.e. red/yellow jumpers). The cabinet shall be delivered programmed for all red flash. Load Switches: Load switching devices shall conform to the physical and electrical characteristics specified in NEMA Publication No. TS1 -1976, Part 5 (TS1 -5.01 - Triple- Signal Load Switching). They shall use modular solid state relays and have status indicators for each input and output. They shall be interchangeable. The load switches shall be rack- mounted and supported to relieve tension on the connections. Load switches shall be provided for all phases, not just phases used with the current configuration. The cabinet shall be furnished with a 16- position load bay. Solid State Flasher: The flasher shall conform to physical and electrical characteristics specified in NEMA Publication No. TS1 -1976 Part 8 for Type 2 (ten amperes, dual - circuit) flashers. In addition, the flash rate shall be determined from the source voltage frequency by digital timing techniques. Conflict Monitor Unit: The conflict monitor shall be an EDI (Eberle Design, Inc.) Model SSMI2LE or equivalent unit capable of monitoring proper signal operation of 12 channels. It shall conform to the physical and electrical characteristics specified in NEMA Publication No. TS1 -1976 Part 6 (July, 1978) and the following. The monitor shall have a LCD -type display with separate indications for red, yellow, green and walk intervals for each channel. The monitor shall clearly display the status of each input during normal operation and failure condition. No flashing indications will be accepted. The monitor shall log the type of failure, the channels involved, the time and the date for a minimum of eight events. The monitor shall have a printer port available. All cables and software to communicate with the monitor shall be provided. Clearing the log shall be possible from the front panel. Pedestrian Detector Field Wiring: All pedestrian detectors shall be connected between logic ground and their appropriate field terminal. Every socket which has the capacity of accepting a relay or Toad switch shall have the appropriate relay or load switch installed. The relays shall be easily accessible, not covered by equipment or wiring. Preemption Equipment: Cabinets supplied with controllers that have internal preemption shall be equipped with four Opticom 752 Series Discriminators. Each call channel of these discriminators shall be wired through a disconnect/test switch, located on the service panel, that operates in the same manner as the Detector Disconnect/Test switches. The discriminators shall be located in the detector rack. The 562 green sense cable shall be included and wired. No calls shall be placed on the non - preempt phases. Preempt calls shall be inhibited during Flashing operation. Signal Loop Amplifiers: A total of seven amplifiers are required. Amplifiers shall be Canoga Model C824T or Detector Systems Model 724C or meet the following characteristics: Operating Conditions: Loop amplifiers shall operate on 105 -130 -volt AC 60 Hz, in temperatures ranging between —30 °F. to +165 °F. without giving false calls. They shall operate up to ten six -foot by six -foot loops and lead -ins with a total inductance range of 50 to 550 microhenries and detect any type of Washington State licensed vehicle over each loop. They shall have an LED indicator to show when the detector has an output. Operating Modes: The amplifiers shall have a switch to select one of two (minimum) operating modes labeled "Pulse" and "Presence." Pulse mode shall cause a pulse not to exceed 150 milliseconds to occur each time a vehicle enters the detection area. Presence mode shall hold a continuous output for a minimum of three minutes when any vehicle is over the detection area. Sensitivity: The amplifiers shall have at least three sensitivity level selections via front panel switches to select the level of sensitivity. The "High" level of sensitivity shall detect up to 0.02 percent change in loop inductance. "Medium" sensitivity shall detect 0.07 to 0.12 percent change, and "Low" a 0.16 to 0.32 percent change. Operating Frequency: Operating frequency shall be selectable. Tuning: Tuning the amplifiers shall be accomplished by switching each channel from presence mode to pulse mode and back to presence mode. Once tuned, changes in roadway environment shall be automatically compensated for by tracking the characteristics of the loop. Connector: Amplifiers shall be rack- mounted. The amplifier edge connectors shall be gold - flashed. Quick disconnects shall be provided for the racks. Extension And Delay: A minimum of four channels of amplification shall be provided which are capable of providing extension and delay. Testing: Supplier shall deliver amplifiers to City of Tukwila Minkler Shops at 600 Minkler Boulevard, Tukwila, Washington, for a 30- to 45 -day testing period. Field Wiring Terminals: There shall be terminal strips for field wiring in the controller cabinet. The terminals shall be numbered in accordance to the field wiring chart included in these specifications. A common bus bar with a minimum of 15 spare terminals shall be available after the cabinet is fully wired. In addition, a 15 terminal bar shall be provided for the pedestrian common and a terminal shall be provided for each signal head neutral. The bus bars shall be located on the left side wall of the cabinet. Only City of Tukwila numbers shall be shown. Interference Suppressors: The cabinet(s) shall include a radio interference suppressor. Additionally, all power supplies of equipment used here shall have electrical interference immunity from other devices within the cabinet. w)9 I07kreeskSigii l Specs( I 0/30/00):sks 6 • Surge Protector (Lightning Arrester): The cabinet(s) shall have an input voltage surge protector that shall protect the controller power supply input from any voltage surges that could damage it. Interconnect cable terminal strips shall be equipped with lightening surge protectors. The cabinet wired to light LED indicators when surge protection has been activated. The LED indicator shall be mounted facing the front to allow unobstructed view of the indicator. In addition, there shall be a metal oxide varactor (MOV) between ground and hot and between the neutral and ground. Power Panel Cover: The power panel shall be covered by an easily removable, clear plexiglass cover. AC Delay Relay: A delay relay shall be provided which shall delay AC power to the controller and conflict monitor, programmable for 1 to 5 seconds delay, upon restoration of power to the cabinet. Testing of Equipment: All equipment supplied under these specifications shall be shop- tested to the satisfaction of the Engineer. Testing shall be at the City of Tukwila Signal Shop. The City shall make space available for the required tests. All equipment shall be delivered complete (no partial shipments). The supplier shall provide written notification that all components have been tested with the cabinet including the controller, conflict monitor, detection, Opticom equipment, and signal loop amplifiers prior to shipment. Said written notification shall not relieve the supplier of any responsibility relative to the proper functioning of all equipment supplied when field- installed. All elements shall function properly as a complete system for a period of 240 hours or as determined by the Engineer. The test period need not be continuous. Any malfunction shall stop the test period until all parts are satisfactorily operating. In the event of component malfunction or failure at any time during the last 72 hours of the test demonstration, the test shall be extended until a minimum of 72 hours continuous satisfactory performance of the entire integrated system has been demonstrated. Following acceptance of the cabinet, City of Tukwila forces shall deliver the cabinet to the site. Power (120 Volts AC) must be available prior to delivery of the cabinet. The controller and auxiliary equipment will be delivered to the site by City of Tukwila forces immediately prior to signal turn-on. All 900 series numbers are connected to the appropriate NEMA plus controller auxiliary detector inputs through a service panel detector switch. 8- 20.3(1)A REMOVING TRAFFIC SIGNAL SYSTEM (NEW SECTION) The existing signal systems shall be removed immediately following activation of the new signals system. Removal shall include poles, cabinets, heads and wiring. The Contractor shall remove the signal heads and pre - emption detectors from the span wire prior to disconnecting the span wire from the poles. All pole bases and the controller bases shall be removed completely. All junction boxes to be abandoned shall also be removed and the wiring pulled from the conduit system. The voids left by these removals shall be backfilled in 6 -inch lifts with an approved material and the backfill compacted to the satisfaction of the Engineer. Care shall be taken during the removal operation not to damage the existing signal equipment. All signal equipment damaged due to the Contractor's operations shall be repaired or replaced by the Contractor, to the satisfaction of the Engineer, at Contractor's expense. All salvageable equipment including, but not limited to, signal poles and signal heads will remain the property of the City. The Contractor shall deliver the salvageable materials to the City of Tukwila Signal Shop. All costs for the removal of the existing signal systems and delivery of the salvageable materials, as specified, shall be included in the lump sum contract price for "Signalization System Complete - " and no additional compensation will be made. 8- 20.3(4) FOUNDATIONS The following is added at the end of this section: Anchor bolts for pole foundations shall be of the hook type. Excess concrete on bolt surfaces shall be removed. 8- 20.3(4)A CONTROLLER FOUNDATIONS (NEW SECTION) The controller foundation shall conform to J -6c of the Standard Plans for pad mount with the following exceptions: 1. The pedestal height shall be 20 inches. 2. The spare two -inch conduit shall run to the nearest junction box. 3. Conduits shall be centered horizontally except service conduit which shall be placed at the side of the power panel. 4. The 4 -inch conduit shall have three 1.25 -inch smooth - walled inner ducts. Fiberoptic warning tape and a #4 insulated THWN -XHHW location wire shall be installed in the trench with the conduit. The following is added at the end of Section 8- 20.3(5): Single conduit larger than 1.5- inches or multiple conduit will be on standoff brackets and provide a 6 -inch clearance between conduit and pole. The risers shall be attached to the pole within 30 inches of the ground, or at any termination every 5 -feet and shall be equipped with weather heads. Galvanized or stainless steel fittings, clamps or bolts shall be used to attach conduits to brackets. 8- 20.3(6) JUNCTION BOXES Junction boxes for signals, interconnect, and illumination shall conform to the requirements of Standard Plan J -11a. The legend on the lid of each box shall have the word "Lighting" for illumination and "Signal" for signal conduit or as noted on the Plans. Junction boxes for future fiberoptic communications shall be Utility Vault Co. Type 264 -TA, or equivalent. Junction boxes shall not be located within the roadway, curb ramps, construction joints, or driveways. If a junction box is located outside the paved area, an asphalt pad shall be installed surrounding the junction box. Existing junction boxes shall either be replaced or raised to match the new elevation of the sidewalk or shoulder. The lid shall be set flush with the finished grade. Any junction box located in PCC sidewalks shall be galvanized. All junction box lids shall be grounded by means of a No. 6 AWG braided tinned copper bonding jumper bolted to the lid with countersunk stainless steel bolts that will allow removal of the lid without breaking the ground. Junction box frames shall be grounded at a bolted female attachment point cast in one sidewall three inches below the surface of the lid. A stainless steel bolt or stud shall be provided for attachment of grounding wire and lid bonding braid. 8- 20.3(8) WIRING The following is inserted between the third and fourth paragraphs of this section: Loop wires will be spliced to lead in wires at the junction box with an approved mastik tape, 3 -M 06147 or equal, or heatshrink splice a minimum length of five inches, leaving three feet of loose wire. IMSA specifications 60 -2, 60-4, or 60 -6 may be substituted depending on type of cable installation. For aerial installation of the interconnect cable, the Contractor shall be responsible for sizing the proper hardware for installing the cable (i.e., suspension clamps, necessary messenger and guy wires, dead -end clamp, ready access closures, down guy anchors, etc.). The aerial cable shall be installed with a minimum of 18 feet clearance over roadway. The cable shall be at least 6 inches clear of any other utility cables on the poles or per utility requirements and shall be installed above the existing telephone cables whenever practical. Pulling through junction boxes will be allowed with proper guides or pulleys. Caution shall be observed by the Contractor while pulling the cable through conduit to prevent damage to cable jackets, shields, or conductors. All cable ends shall be taped to exclude moisture during installation and shall be kept taped until connections are made with terminal strips. Only approved ready access closures or interconnect pedestal or terminal cabinets will be allowed for cable termination. All conductor pairs along an arterial shall be contained in one cable only. 8- 20.3(10) SERVICE Power sources shown in the Plans are approximate only; exact locations will be determined in the field. The Engineer will approve Electrical Service Installations. The Contractor shall request the State Department of Labor and Industries (L &I) to perform required inspections for service approval. The request by the Contractor to L &I shall be sent by certified mail with a copy forwarded to the County. Electrical service is detailed in the Plans. The Contractor shall notify the City of Tukwila inspector when the service is ready for connection. The overhead electrical service shall be brought to the load center through a conduit riser with a weather head on the service pole. The service shall be split in the load center into a 120 -volt circuit for the signals. All circuit breakers shall be clearly marked or labeled. The underground electrical service shall be brought to the load center in minimum 2.0 -inch conduit. The service shall be split in the load center into a 120 -volt circuit for the signals. The Contractor shall provide conduit from the electrical service to ten feet up the power pole from which service is provided. Stand -off brackets 14 inches long shall be installed on the pole every ten feet. In addition, the Contractor shall provide service conductors from the electrical service to the top of the conduit on the power pole with 30 feet of service wire coiled at top and provide the local electrical utility with 30 feet of 2.0 -inch conduit to make the connection. Electrical service will be painted inside with white polyurethane or polyester urethane power coat in accordance with Section 6 -07. Outside will be bare alum finish. The twist lock photocell shall be mounted on top of the luminaire closest to the electrical service. Turn -on shall not be allowed on Fridays, weekends, holidays, or the day preceding a holiday. 8- 20.3(13) LIGHT STANDARDS The following is inserted before the first paragraph of this section: Street lighting shall meet all requirements as stated in the latest version of AASHTO and shall be able to withstand winds of 80 miles per hour (mph) with a gust factor of 1.3. The radius for the arm shall be between 26 and 30 inches. Hand holes shall be located on the opposite side of oncoming traffic. Fabrication for pole length shall be within a six -inch tolerance. The following is added after the fifth paragraph of this section: Fixed base installation shall conform to the following: The base and flange plates shall be ASTM A 283 grade D steel. The anchor bolts shall be 1I/8- inch x 40 -inch x 4 -inch ASTM A 307 steel. Longitudinal welds shall be butt welded by the submerged arc process and circumferential welds shall be welded with a permanent backup ring. All butt welds shall be ground flush with the base metal. 8- 20.3(14)B SIGNAL HEADS The following is added at the end of the second paragraph of this section: The fitted covers shall use adjustable straps. The fitted covers shall have a one -inch hole for each signal display to flash out indications. Optical Units: Section 9- 29.16(2)A, the third paragraph is deleted and replaced with the following: Lenses shall be of the color indicated, circular in shape, with a visible diameter of either 8 inches or 12 inches, as specified in the contract, and of such design as to give an outward and downward distribution of light with a minimum above the horizontal. The lenses shall be standard red, amber, and green, prismed traffic signal lenses and shall conform to the specifications of ITE Standards (Standards for Adjustable Face Vehicle Traffic Control Signal Heads, 1977 edition). The lenses shall fit into a red silicon gasket in a manner to render the interior of the lens and reflector weather and dust - tight. Signal heads shall have hinged aluminum reflector rings. The lens and gasket shall be secured to the door with four noncorrosive lens clips. Signal head lens material shall be glass. All red displays shall be 12 inch Duraled by Dialight. Bimodal displays to be 12 inch Dialight LED #430- 6370 -001. The second sentence of the fifth paragraph of this section is deleted and replaced with the following: The socket shall have a heat - resistant, moisture and weatherproof molded phenolic housing and be designed to accommodate a 67 to 69 watt, 27/16 -inch focal length traffic signal lamp for 8 -inch signals and accommodate a 165 watt nominal 4 -inch focal length traffic signal lamp for 12 -inch signals, and to physically position the filament of the lamp at the exact focal point of the reflector so that accurate focus will always be obtained. Pedestrian Signal: Section 9- 29.20, the following is added to the end of the fourth paragraph: The symbol message modules shall be solid state modules, or LED filled -in modules. 8- 20.3(14)C INDUCTION LOOP VEHICLE DETECTORS Item no. 9 of this section is deleted and replaced with the following: 9. The detector loop sealant shall be a flexible traffic loop wire encapsulement. Encapsulement shall be designated to enable vehicular traffic to pass over the properly filled sawcut within five minutes after installation without cracking of material. The encapsulement shall form a surface skin allowing exposure to vehicular traffic within 30 minutes at 75° F. and completely cure to a tough rubber -like consistency within two to seven days after installation. Properly installed and cured encapsulement shall exhibit resistance to defects of weather, vehicle abrasion, motor oil, gasoline, antifreeze solutions, brake fluid, deicing chemicals and salt normally encountered in such a manner that the performance of the vehicle detector loop wire is not adversely affected. The following is added at the end of this section: 11. One - quarter -inch (1/4 ") sawcuts shall be cleared of debris with compressed air before installing three turns of loop wire. All detector loops shall be six feet square or six -foot diameter circle with diagonal mini -cut corners of not more than one inch on the diagonal. . From the loops to the junction box, the loop wires shall be twisted two turns per foot and labeled at the junction box in accordance with the loop schematics included in these plans. A three - eighths -inch (3/8 ") sawcut will be required for the twisted pair. No sawcut will be within three feet of any manhole or utility risers located in the street. Loops and lead -ins will not be installed in broken or fractured pavement. Where such pavement exists it will be replaced in kind with minimum 12 -foot sections. Loops will also not be sawed across transverse joints in the road. Loops to be placed in concrete will be located in full panels, a minimum 18 inches from any expansion joint. 8- 20.3(14)D TEST FOR INDUCTION LOOPS AND LEAD -IN CABLE Test B and Test C in this section are deleted and replaced with the following: Meggar readings of the detection wire to ground shall read 200 megohms at the amplifier connection. The 200 megohms or more shall be maintained after the splices are tested by submerging them in detergent water for at least 24 hours. The tests will be conducted with City personnel at the request of the Contractor.
